Town of Wayland.
Water Commissioner's Report.
A joint meeting of the Board of Selectmen and the Water Board was held Saturday August 13th, 1910. The resignation of Bryant M. Bailey as a member of the Board of Water Commis- sioners was accepted. Charles S. Wright was elected a member of the Board of Water Commissioners to fill vacancy.
The Wayland Water Commissioners hereby submit the following report:
At a regular meeting on the ninth of April the Board was duly organized. Bryant M. Bailey was elected Chairman and Clarence S. Williams Clerk.
James H. Whitehead was reappointed Superintendent of Works.
At the breaking out of the typhoid epidemic, the last of July, samples of water was immediately sent to the State Board of Health and A. D. Little, Engineering Chemist, Boston, these samples were taken from the resivoir near the filter well and the faucet in Bean's Drug store. A favorable report was received from the State Board of Health and the following letter and analysis was received from A. D. Little.

Fire Department
Report of the Fire Engineers.
We respectfully submit the following annual report of the Fire Departments for the year ending February 28, 1911, for your consideration. We have purchased for the Cochituate De. partment 600 feet of new hose, renewed the poles on the fire alarm system, between David Loker and Sidney Loker, also in- stalled a new furnace in the Engine House.
We recommend $500.00 for a new hose wagon for Cochitu- ate.

Town of Wayland.
Report of Forest Warden
The following is the second annual report of the Forest Warden:
Owing to an early spring in 1910, and the lack of heavy rains, it was favorable for grass and forest fires. There were twelve such fires during the months of March and April.
Another very dry season has passed and the people should be commended for the watchfulness and care in preventing woods res. It is fortunate there was no large damage done.
There were eighteen permits issued to light fires.
There has been no complaints of fires being set intentionally, or on other persons property.
Care should be taken not to ring in fire alarm boxes for grass or forest fires unless buildings are in immediate danger ; as the equipment used at a house fire cannot be used to advantage in the woods. Notify the Warden or a fireman and get quicker results, and thereby save expense to the town.
Fire in the river meadows caused by sparks from a locomotive was put out with little damage. The cost for putting it out was paid by the railroad.

Board of Selectmen.
Gentlemen :-- The Board of Health of the Town of Wayland report as follows :
In the past year several cases have come under our observa- tion, namely :
Supposed smallpox, 1 case reported.
Scarlet fever, 4 cases reported.
Tuberculosis, 1 case reported. Typhoid fever, 38 cases reported.
Supposed typhoid fever cases not reported 46.
Several cases of measles and mumps have not been re- ported.
At the time of the typhoid fever outbreak, and the number of cases which were supposed at the time not to be typhoid fever, retarded the action by our board greatly. Experts were employed from the State board, and the cause was at once checked. The board find that the whole cause of the typhoid fever outbreak was caused not from infection or contagion in our own town, but from other sources.
Several cesspools were put in and closets have been cleaned and differently constructed to prevent any contagion.
All stagnant water last spring was sprayed with mosquito oil to prevent malaria.

During the ensuing year, the board wish to call the attention of the citizens to the danger of expectorating on sidewalks and in public buildings. The board wish to act in conjunction with the public, and wish to say that any suggestion that will help the general health of the public will be received cordially.

GENTLEMEN: - The following is a report of Animal Inspection for the past year:
Since March 1, 1910, seven head of cattle have been killed that were affected with tuberculosis in different ways. Several head have also been examined on complaint, but were found to be free from that affliction.
The carcasses of these animals were rendered.
Three complaints were received for nasal discharges which proved breath and catarrh. (In horses).
KABID CASES
Three dogs have been killed with rabies. One dog being bitten by a rabid dog was killed. One dog supposed to have been bitten was held for three months and released by the Chief of the Cattle Bureau.
Three dogs were bitten by a rabid dog, and received the Pasteur inoculation which proved to be successful.

Overseers of Poor
Wayland, Mass., March 1st, 1911.
The Overseers of Poor recommend that the Selectmen act as. overseers of poor in the future, as in other towns, with beneficial results, as the business has been minimized to such a basis that it would be a useless waste of money to continue as in the past.
The Overseers, the past year, visited Worcester, Brookfield and Springfield, looking up our outside poor.
In Worcester we found a party who has been paying taxes in that city since 1902, whom we consider no longer a charge from. this town.
In Springfield we found a deserving case, - a mother and four children, one of whom, the eldest, 16 years old, was work- ing. The mother also worked. This party has received from. this town sixteen hundred dollars ($1,600.00) in the past ten years, which we feel satisfied was expended in a proper manner.
In Brookfield we could not locate the party wanted, but having received no bills for them during the past two years, we take it for granted that they have become self-supporting.
We, at this time, wish to thank those who so kindly added their names to the subscription paper the overseers put in cir- culation the past year, in aid of those unfortunately stricken with typhoid fever, and we can assure those that the money was ex- pended in a most careful manner.

We also wish to say that part of the above was given to aid a few cases of the worthy silent poor. The amount collected was two hundred and seventy-one dollars ($271.00) of which one hundred and eleven dollars ($111.00) was expended, leaving a balance of one hundred and sixty dollars ($160.) in the bank to help future deserving cases.
We unfortunately lost, the past year, the services of Mr. Daniel Ricker, who for eighteen years was a valued servant of the town; as Overseer being admired by all for the upright and fearless manner in which he performed the duties of his office.

Cemetery Commissioners
Cemetery Commissioners Report
The appropriation made by the town for the care of its cemeteries for the year, has been expended with care, and con- sidering the scarcity of rain for the past three years, the condi- tion of the cemeteries has been remarkably good.
During the year the town has received additional gifts for three funds, incomes from which are for perpetual care of lots, making in all twelve funds ror this purpose, amounting to $1,850.00.
