PRINTING IS ESSENTIAL


TN one day's billing recently we noted there was not a single invoice going out that was not applicable to defense printing. And still we read in our trade journals that the little fellows down in Washington have not yet been able to classify printing as an essential indus- try. We hope we are not so egotistical as to set our plant up as Exhibit A, and expect a decision to be arrived at from the evidence that we might present, but we are ready to wager that if business men were asked if they con- sidered printing to be an essential industry a prompt affirmative would be the response.


Printing could be divided into several classi- fications, and it might be that some of the less essential could be dispensed with for the dura- tion. But who is to make the decisions, and by what policy will the decisions be made? Of course we are prejudiced, and we frankly admit it, but we cannot see why publishers of fiction should be restricted so long as the Congres- sional Record maintains its regular schedule. And by the same process of reasoning we can see no excuse for banning detective stories merely to guarantee a sufficient supply of paper for Government questionnaires. Some classifi- cations that we would look upon as excess bag- gage have already been decided to be morale builders. To our mind this indicates such an extremely flexible line of reasoning that it sug- gests expediency rather than sound judgment.


We would not claim all printing was essen- tial, but when it comes to picking out this and that item as being superfluous, it will leave the industry in a sadly muddled state.


There are some reasons for restrictions on


printing output. The paper situation is acute; zinc plates and film for offset printing are be- coming a serious problem; the ink supply seems to be ample; skilled labor is disappearing so rapidly that we sometimes feel that printing craftsmen are fighting the war. With all these disturbing factors there is a natural reduction in printing requirements, controlled by supply and demand. An artificial situation may be developed by experiment or manipulation, but we know from information coming to us, and by our own experience, that there has been a substantial shrinkage in what were once stand- ard lines. Our own plant probably would not be operating full time were it not for our con- nection with printing definitely essential to the defense program.


Speaking of supply and demand, we read in a well-known house organ that our 1944 elec- - tion might well be postponed in order to save tons of paper in ballots and campaign literature. Along that line of reasoning, perhaps some people could be convinced that all printing was non-essential; but we suspect more printing would be used to defeat such a proposal than would be saved by its adoption.


Figure it any way you want to, you cannot prove to an intelligent public that printing is not an essential industry. It seems to be the very backbone of the rationing system, plus a small army of officials. All the information and instructions concerning the changes through which we are passing these hectic days are brought to public attention through the printed word. Would that there was far less verbiage, but if it must continue, so must the printing business.
