The foregoing not only represents the cost of cleaning 34.98 miles of main sewers, but also includes the cost of maintaining 2,256 private sewers, which in themselves amount to about 20 miles of pipes.
HIGHWAY DIVISION.
The cleaning gutters of weeds and grass was discontinued the past year, and although this work adds greatly to the tidy ap- pearance of the streets it in no way permanently improves them and had this work been continued, other work of a more lasting nature could not have been done. While to many it seems ridiculous to say that we cannot afford to clean this or that gutter, if they will stop and consider that there are 100 miles to be cared for, it must appear to them that the sum necessary to scrape them all and keep the weeds and grass down would be quite considerable, and unless the appropriation is increased beyond what it has been the past few years this work cannot be done except by omitting other and more important work.
I believe it would be economy to thoroughly rebuild one or more streets each year, and before doing the work cause all buildings to be connected with the sewer, relay all water service pipes, build catch-basins, set curbstone, pave gutters, and do everything necessary to put the street in perfect repair. I be- lieve this should be done upon petition and certain portions of cost be assessed upon the abutters; and further, that the ex- pense be taken from the proceeds derived from the sale of bonds, as the amount appropriated annually is only sufficient to attend to the ordinary repairs.
Following is a detail of the receipts and expenditures, and a detail of the sub-divisions of the work done, viz :- street repairs macadamized streets, graveled streets, paving gutters, granite crossings, expense account, general maintenance and minor re- pairs, stable, roller and crusher accounts.

SURFACE DRAINAGE.
This work has been continued the past year and much ac- complished, and we now have some of the mains of the system constructed so that the work in the future can be devoted to lateral drains, and greater benefits derived from smaller expen- ditures. I recommend that the work be continued as fast as the act authorizing the same will permit, and that another $20,000 be appropriated for use the present year, for construct- ing drains as shown on Table IX.

PUBLIC WORKS DEPARTMENT.
On June 20, 1904, the Board of Aldermen passed Order No. 2472, taking rights in certain private lands belonging to William E. Barrett, John Simonds, D. W. & F. C. Farnsworth, William L. Cheever, J. S. Paine, Ira Schofield, Charlotte C. Briggs, F. L. & Mary E. C. Messenger, Mrs. J. A. Pendleton, Alonzo V. Lynde, Robert Philpot, William E. Twombly, Dexter Pratt, Francis W Hunt, Eliza W. Nelson, Lizzie E. Baker, C. H. Stevens et al, Mrs. Eliza Williams and the Boston & Maine Railroad, as fol- lows:
IN BOARD OF ALDERMEN, June 20, 1904.
OFFERED BY ALDERMAN TORREY.
Be it ordered: That acting under the provisions of law applicable thereto, a main drain either open or covered, shall be laid or constructed under the law authorizing the assessment of betterments, in the following described right of way as hereinafter set forth, viz:
Beginning at a point on the southerly line of Melrose Street, said point being easterly twenty-one and seventy-one hundredths (21.70) feet from the angle in Ell Pond Park on said line of Melrose Street, and two hundred twenty-eight and thirty one hundredths (228.30) feet westerly from the west line of Crystal Street, measured along the said southerly line of Melrose Street; thence the line runs north 4° 41' 53" east fifty-six and forty one hundredths (56.40) feet to the north line of Melrose Street; thence in same course two hundred four and seventy-four one hundredths (204.74) feet along or near the center line of Sucker Brook; thence northerly by a curve, radius 1600 feet, three hundred twenty-two and fifteen one hun- dreths (322.15) feet along or near the center line of said brook; thence north 6° 50' 17" west three hundred twenty-nine and forty-nine one hun- dreths (329.49) feet, along the southerly line of sewer taking by City of Melrose; thence westerly by a curve radius fifty (50) feet; thirty-six and ninety-seven one hundredths (36.97) feet; thence north 49° 12' 04" west three hundred seventy-four and twenty-five one hundredths (374.25) feet to the east line of Albion Street; thence in same course one hundred fifty-seven and fifty-six one hundredths (157.56) feet sixty-one (61) feet more or less of which distance being on Albion Street; thence north 57º 08' 34" west two hundred fifty-five and fifty-four one hundredths (255.54) feet to a point on Ashland Street; thence northerly by a curve, radius fifty (50) feet on Ashland Street fifty-five and twenty-nine one hundredths (55.29) feet thence north 6° 12' 56" east thirty-one and ninety-one one hundredths (31.91)feet, sixteen (16) feet from and parallel to the west line of Ashland Street; thence westerly by a curve, radius fifty (50) feet, sixty- six and sixty-eight one hundredths (66.68) feet; thence north 70° 11' 34" west four hundred twelve and thirty-three one hundredths (412.33) feet, twelve and fifty-one hundredths (12.50) feet from and parallel to the south line of Franklin Street; thence north 51º 14' 19" west nineteen and eighteen one hundredths (19.18) feet; thence north 71º 52' 19" west one hundred sixty-two and ninety one hundredths (162.90) feet on Franklin Street to Winthrop Place; thence northerly by a curve, radius eighty-four and eighty-one one hundredths (84.81) feet, seventy and sixty-one one hundredths (70.61) feet to the center line of the Boston & Maine Railroad location; thence north 24° 09' 59" west sixty-six and nineteen one hun- dredths (66.19) feet to the west line of said railroad location.
The above described line is intended to be the center line of a taking or, right of way for drain, said taking being fifteen (15) feet wide on all land other than public streets or ways, and is intended to conform with the lines as shown on a plan drawn by W. Dabney Hunter, Engineer and Superintendent of Public Works, dated June 20, 1904, and recorded here- with

CITY OF MELROSE
Due notice having been given and the parties heard, it is hereby ad- judged that the said drain is a necessity for the public convenience and health; that the City of Melrose acting under the authority of the Revised Laws, and also under all other provisions of law and every other power it hereto enabling, has taken and hereby does take for the purposes of con- structing and maintaining a main drain in the private lands as hereinbefore specified for the sole use and benefit of the said City of Melrose, in said County of Middlesex, viz:
A certain lot situated on the northerly side of Melrose Street, supposed to be owned by John Simonds, bounded and described as follows :- Be- ginning at a point on the north side of Melrose street, said point being on the center line of taking as previously described; thence the line runs northerly along the center line of Sucker Brook, three hundred and forty (340) feet more or less; thence westerly seven and five-tenths (7.5) feet along dividing line of land of said John Simonds and J. S. Paine; thence south 4° 41' 53" west three hundred and thirty-five (335) feet more or less to the north line of Melrose Street; thence south 56° 39' 07" east eight and fifty-five one hundredths (8.55) feet to point of beginning, containing 2530 sq. ft. more or less.
