To either of the Constables of the Town of Melrose in the County of Middlesex: GREETING.
In the name of the Commonwealth of Massachusetts, you are hereby required to notify the inhabitants of the town of Melrose, qualified to vote in elections and town affairs to meet at the Town Hall, on Monday, the fifth day of March,

A. D. 1894, at 6 o'clock, a. m., then and there to act on the following articles, viz .:
Article I. To choose a moderator.
Art. 2. To bring in their votes for town officers, and in answer to the question "Shall licenses be granted for the sale of intoxicating liquors in this town?" All ballots are to be furnished by the town, and will be distributed at the polls by officers duly appointed in accordance with provis- ions of laws accepted by the town. Polls to be kept open until 5.30 p. m.
Art. 3. To choose any other town officers deemed neces- sary, or required by law.
Art. 4. To authorize the town treasurer to borrow money for the purpose of meeting the demands of the town, with the approval of the selectmen.
Art. 5. To hear and act upon the report of the finance committee, appointed at meeting Nov. 23, 1893.
Art. 6. To determine the amount of money to be raised and appropriated to defray town charges for the ensuing year, and for payment of the town debt.
Art. 7. To fix the compensation of all officers and com- mittees elected or appointed by the town.
Art. 8. To raise money for the use of water in hydrants, public buildings. etc., and for any other necessary expenses for the ensuing year.
Art. 9. To determine the method by which the taxes for the year shall be collected.
Art. 10. To see if the town will authorize the treasurer to sell water fund bonds for the purpose of paying the cost of constructing and extending the water works.
Art. II. To see if the town will raise the sum of $200 for keeping in repair and decorating the graves of soldiers on Memorial day.

Art. 12. To see if the town will adopt the rules and regu- lations regarding plumbing, presented by the board of health at the meeting held Nov. 23, 1893, and ordered printed.
Art. 13. To hear and act upon the report of the special committee appointed March 30, 1893, to investigate and report concerning overseers of the poor.
Art. 14. To see if the town will revoke the acceptance of chapter 186, of the statutes of the year 1877, entitled, "An act in relation to overseers of the poor."
Art. 15. To see if the town will authorize the selectmen, or sewer commissioners, when elected, to petition the legis- lature for authority to issue bonds to be applied to the con- struction of a system of sewerage in the town of Melrose, and for any other legislation which may be deemed neces- sary ; also to pass any other vote or votes connected with the subject of sewerage which may be desirable.
Art. 16. To hear the report of committee on central fire station, and take action in regard to same.
Art. 17. To see if the town will vote to build a new central fire station, and authorize the treasurer to borrow money for the same. (By request of board of engineers of fire department).
Art. 18. To see if the town will vote to change the fire alarm bell and striking apparatus from the Franklin street school house to the tower of hose house at Melrose High- lands. (On petition of Geo. J. Bicknell and eleven others. )
Art. 19. To raise or appropriate the sum of $420.00 to pay the members of hose company No. 4 the same salaries as paid other hose companies in the town. (By request of board of engineers of fire department.)
Art. 20. To see if the town will vote to allow S. E. Ben- son to build a covered stairway over Ell pond brook at or near Main street, to form a part of a building which he pro-

poses to erect on his land bounding upon said Main street. (On petition of Moses S. Page and ten others. )
Art. 21. To see if the town will raise or appropriate the sum of $3,500.00 for the purpose of completing the widening of Main street.
Art. 22. To see if the town will authorize the selectmen to purchase a new steam road roller, and raise or appropriate money for the same.
Art. 23. To see if the town will authorize the selectmen to purchase five horses for use in the highway department, and appropriate money for the same.
Art. 24. To see what action the town will take on the recommendation of the selectmen relative to the building of a stable for town purposes.
Art. 25. To see if the town will place a fire alarm box at the corner of Third street and Waverly ave., and appropriate money for the same.
Art. 26. To hear and act upon the reports of committees and for the transaction of any other business which may legally come before this meeting.
And you are directed to serve this warrant by posting attested copies thereof at the Town Hall, each of the post offices and depots in the town, not less than seven days before the day appointed for said meeting, and by leaving printed copies of the warrant at the dwellings of the legal voters before the day of meeting. Hereof fail not, and make due return of this warrant, with your doings thereon, to the town clerk, at the time and place of said meeting.

Voted, That the selectmen, for and in behalf of the town, are hereby authorized to petition the legislature for the pas- sage of an act authorizing the issue of bonds to the amount of one hundred thousand dollars ($100,000), bearing interest at not exceeding four per cent. per annum, the proceeds to be used for the construction of a sewerage system for the town of Melrose, and for the passage of such other legisla- tion as may be deemed necessary for the building, main- tenance and operation of said system.

Art. 9. Voted, unanimously, That all single poll and per- sonal taxes be due on delivery of bills, and payable on or before October 1, 1894. That all other taxes be made pay- able on or before October 1, 1894, and that interest be added upon all taxes remaining unpaid after that date at the rate of six per centum, per annum ; that all property uponwhich the taxes remain unpaid June 1, 1895, be sold by the collec- tor in accordance with the provisions of law, and that he be instructed to strictly carry out the provisions of the above vote.
Art. 10. Voted, unanimously, That the treasurer be au- thorized to issue and sell twelve water bonds of the issue of 1893, nos. 39 to 50, for the purpose of paying the cost of construction and extending the water works.
Art. II. Voted, unanimously, To raise the sum of two hundred dollars ($200), for decorating soldiers' graves on Memorial Day.

Art. 16. Report of committee on central fire station, read, accepted, and committee discharged.
Art. 17. Moved and seconded, That the sum of eighteen thousand dollars ($18,000), be appropriated for the purpose of erecting a central fire station on land belonging to the town on Main street ; that a committee of five be appointed to build the same and that the town treasurer be authorized to borrow the said sum. After much animated discussion a vote was taken, using the check lists and printed ballots.

Whereas, The present method, (or want of method), of displaying the flag of our country upon the school build- ings of the town, neither shows proper respect for the flag nor tends to cultivate in the minds of the children a proper regard and reverence for it as the emblem of our nationality:
Resolved, That the school committee be instructed to adopt and enforce such rules as may be necessary to secure the proper display of the flag of our country upon the school buildings of the town.
Voted, To accept the town report of 1893.
Voted, That a committee of five be appointed to consider the expediency of procuring a lot of land suitable for storage purposes, and report at the town meeting.
The selectmen were appointed as that committee.
Voted, That the selectmen be a committee to act in con- junction with the board of selectmen of Stoneham, or, a committee appointed for that purpose, to reset the boundary stones between said towns in accordance with the recent survey made under the auspices of the Commonwealth.
Voted, That the moderator, the town clerk, the town treas- urer, and two others to be appointed by the chair, be a com- mittee to design a new seal for the town, and report at a future meeting. The added names are those of Rev. A. G. Bale and Mr. E. H. Goss.
Voted, That the whole matter relating to the accommoda- tion of town officials in the Town Hall building be referred to the board of selectmen with full power.
Voted, To accept the report of the board of selectmen, relating to sign boards, etc.

To either of the Constables of the Town of Melrose, in the County of Middlesex : GREETING.
In the name of the Commonwealth of Massachusetts, you are hereby required to notify the inhabitants of the town of Melrose, qualified to vote in elections and town affairs to meet at the Town Hall, on Monday, the seventh day of May, A. D. 1894, at 7.30 o'clock, p. m., then and there to act on the following articles, viz .:

Art. 2. To see if the town will accept the provisions of Chapter 323 of the Acts of 1894, entitled “ An Act to au- thorize the town of Melrose to incur indebtedness for the purpose of constructing a system of sewerage," and author- ize the issue of the bonds, notes, or scrip, contemplated in the act, designate their denomination, length of time, and interest, and pass any other votes necessary to carry out the will of the town.
Art. 3. To see if the town will authorize its treasurer to borrow money in anticipation of the issue of the sewer bonds.
Art. 4. To see if the town will authorize its treasurer to borrow money in anticipation of the taxes of the current municipal year.
Art. 5. To determine whether the town will vote to fix the time of maturity of its water bonds that have been and shall hereafter be issued, under the Act of 1893, Chapter 433, and ratify and confirm the acts of its treasurer and other officers relating thereto, and establish a sinking fund therefor.

the lot of land and the building thereon, situated at the corner of Main and Lynde streets, known as the Barry lot.

Art. 8. To see if the town will accept a deed from James McIntyre, Rhoda P. Littlefield and Homer S. Littlefield, of the land between Main street and Ell pond, from Ell pond brook northerly to land now, or formerly, of McIntyre and Shute,
Art. 9. To hear and act upon the reports of committees, and for the transaction of any other business which may legally come before this meeting.

Meeting Monday, May 7, 1894, 7.30 p. m.
Article I. Chose Levi S. Gould Moderator, by a unani- mous vote.
Art. 2. Voted, unanimously, That the town accept the provisions of Chapter 323, of the act passed by the General Court of Massachusetts in the year 1894, entitled "An act to authorize the town of Melrose to incur indebtedness for the purpose of constructing a system of sewerage."
Voted, unanimously, That the town issue, under the authority given by said act, one hundred bonds of one thou- sand dollars ($1,000), each, bearing date June I, A. D. 1894, payable in thirty (30) years from said date, with interest payable semi-annually, at the rate of, four (4) per cent. per annum, said bonds to bear on their face the words: "Melrose Sewerage Loan, Act of 1894;"-shall be signed by the treasurer and countersigned by the sewerage commissioners of the town.
Voted, unanimously, That the town treasurer sell direct from time to time, seventy-five of the sewerage bonds, the issue of which has just been authorized, for the highest obtainable price, by giving notice, by publication, or other- wise, to the purchasers of municipal bonds, to make sealed bids for the whole or any part thereof. The offer of the highest bidder to be accepted if the same shall be satisfac- tory to the treasurer, the right being reserved by him to reject any or all of the said bids.
Art. 3. Voted, unanimously, That the treasurer be authorized to borrow temporarily such sum or sums of money as may be necessary to pay bills contracted on account of constructing a system of sewerage. Such loan or loans to be paid out of the proceeds from the sale of sewerage bonds.

Art. 4. Voted, unanimously, That the treasurer be autho- rized to borrow, with the approval of the selectmen, a sum of money not exceeding seventy thousand dollars, ($70,000), in anticipation of the taxes of the current municipal year, and payable theretrom.
Art. 5. Voted, unanimously, That the town does hereby ratify and confirm the acts of the treasurer in executing and delivering water bonds to the town to the amount of thirty- eight thousand dollars, ($38,000), under authority of the votes of the town passed on the 24th of June, 1893, 20th of July, 1893, 11th of September, 1893, and 23d of November, 1893. The said bonds being dated the Ist of October, 1893, payable twenty years from their date, and being bonds Nos· I-38, inclusive, of the "Melrose Water Loan, Act of 1893," and that the said bonds are hereby adopted as valid obliga- tions of the town.
Voted, further, That the bonds of the town specified in the vote passed on the 12th of March, 1894, being "Melrose Water Loan" bonds, Nos. 39-50, inclusive, shall be dated the Ist of October, 1893, and shall be payable twenty years from their date, and shall be executed and issued in all respects in accordance with the provisions of the said vote and the vote passed on the 24th of June, 1893, and of the Act of 1893, Chapter 433, and the proceeds of the sale of said bonds shall be used only for the purposes specified in the said act.
