During construction the Lebanon street underdrain worked perfectly by gravity and as described.
Provisions have been made for extending the drains up Grove street and Third street in future construction.
Two more of these wells have been built on the same principle, one at Wyoming avenue and Hurd street and the other on Foster street just west of the culvert; the latter receives the under-drainage from Foster street (Main to Lebanon), Main street (Foster to Porter), Upham street (Main to Lebanon), Dell avenue (Upham to Foster), Winter street and Lebanon street, (Upham to Foster), with like provisions being made for extensions up Upham, First and Foster streets.
The overflow for this last described system of drains is a ten inch pipe, laid on a 1% gradient, through which the water is continually running between three and four inches deep at the present time.
On Emerson street the sewer runs under the bed of the brook (as it does in all other cases), this being laid easterly on a 1.5 % gradient.
An eight inch pipe was laid through the east wall of the culvert just above the bed of the brook and one foot south of the sewer. This was laid easterly (in the same trench

with the sewer and parallel with the line of same) on a 0.5 per cent. gradient, so that when the centre of Lebanon street is reached it is enough below the sewer grade to be used as an ordinary under drain. The four inch under drains of the Lebanon street sewers were laid each way from this and operated by gravity through this clear outfall.
Provision is here made for continuing this drain up Emerson street, and thereby doing a permanent good by connecting with it the proposed underdrains of Rowe street, Hillside avenue and Bellevue avenue and relieving the ground (also some cellars and possibly wells) of the objectionable subsoil water.
The accompanying view shows the work in progress in Upham street near Main street, where the cut was about seventeen feet and was made by hand. [See plate No. 4.]
The first of the work in Myrtle street where an eighteen inch pipe sewer was laid was very slow and difficult, made so by the nature of the material with so much ground water present and the frequent breaking of the old, cement lined water pipe, this difficulty being remedied to a great ex- tent by substituting a new cast iron water pipe for the old one.
On Berwick street, almost the worst material conditions for digging were met with ; ground-water was found four feet below the surface in most places together with very fine sand all the way down. Fortunately the cut was but twelve feet in depth.
It was impossible to carry an underdrain but a short dis- tance at a time and when a point, about half way between Grove and Foster streets was reached, it became necessary to sink a (second) well and put in operation a six inch steam pump to handle the amount of water coming into the trench.

The settlements were so bad along parts of this trench that when we dug up part of the fifteen inch drain, which runs along side of the sewer at a depth of about five feet, to re- pair the same, some of the lengths of pipe were found on end and some. could not be found at all, having sunk below the depth necessary to go to replace the same.
In all cases where local sewers are connected with the Metropolitan sewers, certain requirements are imposed upon the cities and towns making the connection.
These requirements have been met by us and will appear in the following description.
There was a twenty inch circular opening left in the state sewer at the junction of Wyoming avenue and Pleasant street for us to connect our sewers with. This was extended about two feet and connected with a regulator chamber about seven feet square inside (with rounded corners). The sewage is to run through a passage-way, built through the cen- tre of this chamber, from thirty-six inches wide at the entrance to the twenty inch circle at the state sewer and twenty-five inches deep ; on each side of this passage-way there is a well or float chamber twenty inches wide, forty-six inches long and thirty-three inches deep, connected with the pas- sage-way (at the bottom) by a four-inch square hole.
The accompanying view shows the bottom of this regulator chamber and the connection under process of construction. [See plate No. 5.]
Within these wells are contained steel floats, twelve by sixteen by thirty-six inches, which are connected together and to the end of a walking beam by a horizontal angle- iron beam, just above the water table or top of passageway and wells. On the other end of this walking beam (which is fitted on to a steel trunion rod having bearings in iron blocks set into the sides of the passageway) is an adjusta- ble shutoff block or door, the face of which, when it moves

downward, comes in perfect fit with a casting, thirty inches wide and ten inches high, at the entrance of this passage- way, and shuts off the sewage coming in.
The object of this is that it the sewage in the state sewer is backed up, from any cause, to more than its capacity, these floats will rise with the rising sewage, and operate the shut- off when our sewage will be stopped at this point and backed up until it overflows through an eighteen inch pipe into the underdrain well at Wyoming avenue and Hurd street, and thence through the overflow pipe into the brook (instead of coming out of the manholes into the streets). This operation relieves the state sewer of the additional pressure of our collected sewage in case any such backing up or filling of the state sewer should occur through any acci- dental cause whatever, which, in my opinion, will seldom if ever happen,
From this regulator is built a twenty-inch brick sewer across Wyoming avenue into the sump chamber, which is built of brick and is five and one-half feet by seven feet in- side with arched top, furnished with a manhole to the sur- face. Our twenty-four inch main sewer enters this chamber on the east side and the Wyoming avenue ten-inch sewer on the west side. There is a decided widening and deepening of the sewers within this chamber, the object of which is to produce a slack in the flow of the sewage and allow all solid and weighty material, such as sand, etc., to sink to the bot- tom of this sump, where it can be cleaned out, instead of allowing it to pass on into the state sewer and causing trouble there.

At each dead end there is constructed a recess or chamber from the manhole in which is placed an automatic gravity flusher. This is a simple tilting tank built of iron, and inge-

niously balanced upon a rocker. It is filled with water by means of a connection with the water main, and by adjusting the faucet on this connection to the desired flow it can be filled as often as needed, and every time the tank is filled it dumps its entire contents (fifty or one hundred and twenty gallons), into the end of the sewer at once. This body of water rushing into the sewers at regular intervals keeps them clear, and tends to keep the temperature down, thus obviat- ing, to a great extent, the chances of gas forming within the sewer.

SEWER
Flushing is indispensible in the proper maintainance of sewers, and in most places is done by a gang of men who go from place to place with fire hose and flush the sewers through the manholes by connecting with the hydrants. It is plain to be seen that but one place at a time can receive the attention of this gang, and when the number of dead ends reaches 200 or 300 only a small portion of them can be attended to each day, and the chances are that in course of time this gang is required to attend to cases that have been neglected so long that their condition has become dangerous, and then they have to use from four to ten times the amount of water to get the sewer clean that it would have taken to

have kept it in good condition. The automatic flusher re- quires only that one man make the rounds once a week or so, and see that the required flow of water is coming through the faucet to dump the flusher as often as desired (once to three or four times a day), according to location.
I have thus briefly described some of the most interesting features of construction, and the plan at the beginning of this report, together with the following tables, show the sewers built and an account of the cost of constructing the sewer in each street. These accounts do not include the engineering expenses, nor the cost of teaming, jute and manhole rods, as it is almost impossible to divide these correctly among the accounts of the different streets.
