The figures of the 1940 census list 110,879 residents in Cambridge of which 78% are native born Americans. Over 12,000 of Cambridge's sons and daughters are in the service of the country. The larger racial groups represent- ed in the population are English, Irish, Canadians, Italians, rench, Portugese and Lithuanians.

It's Smart to Live in Cambridge


T WO years ago our Home Betterment Committee placed in various banks and offices signs bearing theslogan "It's Smart to Live in Cambridge." Many persons who viewed these signs put their tongues in their cheeks and shook their heads, believing the Cham- ber had "gone off the deep end."


Early in 1942, when the Municipal Affairs Committee placed full-page ads in newspapers and sent to Chamber members special bulletins, stating that Cambridge could have a $40.00 tax rate by 1943, these same skeptics said "wishful thinking." It was not wishful thinking. It was a profound faith in Cambridge and in the effect a business administration would have on our city. A thoroughbred horse can lose a race with a poor ride-he can win just as easily with a fair ride. Cambridge is a "thoroughbred" city, and for the past two years has had much better than a fair ride by the majority of those persons in charge of its affairs. We have crossed the line a "winner" with the announcing of a $39.90 tax rate. A reduction of $4.00 in this year's rate-and a total reduction of $6.40 over the 1941 rate-is a record of which we are indeed proud. Congratulations and thanks to City Manager Atkinson, Mayor Corcoran and the Councilors who have made this possible. This was accomplished despite a school budget of $1,871,444.89, an increase of $45,000 over the 1942 budget.


In addition to decreasing the budget almost a million dollars since 1941, the sum of $620,000.00 has been used to adjust pay increases for the City employees. If this sum was not used for this purpose it could have resulted in an additional tax reduction of approximately $3.90. In addition, our cost of operating the Pension has increased considerably in the past few years.


Last year the City paid off $1,600,000 in bonded debt, and this year it expects to pay off $1,485,000 in bonded debt. This, in itself, reduces the cost of interest ap- proximately 25%. Thus, Cambridge has reduced its total indebtedness 31% in two years, and for the first time in over half a century is operating on a strictly cash basis, as no long-term borrowing was authorized by the City Council in 1942 nor is any anticipated for 1943. This compares favorably with the average bor- rowing over the period of 5 years preceding 1942 of $1,676,000 per year. As a matter of fact, during 1940 and 1941 the sum of $2,997,000 was borrowed, of which $675,000 was borrowed in 1941 to hold down the tax rate.

We have repaid during 1942 and 1943 $270,000 of this $675,000 without any refundings.


In addition to this, during the past 16 months the Surplus Account of the City has been increased by approximately $340,000.


One of the most important contributions made towards the increase of income to the City has been the collection of old debts and taxes which have been owed the City over a long period of time and had been regarded largely as uncollectible. Chamber Director and City Treasurer, Arthur G. Mackenzie, has done an excellent job.


Other contributing factors are lower State and County taxes. These are offset, however, in great meas- ure by decreased incomes from the State, as this year the City will not receive $250,000 of gasoline tax money which it received last year. The actual receipts from Highway Fund, Income Tax and Corporation Tax in 1942 from the State were $1,432,532.65, whereas the estimated income from these same sources this year is $912,876.71, a decrease of $429,655.94. Against this, however, we have a decrease in the County Tax of $21,- 396.95, in the State Tax of $277,300, in the Elevated De- ficiency of $108,985, a total of $407,681.95. While we have $429,655.94 less income from the State this year, we have $407,681.95 less expense in these, the principal items.


We will "go out on a limb" again and state, "If Cambridge can continue to have the same type of ad- ministration a $35.00 tax rate is possible."


A new spirit exists in the City and among the City employees, which comes from cleanliness. Our streets and gutters are clean, our municipal buildings have been cleaned and painted, the trucks used for collecting refuse are painted and bear the slogan "Help Keep Cambridge Clean". Flowers have been planted and bloom in squares and other spots in the city and greet the visitor.


The quality of water in our city is nationally known as is the record low rate.


Our Civilian Defense organization ranks among the best in the country, and we lead cities of our size in the number of Army-Navy "E" Awards.


We can be proud of Cambridge, and there is every reason why every citizen should say "It's Smart to Live in Cambridge."

THE WHITE FLEET


M ANY improvements, not apparent to the general public, have been made in Cambridge during the past two years. Some of our residents have not seen City Hall or the Municipal Building since they have been completely cleaned and redecorated. A few per- sons have visited City Hall Annex, corner Harvard and Inman Streets. This building is no longer a dilapidated school but a valuable piece of city property.


No one in the city has failed to realize that there is a movement on the part of city officials to make Cam- bridge a "clean " city. The Cambridge edition of the Boston American, the Cambridge Chronicle-Sun, and the Cambridge Sentinel have done their share to make the public conscious that they also have a responsibility in making Cambridge a "clean" city. City trucks are being painted white and new equipment has been added (see picture). This work will continue until all trucks have been so equipped as units of the White Fleet.


Visitors to our fair city have commented most favorably on seeing these trucks on our streets. This is the kind of advertising we want.


Let's do our share and "Help Keep Cambridge Clean."
