Rates.
In my last report, on page 12, I recommended that the adop- tion of meters and meter rates be postponed until such time as the assessment by the Commonwealth was based on the relative consumption in place of relative population. This con- dition has now taken place, as chapter 426 of the acts of 1904 provides that two-thirds of the assessment, or that part heretofore levied on relative population, in 1906 be assessed in proportion to the relative consumption of the cites and towns comprising the Metropolitan District as shown by the consumption the pre- ceding year; therefore, it will be seen that at the present time we are establishing a basis for our Metropolitan water tax in 1906, and upon reference to Table 2, page 12 in last year's report, it will appear that the change in the mode of assessment will materially increase the amount to be paid by Melrose.
This entire subject was thoroughly discussed in a communica- tion to the highway committee of the Board of Aldermen, dated Dec. 8, 1904, from which the following is an extract :-
This method of assessment should be particularly advantageous to Melrose for the reason that we have no large consumers, no manufacto- ries, no motors, no water elevators, as are found in the other cities, no large market garden farms as are found in places like Watertown, Bel- mont and Arlington, and our consumption is purely for domestic purposes, and therefore our consumption should be relatively small; but, according to the reports of the Metropolitan Board, the opposite is true, our con- sumption is larger than that of any other city or town in the district, with the single exception of Boston.
From investigations made, it has been found that of the 100 gallons per day per capita consumed, about 78 are wasted, and this is found to be due to three principal causes, first leakage in street mains; second, leak- age in house fixtures; third, extravagant use.
If meters were adopted and water sold by measure, it would greatly tend to remedy the two latter evils, while the former can only be remedied by the outlay of a considerable sum expended in the investigation and digging up of some of the mains.
Now while the new method of assessment does not go into effect until the year 1906, we will, on January 1, 1905 begin to establish a measure by which such assessment will be made; consequently, it is advisable, if any change is made, that it be begun at once.
This change in the method of assessment, as applied to our consump- tion of 1903, would increase our tax $2,863.51, and to save this amount by the adoption of meters would probably cost us four of five thou- sand dollars per year, and would therefore seem undesirable; but we must anticipate the action of the other cities and towns who will beyond doubt take all reasonable measures to reduce their consumption to the minimum, and if Melrose does nothing our tax will increase in proportion as the other cities and towns diminish theirs.

If it should be deemed best to adopt meters, then the problem is what shall be the price per 100 cubic feet of water consumed, and what shall be the minimum rates per annum for water supplied by meter. If too large a charge per 100 cubic feet is made it will inflict a burden on the water takers, while on the other hand, if too small a charge is made we will not derive revenue enough to meet the expenses, and by law, the balance would have to be raised by direct taxation, and this would be a burden and hardship on the tax payers and property owners; therefore it is of great importance that whatever rate or method of assessment is devised or adopted, the amount raised should as nearly as possible cor- respond to our expenses.

Taking this amount from the total consumption, 516,056,100 gallons, leaves the estimated quantity actually consumed or that would pass through the meters, 369,841,525 gallons, and it is probable that with meters this would be reduced by about 50 per cent., leaving for a total estimated quantity that would actually be sold in 1906, 184,920,762 gallons, or

practically 25,000,000 cubic feet. Applying this quantity to the revenue required, would make a rate of 20 cents per 100 cubic feet, or an increase of 33} per cent. over and above what it is at the present time.
Figuring another way there are 3,221 taps in the city and if they were all on meters and none exceeded the amount allowed to be used for the mini- mum charge, it would require a minimum rate of $16.27 per meter per annum. The estimated revenue derived by Melrose in 1904, and the existing rates for water by meter within the Metropolitan District follow:

If meters are adopted, and we reduce our waste to a minimum, the citizens can still use as much water, or more, as they now do without increasing the amount of our assessment, and in fact in all probability it would be reduced.
Relaying Pipes:
Owing to the reduction made in the water rates by the Board of Aldermen and also the increase in the Metropolitan assess- ment, we were unable to do as much work of this nature as heretofore, and of the 19 streets and ways in which I recommend ed in my last report that the pipes be renewed, only two were done, viz :- Main street and Ashland place. In both of these streets a large quantity of ledge was encountered, which mate- rially increased the cost of the work. I would recommend that an effort be made to continue this work, and in addition to the list of streets already given I would add East street and Larra- bee street, as severe weather has demonstrated that both of these mains should be lowered to prevent freezing.

General Maintenance:
The work or renewing old-iron service pipes with all lead has been continued, as it is believed by the department to be more satisfactory, and in the end will prove more economical than to continue to clean them, for aside from the expense itself, it re- quires the continual digging up of the streets, which is as far as possible the one thing I want in the future to prevent. As the cost of this work is charged to general maintenance, it has, together with the large amount of work done for which charges were made and collected, made the expense of maintenance seem large, but upon a careful research it will be found to be unusually small.
