GENTLEMEN: I herewith submit to you my report for the years of 1887 to 1894, inclusive, being the years since the High Service System has been in operation, showing the number of gallons of water pumped in each month of each year, coal consumed while pumping, coal in banking, ashes removed, and lift, including friction, as follows :

WATER REPORT.
The monthly record will show the condition of the pond during the year. There has been a rain guage placed at the station by the city of Malden with the agreement that a report should be kept of the amount of rain fall, they fur- nishing blanks for same. The amount of rain fall from May, 1894, is as follows: May, 4.44; June, 2.1; July, 2.26; August, I.73; September, 2.53; October, 5.30; November, 2.78 ; December, 3.75; total, 21.02.
The pumps have been painted, and the low pressure cylin- der heads have been covered with asbestos. Everything is in good condition, except a little repairing on the brick work, under the boiler, which needs to be attended to.

REPORT OF THE Water Loan Sinking Fund Commissioners.
MELROSE, Jan. 1, 1895.
To the Town of Melrose :
The water loan sinking fund commissioners present here- with an account of their transactions for the past year. At the date of their last report there was on hand in Melrose savings bank, $413 75
There has been received from the water board, being surplus of 1893, 7,221 55
Interest on water bonds, held in the fund, 160 00
66 from town of Melrose on note, 288 86
66 from Melrose savings bank, 18 34
$8,102 50
The disbursements and investments have been as follows : Rent of safe deposit box, $10 00
Geo. Newhall, for services as treasurer, 50 00

WARRANT.
To either of the Constables of the Town of Melrose, in the County of Middlesex: GREETING.
In the name of the Commonwealth of Massachusetts, you are hereby required to notify the Inhabitants of the Town of Melrose, qualified to vote in elections and Town affairs, to meet at the Town Hall, on Monday, the fourth day of March, A. D. 1895, at 6 o'clock a. m., then and there to act on the following Articles, viz :
ARTICLE I. To choose a Moderator.
2. To bring in their votes for Town Officers ; and in an- swer to the question "Shall licenses be granted for the sale of intoxicating liquors in this town ?" All ballots are to be furnished by the town, and will be distributed at the polls by officers duly appointed in accordance with provisions of laws accepted by the town. Polls to be kept open until 5.30 p. m.
3. To choose any other Town Officers deemed necessary, or required by law.
4. To authorize the Town Treasurer to borrow money, with the approval of the Selectmen, in anticipation of taxes.
5. To hear and act upon the report of the Finance Com- mittee, appointed at meeting November 15, 1894.
6. To determine the amount of money to be raised and appropriated to defray town charges for the ensuing year, and for payment of the town debt.
7. To fix the compensation of all officers and committees elected and appointed by the town.
8. To raise money for the use of water in hydrants, pub- lic buildings, etc., and for any other necessary expenses for the ensuing year.
9. To determine the method by which the taxes for the year shall be collected.
IO. To see if the town will vote to petition the legisla-

ture for authority to issue additional water fund bonds, and to pass any other vote deemed necessary in the premises.
II. To see if the town will vote to raise the sum of two hundred dollars ($200), for keeping in repair and decorating the graves of soldiers on Memorial Day.
12. To hear and act upon the report of the committee on Central Fire Station, and to authorize the Town Treasurer to borrow money for the same if necessary.
13. To see if the Town will place a fire alarm box at the corner of Third street and Waverly avenue, and appro- priate money for the same. By request of A. J. Burnett and others.
14. To see if the Town will place a fire alarm box at a point on Franklin street, near the residence of Nathan Web- ster. On petition of William P. Robinson and others.
15. To see what action the town will take in reference to the providing of a fire alarm bell at the Highlands, and raise or appropriate money for the same.
16. To hear the report of the committee appointed to consider and report upon the question of parks, and available land for park purposes, and to see if the Town will authorize the Park Commissioners of this Town to locate, lay out, and take land and Dix's pond in the rear of the Town Hall for park purposes; and to pass any vote necessary to lay out and take land for a public square or park in the rear of the Town Hall or elsewhere, or to accept and allow any report of the Park Commissioners laying out or taking any land as a public park or parks, and to raise, borrow, or appropriate money for the same.
17. To see what action the Town will take in the matter of authorizing its Board of Health to make and enforce such regulations as said Board may deem necessary for the safety and health of the people with reference to house drainage and its connection with public sewers, and to pro- vide for connecting buildings with public sewers, in accord- ance with Chapter 108, Acts of 1889, and Chapter 132, Acts of 1890.
18. To see if the Town will authorize the Treasurer to sell and dispose of twenty-five bonds remaining unsold of

the issue of bonds "Melrose Sewerage Loan, Act of 1894."
19. To see if the Town will authorize the Selectmen, or Sewer Commissioners, to petition the legislature for author- ity to issue additional bonds, notes, or script, to be applied to the construction of a system of sewerage in the Town of Melrose, and for any other legislation which may be deemed necessary.
20. To see what action the Town will take in the matter of the assessment and apportionment of the estimated cost of the sewer; to determine what proportion shall be paid by the town and by the estates benefited, in accordance with the provisions of Chapter 50 of the Public Statutes, and of Chapter 245 of the Acts of 1892, and to pass any vote or votes connected with the subject of sewerage which may be deemed necessary.
