I have served the foregoing warrant by posting true copies thereof, attested by me, at the Town Hall, and at each of the post offices in said Wayland, and at the Engine House in Co- chituate Village, on the thirtieth day of April, A. D., 1910.

Pursuant to the foregoing warrant the Inhabitants of the Town of Wayland qualified to vote in Town affairs, met as therein directed and proceeded as follows :-


ARTICLE 1. Voted, The town of Wayland hereby makes an appropriation of $3,000.00 toward the improvement of Main Street, between Fiske's Corner and the Massachusetts Central Railroad tracks, and of the Causeway on the road to Old Sudbury, west of the Sudbury River, conditional on the allotment for said improvement of an equal amount by the State Highway Commis-

sion, persuant to c 279 of the Acts of 1908. If and when said allotment has been made, said $3,000.00 shall be raised as follows: $1,000.00 shall be assessed in the taxes of the year when the work is done, and the balance shall be raised by the issuance of two notes of the town for $1,000.00 each, inaturing respectively one and two years from their date, with interest at 4 % per annum, payable semi-annually, both principal and inter- est to be payable at the First National Bank of Boston, and the notes not to be obligatory without the authenticating certificate of the said bank endorsed thereon. All other particulars as to the expenditure of said moneys, and as to the form and sale of said notes shall be determined by the Selectmen and the Town Treasurer." Yes 71, No 2.


ART. 2. Voted, to change the name of that part of Main street lying between Central Mass. Railroad and Sudbury line to Old Sudbury road.


ART. 3. Voted, For the purpose of furnishing the funds for the erecting of the new schoolhouse in Cochituate Village on the old site, as authorized by the town vote on March 30, 1910, the Town Treasurer is hereby directed, with the approval of the Se- lectmen, to issue and sell at not less than par and interest bonds of the town in the principal amount of $26,000.00 dated -- 1910, bearing interest at 4 % per annum, payable semi-annually, and consisting of twenty bonds of $1,000.00 each, maturing one each year for twenty years, and twelve bonds of $500.00 each matur- ing one each year for twelve years. None of said bonds shall be obligatory without the authenticating certificate of the First National Bank of Boston, Mass. The proceeds of said bonds are hereby appropriated to said purpose. All other particulars as to the form and issuance of said bonds shall be determined by the Town Treasurer and the Selectmen.

SELECTMEN'S REPORT


Financial. The Town's condition has further improved during the year. All the old uncollected taxes were placed in the hands of the elected collector, and the balances outstanding of the years up to 1906 are now very small. These are, for the most part, uncollectable, and we trust the assessors will take action to get them off the books. Through the efforts of the collector, the amount of temporary borrowings has been less than for many years. The bonded debt was increased by the sale of $26,000.00 of schoolhouse bonds. These were awarded to the highest bidder at $102.767. The incidental account has been overdrawn by $165.24, owing to several unexpected items, among which are:


$75.75, spent by the Tree Warden, without appropriation.


$157.19, for legal services and costs in suits of Lane, against the


Town, and Evans against the Town, and three years' services as Town Counsel of P. H. Cooney, for which no bill had previously been rendered.


$20.00, in settlement claim of Bezanson, for wood burned by the Gypsy-Moth Superintendent in 1906.


$16.00, in settlement of disputed bill for spraying shade trees about five years ago.


$21.50, carriage hire for Assessors.


At the present time, to the best of our knowledge, all old matters have been well cleaned up.


The salary account is overdrawn by reason of the increase in the Treasurer's salary, and the extra work of the Assessors.


Legal. In the case of Lane vs. the Town, to recover back taxes paid under protest, on the ground that said taxes had al-

ready been paid, the jury rendered a verdict against the town for $400.00. The judge set aside the verdict, and by agreement the case was referred to a master.


Streets. The appropriation for improvement of Main street has not been used, as the Highway Commission have not yet granted the desired assistance. Unless they soon take some favorable action, it may be desirable to take the matter up with the County Commissioners. At the Tower Hill station, an arrangement was made with the railroad and the Highway Sur- veyor, to place a drain for surface water, the town paying one- half of the expense.


Lighting. Additional street lamps have been placed as fol- lows:


Tower Hill Road, 5 lights. Plain Road, 3 lights.


Police. The board appointed J. H. Maloney as regular officer in charge of all police work. Enforcement of the liquor law has continued. Some attempt has been made to check the reckless driving of automobiles, and a number of drivers have been taken into court.


Appointments. The regular appointments required by law have been duly made. They appear in the list of town officials and committees.


Insurance. The Town Treasurer deserves great credit for having worked out during the past year a plan of covering all the town's insurable property under a blanket policy, which is now in force. The total amount covered by it is about $100,000.00, and there will be a marked saving in insurance premiums under this plan.


Grade Crossing Abolishment. The State Highway Com- mission have suggested a petition by the Selectmen to abolish the grade crossing at Bridal Point, agreeing, if this is accom- plished, to take that portion of the road not now under their juris- diction, between the house of Samuel Russell and the further side of the bridge over the Sudbury river, provided that this bridge shall be reconstructed, either as part of the grade crossing im-

provement, or by the town. As at present advised, we do not think it would be done as part of the grade crossing improvement, as the distance between the railroad and the bridge appears to be sufficient in which to grade down to the level of the present bridge. If the Highway Commission will take the bridge as it is now, and reconstruct it themselves, when necessary, or if it could be included in the abolishment of the grade crossing, which would involve relatively slight expense to the town, we should be in favor, but we have not been willing to put in a petition without some assurance that the town would not be committed to the rebuilding of the bridge at this time.


The boundary lines between Lincoln and Wayland, Sudbury and Wayland, and Natick and Wayland, have been perambulated, and the boundary marks found in order.

The Finance Committee respectfully recommend the sum of four hundred eighty dollars ($480) be transferred from water rates to pay interest on water bonds.


Also, that the money for removing snow, etc., be drawn from revenue account.


Also, that the insurance on Town Buildings be drawn from revenue account.


Also, that the overdrafts for last year, amounting to nine- teen hundred sixty-two dollars and twenty-four cents ($1,962.24) be charged to revenue account.
