Report of Sewer Commissioners
OF THE
Town of Norwood.
REPORT OF SEWER COMMISSIONERS.
To the Citizens of Norwood :
The Sewer Commissioners herewith submit their third an- nual report.
SALE OF BONDS.
Before taking other steps in the matter of sewer construc- tion, the Commissioners, having in mind the difficulty encoun- tered the preceding year in disposing of sewer bonds, immed- iately offered for sale the $80,000.00 of the original issue of $160,000.00 which remained undisposed of and in February sold them to Merrill, Oldham & Co. at par and accrued interest. In September, the town having previously authorized a further issue of $40,000.00 of bonds, a circular letter was sent to fifteen bankers and bond dealers, inviting bids for the bonds, and the entire issue was sold to Estabrook & Co. at $104.17, that being the highest of the five bids submitted. As was done last year, these funds were placed on deposit at interest, and the sum of $1,541.93 has been added to the general fund in the form of interest.
CONTRACTS FOR SUPPLIES.
Following the policy adopted by the Board last year, noth- ing in the way of actual construction was undertaken until the necessary supplies were at hand, and bids were therefore invited for furnishing vitrified pipe, cast iron pipe, iron work, and cement. Bids for vitrified pipe were submitted by Waldo Bros., Eastern Clay Goods Co., D. W. Lewis Co., and Geo. E. Sanborn, and, in consequence of a trade agreement then existing, the figures submitted by all bidders were identical and were as follows :

For 6 and 8 in. Standard socket pipe in 2 ft. lengths, 71 per cent. discount from list.
The contract was awarded to George E. Sanborn for Port -. land pipe, there being a slight advantage in the way of a cash. discount on Portland pipe.
Bids for cast iron pipe were received as follows :

lt having been ascertained that cement could be supplied by the local dealers at as low figures as the Board could secure from the manufacturers, it was decided in order to avoid loss by waste, as the department had no suitable place for storage, to ask for bids requiring storage by the bidder and delivery at such

times and in such quantities as might be desired by the depart- ment. Bids were submitted as follows :
F. A. Fales & Co., Edison Portland cement, $1.69 per bbl. Beaver Coal & Grain Co., Edison Portland cement, 1.69 per bbl. Saylor's cement, 1.68 per bbl.
The contract was awarded to F. A. Fales & Co. for Edison cement.
CONTRACTS FOR CONSTRUCTION.
It was decided that the work of sewer construction would be more quickly and more advantageously carried out by divid- ing the work into two sections and having it done by different contractors. Section designated Number One included Market street, Washington street from Guild to Philbrick, and that section of the town proposed to be sewered lying west of Wash- ington street. Section Number Two comprised the section of the town lying east of the railroad and the district between Day street and Broadway, and that part of Washington street be- tween Guild street and Dean, including the latter street.
Bids for the construction of Section Number One were re- ceived. (See Table No. I).
The contract was awarded to Moore & Co.
Bids for the construction of Section Number Two were received. (See Table No. 2).
The contract was awarded to Charles G. Craib & Co.
LAND TAKINGS.
One taking in fee and two takings of easements have been made the past year. The taking in fee was of a small strip of land twenty feet in width and about one hundred and seventy feet in length, belonging to the heirs of Julia D. Everett, and extending from the right of way taken through the same parcel of land last year, to a brook, and was taken for the purpose of furnishing an outlet from the underdrain to the above-mentioned brook. Th other two takings were for the purpose of laying a sewer pipe and were over strips of land about twenty feet in

width, one extending from Pleasant street to Monroe street through the land of Fred L. Fisher and John M. Hennessey, and the other extending from Plimpton avenue to Clark street, through land of John Everett, heirs of George B. Talbot, Michael Corcoran, Jeremiah Donovan, Daniel E. Callahan, Timothy Keating, John Drummy, William Shine, John Hen- nessey, and heirs of Patrick Higgins.
Most of the claims arising from these takings have been satisfactorily adjusted. The taking of about two acres from Willard Dean last year resulted in a law suit which is still pend- ing. It might be here stated that this suit is the only one which has been brought against the town in consequence of the instal- lation of the sewer system.
PARTICULAR SEWERS.
In September the Board adopted Rules and Regulations re- lating to connections between buildings and public sewers, such connections being known as Particular Sewers. These regula- tions, as required by law, were published in the local news- paper and are printed in small phamphlet form, copies of which may be had on request.
About thirty house connections have been made, most of which are now emptying into the sewer. For several hundred feet between Granite street and Philbrick street, the sewer ex- tends through the state highway and as a permit for excavating therein has to be first obtained from the Highway Commission and the work has to be done according to certain strict condi- tions, it was deemed best to put in all house connections within the limits of the state highway from the sewer to the street line while the street was being excavated for the sewer itself. The expense of this partial construction of Particular Sewers was of necessity met from the sewer treasury but will be paid back when these connections are completed by being extended to the several houses.
The Board has also been obliged to purchase vitrified and

iron pipe, iron work, tools, and other supplies needed for mak- ing house connections and has had to make payment therefor out of the sewer treasury, but will be reimbursed as the various house connections are made. The balance on hand as shown in the financial statement relating to Particular Sewers repre- sents such reimbursement and will be transferred over to the general sewer account.
ASSESSMENTS.
Nothing has yet been done by the Board toward determin- ing and levying sewer assessments. So much construction work has been in progress until recently that little time could be de- voted by the Board to sewer assessments, even though it were desirable to do so. The fact, however, that the cost of the sewer already constructed cannot yet be determined with abso- lute accuracy until certain matters now pending are disposed of, prevents the final determination of the rate of assessment upon the abutting owners. The assessment plans are completed, and as soon as it can be done the Commissioners will proceed with the levying of assessments. This, it is expected, can be done during the spring or early summer.
RESUME.
On the ninth of May, 1907, this Board was authorized and directed by vote of the town, to proceed with the construction of a certain portion of the sewer system referred to at that time as Proposition Number Three. This comprised ten acres of filtration area and nine and seventy-eight one-hundredths (9.78) miles of sewers and was estimated to cost $173,962.00. As this work has been carried out, there have been some changes made in the street sewers, where the actual work of construc- tion has shown such changes to be expedient. Some extensions and some new streets have been added, while, here and there, a sewer line has been shortened or eliminated, but practically all the work proposed has been done with no substantial modifica- tion of plan.
