WARRANT


COMMONWEALTH OF MASSACHUSETTS


MIDDLESEX, SS.


To Either of the Constables of the Tonn of Wayland, in said County.


GREETING :-


In the name of the Commonwealth of Massachusetts you are required to notify and warn the inhabitants of Wayland quali- fied to vote in town affairs to meet : The voters of precinct one at the Town Hall, the voters of precinct two at the engine house, on Monday, March 27 current, at 6.00 o'clock in the forenoon, to give in their votes for a Moderator, three Selectmen, Town Clerk, Town Treasurer, Collector of Taxes, Auditor, Treasurer of Library Funds, Surveyor of Highways, Tree Warden, and seven Constables, all for one year.


One member of School Committee, one Sinking Fund Com- missioner, one Assessor, one Cemetery Commissioner, two Trustees of Public Library, one Overseer of Poor, one Member of Board of Health, one Water Commissioner, all for three years.


One Overseer of Poor for one year (to fill vacancy), one Water Commissioner for one year (to fill vacancy).


Also, to vote "Yes" or "No" on the question, "Shall licenses be granted for the sale of intoxicating liquors in this town."

All the foregoing to be voted on the official ballot.


The polls will be open at 6.15 o'clock in the forenoon, and will remain continuously open for at least four hours, when they may be closed, unless the voters present otherwise order.


And you are required to notify and warn the inhabitants of the Town of Wayland qualified to vote in town affairs to meet at the Town Hall on Wednesday, March 29, current, at 7.45 o'clock in the afternoon, there and then to act on the following articles, viz. : --


ARTICLE 1. To hear the report of town officers, agents, trus- tees and committees, and act thereon.


ART. 2. To choose all necessary town officers, agents, trus- tees and committees not elected by official ballot.


ART. 3. To grant money for necessary town purposes.


ART. 4. To authorize the Selectmen to consult counsel on important town cases, and to defend the town against any action at law or suit in equity that may be brought against it.


ART. 5. To appropriate the money received from dog licen- ses.


ART. 6. To see what action the town will take in regard to borrowing money in anticipation of the taxes of the current mu- nicipal year.


ART. 7. To see if the town will appropriate a sum of money not exceeding one hundred and fifty dollars to defray the cost of extending the sidewalk on the north side of Pond street, from the estate of Walter Evans to the easterly boundary of the estate of Nelson Mathews.


ART. 8. To see if the town will authorize the Selectmen to draw from the revenue account such sums of money as may be necessary to carry on the work of exterminating the gypsy and brown-tail moths for the months of December, 1911, and January and February of 1912, but not to exceed the town's liability for 1912.

ART. 9. To see if the town will accept the following be- quests: One hundred dollars from E. Russell Frost, to be known as the E. Russell Frost Fund, the income from which to be used for care of lots 9 and 10 in North cemetery; and one hundred Dollars ($100.00) from Mrs. Lurinda B. Thomas, to be known as the Lurinda B. Thomas fund, income from which to be used for care of lot 112, in North cemetery.


ART. 10. To see if the town will vote to petition the Legis- lature to abolish the office of Overseers of Poor in this town, and transfer the duties thereof to the Selectmen.


ART. 11. To see if the town will vote to charge interest on overdue taxes and fix the rate of interest.


ART. 12. To see if the town will grant a sum of money to build a concrete sidewalk from the southerly side of Plain street, northerly across Plain street, and along the easterly side of the Knights of Labor Association Building.


ART. 13. To see if the town will vote to extend the water mains northerly from West Plain street, along the Old Connecticut Path.


ART. 14. To see if the town will appropriate five hundred dollars to purchase a hose cart for fire department at Cochituate.


ART. 15. To see what disposition the town will make of the old school buildings in Cochituate.


ART. 16. To see if the town will appropriate a sum of money not exceeding $600.00 to cover the complete installation of an adequate water supply for Wayland School.


ART. 17. To see if the town will accept eight (8) hours for a day's labor on the highway.


ART. 18. To see if the town will appropriate $300.00 to cut down and widen Clay Pit Hill road.

ART. 19. To see what action the town will take in regard to the new set of by-laws submitted at the last annual town meeting recommended by the committee after suggestions from the Attorney-General's office.


ART. 20. To see if the town will vote to pay the members of the Wayland Fire Department fifty cents an hour, for time spent in fighting fires.


ART. 21. To see if the town will vote that all future issue of bonds shall be serial.


ART. 22. To see if the town will vote to change the name of that part of Main street lying between the Boston & Maine Railroad and Fiske's corner, so called, to Cochituate Road.


ART. 23. To see what action the town will take regarding a further appropriation for the new school building in Cochituate.


ART. 24. To see if the town will grant additional com- pensation to Daniel D. Griffin, temporary tax collector for the years 1906, 1907 and 1908.


ART. 25. To see if the town will vote to change the com- pensation of the tax collector to one per cent. of the amount col- lected by him.


Art. 26. To see if the town will further amend the vote by which all uninvested funds were to be reimbursed by the money received from interest on taxes, as follows :-


The sum of two thousand dollars is hereby appropriated from the unexpended balance of the revenue account for the past year, to reimburse the Loker Fund. The amendment passed at the Annual Meeting of March 30th, 1910, is hereby further amended to read as follows: "As an amendment to the vote, authorizing the application of interest received on taxes to the reimbursement of town funds passed March 26th, 1906, it is voted that in the case of the James Draper Fund, Grace Campbell Draper Fund, Ella E. Draper Fund, the trustees of the library shall con- tinue to hold the notes of the town in perpetuitv, bearing in- terest at the rate of six per cent. per annum in the case of the

James Sumner Draper Fund and the Ella E. Draper Fund; and five per cent. per annum in the case of the Grace Campbell Dra- per Fund; and that the amount of these funds be invested by the Sinking Fund Commissioners, and held by them as a perpetual fund, or by such other Board of Trustees as the town may elect.


ART. 27. To vote "Yes " or "No" in answer to the quest- ion, "Shall Sections 1 to 14 inclusive, of chapter twenty-eight of the Revised Laws, authorizing cities and towns to lay out pub- lic parks within their limits be accepted."


And you are required to serve this warrant by posting copies thereof, attested by you at the Town House, at each of the post- offices in said town, and at the engine house, Cochituate, seven days at least before the time for holding said meeting.


Hereof fail not and make due returns of this warrant to the Town Clerk on or before March 23, current.

You are also required to notify and warn the inhabitants of said Wayland qualified to vote in town affairs to meet at the Town Hall on Wednesday, March 30th, current, at 7.45 o'clock in the afternoon, to act on the following Articles, viz:


ARTICLE 1. To hear the reports of Town Officers, Trustees, Agents, and Committees, and act thereon. .. .


ART. 2. To choose all necessary Town Officers, Agents, and Committees not elected by official ballot.


ART. 3. To grant money for any necessary town purpose.


ART. 4. To authorize the Selectmen to consult counsel in important town cases, and to defend the town against any action at law or suit in equity that may be brought against it.


ART. 5. To appropriate the money received from the County Treasurer for dog licenses.

To authorize the Treasurer, with the approval of the Selectmen, to borrow during the municipal year, beginning March 1, 1910, in anticipation of the collection of taxes of said year, such sums of money as may be necessary for the current expenses of the town, not exceeding the total tax levy for said year, giv- ing the notes of the town therefor, payable within one year, from the dates thereof. All debts incurred under the authority of this vote shall be paid from the taxes of the present municipal year.


ART. 7. To see if the town will appropriate a sum of money to purchase a road machine.

ART. 10. To see if the town will accept the sum of fifty dollars from the estate of Ambrose M. Page, the income to be used for the care of the Leonard H. Drury lot in North Cemetery.

To see if the town will vote to accept the by-laws prepared by the committee appointed at the last town meeting, subject to the approval of the court, according to law, and to repeal all previous by-laws, to take effect immediately upon the approval by the court of the new by-laws, or do or act.


Acr. 13. To see if the town will appropriate the sum of $150.00 to reimburse the Town of Natick for damages paid to firemen injured while helping the Wayland department.


ACT. 14. To see if the town will vote to increase the Town Treasurer's salary.


ACT. 15. To see if the town will authorize the Selectmen to install electric lights on Tower Hill Road, from State Road to the Plain, and other additional street lights which they think necessary.


ART. 16. To see if the town will appropriate the sum of $1,000.00 for the construction of a new fireproof vault in the town house.

ACT. 17. To see if the town will appropriate the sum of $3,000.00 for the improvement of Main street, between Five Paths and the Massachusetts Central Railroad tracks, and along the causeway near the Sudbury line, as recommended by the Selectmen.


ART. 18. To see if the town will amend the vote by which all uninvested funds were to be reimbursed by the money re- ceived from the interest on taxes, as follows : -


"As an amendment to the vote authorizing the application of interest received on taxes to the reimbursement of town funds passed March 26, 1906, it is voted that in the case of the James Draper Fund, Grace Campbell Draper Fund; Ella E. Draper Fund, the Trustees of the library shall continue to hold the notes of the town in perpetuity, bearing interest at the rate of five per cent. per annum, and that the amount of these funds be invested by the Sinking Fund Commissioners and held by them as a per- petual fund."


ART. 19. To see what action the town will take regarding the building of a new schoolhouse at Cochituate Village.


ART. 20. To see if the town will authorize the Selectmen to draw from the Revenue Account (Contingent Fund) such sums of money as may be necessary to carry on the work of extermi- nating the gypsy and brown-tail moths, for the months of December, 1910, and January and February of 1911, but not to exceed the town's liability for 1911.


ART. 21. To see what action the town will take in regard to making an annual report of all taxable property, both real and personal.


ACT. 22. To see what action the town will take regarding the revaluation of all property in said town.

ART. 4. Voted, That the Selectmen be, and they hereby are, authorized to consult counsel on important town cases, and to defend the town against any action at law, or suit in equity, that may be brought against it.


ART. 5. Voted. That the money received from the County Treasurer for dog licenses be appropriated, one-half to schools and one-half to the library.


ART. 6. Voted, That the Treasurer be, and hereby is authorized, with the approval of the majority of the Selectmen, to borrow from time to time during the current municipal year, beginning March 1, 1910, in anticipation of the taxes of said municipal year, a sum or sums, not exceeding at any one time, outstanding Twenty-Five Thousand (25,000.00) Dollars, for the purpose of meeting the current expenses of the Town, and to give the notes of the Town therefor, payable within one year from their dates. All debts incurred under authority of this vote shall be paid from the taxes of said current municipal year. Said notes shall not be valid unless authenticated by the certificate of the First National Bank of Boston.


ART. 7. See under Article 3, Road Machine.


ART. 8. Passed over.


ART. 9. No action because provided for, in Finance Com- mittee's report.


ART. 10. Voted, That the town accept the sum of $50.00 from the estate of the late Ambrose M. Page. The income to be used for the care of the Leonard H. Drury lot in North Cemetery.

Voted, To amend the Committee's draft of the by-laws by adding in Section 1, after paragraph 1, the words,' 'but nothing herein contained shall be construed to interfere with the present method of precinct voting", and in Section 1 after the word "poils", in paragraph 7, the words "and after the ballots shall have been counted and recorded".


Voted, That the draft of the by-laws, as presented in the Town Report, and amended, be accepted. subject to the approval of the court, and that all previous by-laws be, and they hereby are repealed. This vote shall take effect immediately on the ap- proval by the court of the new by-laws.


ART. 13. Voted, To reimburse the Town of Natick for damages paid fireman injured while helping the Wayland depart- ment, $150.00 appropriated. (See under Article 3).


ART. 14. Voted, That the salary of the Town Treasurer be increased to $500.00.


ART. 15. Voted, That the Selectmen be, and they hereby are, authorizedto install electric street lights on Tower Hill Road from State Road to the Plain, and other additional street lights which they think necessary.

ART. 19. Voted, That the Selectmen, School Committee and Town Treasurer be, and they hereby are constituted a commit- tee to erect a schoolhouse in Cochituate Village. Said committee are hereby given full power and authority to select a location, purchase the land, make all necessary contracts. sell the present school buildings and land in Cochituate and Lokerville, belong- ing to the town, and do all things necessary to complete, furnish and equip the said school building. Provided, however, that the said building, complete, shall not cost over Thirty Thousand Dol- lars ($30,000.00)


ART. 20. Voted, That the Selectmen be, and they hereby are, authorized to draw from the revenue account (Contingent Account), such sums of money as may be necessary, to carry on the work of exterminating the Gypsy and Brown tail moths, for the months of Dec., 1910, and Jan. and Feb., 1911, but not to exceed the Town's liability for 1911.

ART. 22. Voted, That a committee of four be appointed from the floor, to co-operate with the assessors in making a reval- uation of the taxable property in town. E. M. Bull, John Wright, Wilson C. Rich and Walter F. Evans were appointed such committee.


V'oted, That the Sinking Fund Committee be, and they here- by are, authorized to pay over to the Cochituate School Building Committee, the money in the Cochituate School Building Fund.'

at 7.45 o'clock in the afternoon, there and then to act on the following articles, viz .:-


ARTICLE 1. To see whether the town will vote to make an appropriation and provide for the raising of the amount appropri- ated toward the improvement of the Main street between Fiske's Corner and the Massachusetts Central Railroad tracks, and of the causeway on the road to old Sudbury, west of the Sudbury river, conditional on an allotment for said improvement of an equal amount by the State Highway Commission, pursuant to chapter 279 of the Act of 1908, or take any action with reference thereto.


ART. 2. To see if the town will vote to change the name of that portion of Main street lying between the Massachusetts Cen- tral Railroad tracks and the Sudbury line to Old Sudbury road.

To see if the town will empower the treasurer and selectmen to issue bonds of the town to furnish the funds for erect- ing the new schoolhouse in Cochituate Village on the old site, as authorized by the town vote of March 30, 1910, and fix the amount and particulars of such bonds, or take any action with reference thereto.


And you are required to serve this warrant by posting true copies thereof attested by you at the Town Hall, at each of the post-offices in said town, and at the Engine House in Cochituate Village, seven days at least before the said 10th day of May.
