SIDEWALKS.
Under this head three appropriations are made, one for "con- tinuous sidewalks," one for "individual sidewalks" and one for ''repair of present walks." These appropriations'are all small, and I believe should be increased, as no work is more appreciated than that done on our sidewalks, and if the work is done system- atically it not only is a convenience and comfort to pedestrians but adds to the beauty of the city.
I would recommend that more continuous walks be laid as by this method greater regularity in the style of work can be obtained and the cost reduced.
Some effort should be made whereby curbing could be set on each side of the street, the walks repaired and the entire street fixed at one time; if this course was pursued, I am convinced that more satisfactory results could be obtained.
Contracts were made for supplying material and doing work as follows :- curbing, Robert Philpot of Melrose; concreting Robert Philpot of Melrose; and bricks were purchased of the New England Brick Company of Boston Mass.

Repair of Present Walks.
This appropriation was $1,500.00 or $500.00 more than last year, but even this amount expended annually will not keep the walks in a satisfactory condition, as many of them were poorly laid without any regard to obtaining a proper foundation, and as a consequence they are badly broken by the winter's frost. It is a mistaken idea of many that tar walks can be laid on any soil without additional preparation for a foundation ; if the same care is taken in preparing the foundation for tar walks as for brick and granolithic they could be made nearly as good, but the cost would be increased nearly to that of brick.
