The work in this division of the Public Works Department the past season has been much less than usual and most of the stock used was that carried over from previous years. The small amount required was purchased by bids in response to adver- tisements or solicited for. Pig lead was purchased of Fitz, Dana & Co., gates and hydrants of Chapman Valve Manufactur- ing Co., and stops and brass goods of Scrannage Brothers.

METROPOLITAN ASSESSMENT.
The Act, Chapter 488 of 1895, creating the Metropolitan Dis- trict, provided that the amount necessary to pay interest on bonds, meet the sinking fund requirements, and pay the expense of maintenance should be apportioned as follows: Boston, in the proportion that its valuation bore to the valuation of the entire district, and the remainder to the other cities and towns in the district, one-third in proportion to their respective valuations and the remaining two-thirds in proportion to their respective populations ; the first assessment to be levied in the year 1898 not to exceed $300,000.00 and the same to be increased each year by $200,000.00 until such time as an amount sufficient to pay all of the expense of interest, sinking fund and maintenance was reached. Under this arrangement the Com- monwealth had to issue bonds to make up the deficiency in the assessment, and after a conference with the municipalities com- prising the Metropolitan' District, they petitioned the Legis- lature for the passage of an act allowing them to assess all of this expense, and consequently in 1901 the Legislature passed an Act, Chapter 489, permitting them to do this. This increased the assessment to Melrose from $3,332.94 in 1898 to $12,546.32 in 1901.
The per capita consumption throughout the district increased so rapidly that the Metropolitan Board petitioned the Legis- lature to change the mode of assessment so that that part as- sessed upon relative population be assessed on relative con- sumption ; this Act will go into effect the present year, and it is estimated that our assessment will be $24,500.00.
There is now pending before the Legislature an act, which will no doubt pass, making a further change in the assessment by assessing Boston in the same manner as the other muni- cipalities within the District. If this change is made, it is esti- mated that the assessment to Melrose will be further increased by $3,000.00, which will make our annual assessment about $27,500.00, and as the assessment increases somewhat in pro- portion to the expenditures by the Metropolitan Water Board, and as their works are not now completed, we will probably within a short time be called upon to pay as high as $30,000.00.

This, together with the annual interest on bonds outstanding, $9,400.00, and the annual cost of maintenance, $10,000.00, makes a total annual expense of $49,400.00, which practically takes all of the revenue of the department.
As our assessment depends upon our relative consumption as compared with other municipalities within the District, it is more or less an unknown quantity. The above estimate is upon the assumption that the relative consumption remains unchang- ed which is improbable, as many of the other municipalities are now considering this question and will no doubt to some extent adopt the so-called meter system for the sale of water, which will tend to diminish their consumption, also their assessment, and consequently increase the relative consumption and assess- ment of the municipalities which make no change. The only remedy which we have is to reduce our consumption. This can be accomplished by the introduction of meters and by the ex- penditure of money in investigating and repairing leaks in the mains, both of which would tend to increase the annual expense, and consequently would necessitate raising the water rates tem- porarily, but I believe in the end it would result in decreasing them.
RELAYING PIPES.
In 1900, when Melrose became a city and the water depart- ment was merged into the Public Works Department, a large percentage of all the distributing mains were what is termed cement pipe, most of which had been in use 25 or 30 years, and were designed to withstand an internal pressure not exceeding 50 or 60 pounds per square inch, later Melrose constructed its high service works and the pressure was increased to 80 odd pounds, and when the supply was taken from the Northern High Service of the Metropolitan Water System the pressure was again increased so that in the lowest section of the city we have a pressure approximately of 100 pounds per square inch. Breaks were so frequent and numerous that it became necessary to install an apparatus, termed a regulator, to diminish the pres- sure on our mains until such time as the weaker of the cement pipes could be replaced with stronger ones, and practically all of

the revenue of the department not needed for maintenance, in- terest and sinking funds, was used in taking out the old cement pipes and replacing them with larger ones of cast iron. This amount gradually decreased each year in the same proportion as the assessment of the Commonwealth increased, until at the present time, estimating the revenue and expenses for the year 1907, there will probably be no surplus whatever, and while the pipes that were in the worst condition, as was evidenced by the ' number of breaks, have been removed, there are many others that are now in an unsatisfactory condition, and these I recom- mend be from time to time renewed with cast iron and at the same time that they be enlarged ; and as there will be no surplus unless the rates are raised, if this work is to be continued, funds will have to be provided from some other source

GENERAL MAINTENANCE.
All work not chargeable to "relay" and "construction" is charged under this head and continues to increase principally in the service account, and while the charges and collections to some extent increase in proportion, they only cover about one- half the cost of this work, as the department has adopted the practice of renewing or cleaning the city's part of the service to any estate where the owner renews or cleans his.
Upon a casual examination of the cost of maintenance, it would appear to have cost $12,342.23, but deducting the collec- tions for work done on private premises, $2,691.54, it leaves a net cost of $9,650.69, of which $3,429.91 was for services and princi- pally for replacing iron pipes with lead, this would leave for gen- eral maintenance $6,220.78. The work performed is as follows :
