REPORT OF SURVEYOR OF HIGHWAYS.


WAYLAND, February 28, 1909.


The amount appropriated for Highways and Bridges the past year was two thousand three hundred dollars ($2,300.00) ; there was an unexpended balance from previous year of three dollars and seven cents ($3.07), making a total of two thousand three hundred and three dollars and seven cents ($2,303.07). The total amount expended was two thousand six hundred and two dollars and ninety- five cents ($2,602.95), making an overdraft of two hundred and ninety-nine dollars and eighty-eight cents ($299.88).


The snow bills for the year amount to thirty dollars and eight cents ($30.08). Itimized bills for above amounts are on file in the selectmen's office.


The overdraft of two hundred and ninety-nine dollars and eighty- eight cents is explained by the fact that the Natick and Cochituate Street Railway Excise Tax was not paid at the usual time (before close of our municipal year) .* When this is turned into the Town Treasury this account will show a balance of one hundred and fifty- six dollars and one cent ($156.01).

REPORT OF THE BOARD OF HEALTH.


WAYLAND, March 1, 1909.


The Board of Health reports the number of contagious diseases during the past year :-


Scarlet Fever, one case. Diphtheria, two cases.


Several cases whooping cough and measles not reported, and least number of malarial cases seen in the town for years. This leads us to think well of the oil spray. Several cesspools have been put in also. We have had piggeries well cared for and have received no complaints so far about them.

REPORT OF THE OVERSEERS OF THE POOR FOR THE YEAR ENDING FEBRUARY 28, 1909.


The appropriation for this department was $2,000. The total expenses were $2,798.69. As there was $583.97 paid on bills carried over from last year, our total expenses were for the year $2,214.72.


On the first visit to the Town Home in 1908, we found the sanitary conditions of the Home in an extremely bad condi- tion. The tramp house also was in such a filthy condition that, by orders of the Board, it was immediately demolished, and by discontinuing the town's old custom of housing tramps, it proved to be of beneficial results. From our actual ex- penditure of $2,214.72, we have made the following repairs : extending the ell to the second story, with toilet on each floor ; fire-escape in rear of ell; reversed the doors to open out, in compliance with the law, and instituted fire-extinguishers and fire-buckets ; had a large water-tank put in attic to supply water for the toilets ; had double-action pump put in cellar to supply tank, and also other odd minor repairs. The discontinuance of our Warden marketing his stock and staying strictly on the farm brought forth beneficial results, as he proved to be a very willing and capable man about the place. Also, he has done all the carpentering, grading, and, in fact, all odd jobs about the Home, as the reports will show no repair bills outside of the plumbing. We take the means at this time to thank the Warden and Matron for their kind cooperation and strict attention to duty during the past year.


On the beginning of the year we took an inventory of the

Town Home property and upon looking over the house fur- nishings we found that $50 would be a large price for the same, as compared with $280, as charged.


As regards the stable inventory, a horse not worth over $40 was charged $100 (one hundred), which had to be shot later on and a new one purchased that cost $155. Tools, etc., were also set at far-increased values, which, in fact, shall be shown in the report. The inventory proved to be, however, of no value.


We tried cooperation with other towns, negotiating with Sudbury and Wellesley, but to no avail, as regards the board- ing of our poor. Then, in still further considering the Town Home proposition, knowing it to be an extravagant invest- ment, we conceived the idea of having the Warden at the Town Home board them; so we made the proposition that we should give him the use of farm and stock for six months, ending February 28, midnight, 1909, with clothes and medical attendance, he to receive, in return, $3.00 per week for each individual, he also to stand all expenses of running the Home, relinquishing all rights to his salary, and agreeing to take the best of care of all town property under his charge.


We also bought of Cobb, Bates & Co., at strictly wholesale prices, $244.02 of groceries, putting them in the Town Home, and supplied our inside and outside poor from them, and found it a paying proposition, as far as it went. The itemized price list of same can be seen at Town Hall. In the distribu- tion of said groceries, it was done on strictly business princi- ples. For instance, each customer had an account book, and a ledger was kept at the Town Home. Account books and ledger were looked over monthly by the Overseers, and an inventory of the stock taken the same time, so there was no chance for discrepancies. By the above plan, we gave the poor more for the money invested, and the town benefitted by buying it at wholesale and in a large quantity.

of groceries on hand, which he took at the wholesale price, as part payment for the support of the town's poor.


The arrangement we have made beginning March I, 1909, with the Franciscan Sisters' Home of Worcester, Mass., non- sectarian institution for persons over sixty years of age, is : that we pay $12 a month, clothes and burial expenses. The institution was finished in May, 1908; that is, the main build- ing, for women only, which is of brick, with all modern im- provements, at a cost of $40,000. Then there is an annex building of wood, also with modern improvements, for men, costing $10,000. The institution will accommodate 150 people, the limit being nearly reached at the present time. Those who are able have perfect freedom to go outside and return in cer- tain hours of the day, and, in fact, the idea is to make the place as homelike as possible.


The Overseers used the utmost care in removing their charges, three in number, as two were very aged people, the mode of conveyance being by automobile.


Now in conclusion we most decidedly recommend the sale of the Town Home property, as it has been proven to our utmost satisfaction, upon a thorough investigation, that there has been thousands of dollars wasted in past years. It is simple figuring to show this in an expenditure of from $1,100 to $1,300.77 annually, reckoning the money investment of $4,000. or more of town property, for from three to six persons with no conditions to care for same in a humane manner for the past several years.


As this has been a strictly pay-as-you-go administration and all bills being paid when due, including those carried over from last year, we should have been able to keep within our appropriation only for compulsory needed repairs at Town Home and the purchase of a horse.

REPORT OF WATER COMMISSIONERS.


The Board of Wayland Water Commissioners herewith present for your consideration the following annual report for the year ending February 28, 1909 :-


The board organized with Clarence S. Williams, chairman ; and Bryant M. Bailey, clerk. P. A. Leary was reappointed super- intendent.


The excessive dry season in the fall gave us the opportunity for accomplishing a great amount of work for the betterment of the condition of the main reservoir.


We issued a water note of $1,000, and expended the proceeds of the same in excavating and cleaning the upper part of the main basin, thereby reducing the shallow flowage to a large extent, and also cleaning and rip-rapping a portion of the brook to Rice's spring. A marked improvement was made on the upper basin early in the year by cutting off the wood on the shore and cleaning out a lot of refuse wood, brush and other debris.


The commission, after due consideration and investigation into the matter of furnishing an adequate supply of water for fire pur- poses, decided that a connection with the Natick water main, as recommended by the consulting engineer, would be the most efficient, economical and accessible arrangement that could be made.


In accordance with that decision, the Natick Water Commissioners were approached with a request for permission to connect with the mains. In response to our request to connect with the Natick water mains at North Natick, the said commission presented the matter to the town of Natick, and, after a vote of the said town to that effect, petitioned the Legislature for authority to supply the town of Way- land with water.

The petition, however, was excluded by the committee on rules owing to the unauthorized opposition to the measure from the Select- men of the Town of Wayland, who were represented by counsel at the hearing before the committee.
