"The school committee of every city and town shall cause every child in the public schools to be separately and carefully tested and examined at least once every school year to ascertain whether he is suffering from defective sight or hearing or from any other disability or defect tending to prevent his receiving the full benefit of his school work, or requiring a modification of the school work in order to prevent injury to the child or to secure the best educational results. AUDITOR'S REPORT.
WAYLAND, March 15, 1909.
The accounts of the financial officers have been examined as usual and approved.
The financial returns to the State Bureau of Statistics of Labor, required under the Acts of 1906, Chapter 296, were duly compiled and forwarded.
Matters relating to the closing of the accounts of late collectors of taxes are in process of settlement, and it is expected that a satisfactory report may be made to the town in the near future.
The auditor recommends that all back taxes be collected or other- wise disposed of as early as possible.
The auditor recommends that the date for ending the municipal year be changed to February 15, in order that more time may be had in which to close up the business of the year and print and distribute the annual report.

To either of the Constables of the Town of Wayland in said County, Greeting:
In the name of the Commonwealth of Massachusetts you are required to notify and warn the inhabitants of the Town of Way- land qualified to vote in town affairs to meet: The voters of precinct one at the Town Hall; the voters of precinct two at the engine house, in Cochituate Village on Monday, March 28, current,

The polls will be opened at six o'clock in the forenoon, and remain continuously open till four o'clock in the afternoon, when they may be closed unless otherwise ordered by the voters present.
You are also required to notify and warn the inhabitants of said Wayland qualified to vote in Town affairs to meet at the Town Hall on Wednesday, March 30th, current, at 7.45 o'clock in the afternoon, to act on the following Articles, viz .:
ARTICLE 1. To hear the reports of Town Officers, Trustees, Agents, and Committees, and act thereon.
ART. 2. To choose all necessary Town Officers, Agents, and Committees not elected by official ballot.
ART. 3. To grant money for any necessary Town purpose.
ART. 4. To authorize the Selectmen to consult counsel in important Town cases, and to defend the Town against any action at law or suit in equity that may be brought against it.
ART. 5. To appropriate the money received from the County Treasurer for dog licenses.
ART. 6. To authorize the Treasurer, with the approval of the Selectmen, to borrow during the municipal year, beginning March 1, 1910, in anticipation of the collection of taxes of said year, such sums of money as may be necessary for the current ex- penses of the Town, not exceeding the total tax levy for said year, giving the notes of the Town therefor, payable within one year,

from the dates thereof. All debts incurred under the authority of this vote shall be paid from the taxes of the present municipal year.
ART. 7. To see if the Town will appropriate a sum of money to purchase a road machine.
ART. 8. To see if the Town will appropriate a sum of money not exceeding one hundred and fifty dollars to defray the cost of extending the sidewalk on the north side of Pond Street, from the estate of Walter Evans, to the easterly boundary of estate of Nelson Mathews.
ART. 9. To see if the Town will appropriate the sum of three hundred dollars to pay for installing the new system of Town accounting.
ART. 10. To see if the Town will accept the sum of fifty dollars from the estate of Ambrose M. Page, the income to be used for the care of the Leonard H. Drury lot in North Cemetery.
ART. 11. To see if the Town will authorize a ten-year contract for street lights with the Edison Co.
ART. 12. To see if the Town will vote to accept the by-laws prepared by the committee appointed at the last Town meeting, subject to the approval of the court, according to law, and to repeal all previous by-laws, to take effect immediately upon the approval by the court of the new by-laws, or do or act.
ART. 13. To see if the Town will appropriate the sum of $150 to reimburse the Town of Natick for damages paid to firemen injured while helping the Wayland department.
ART. 14. To see if the Town will vote to increase the Town Treasurer's salary.
ART. 15. To see if the Town will authorize the Selectmen to install electric lights on Tower Hill Road, from State Road to the Plain, and other additional street lights which they think necessary.
ART. 16. To see if the Town will appropriate the sum of $1,000 for the construction of a new fireproof vault in the Town house.
ART. 17. To see if the Town will appropriate the sum of $3,000 for the improvement of Main Street, between Five Paths and the Massachusetts Central Railroad tracks, and along the causeway near the Sudbury line, as recommended by the Select- men.

ART. 18. To see if the Town will amend the vote by which all uninvested funds were to be reimbursed by the money received from the interest on taxes, as follows:
".As an amendment to the vote authorizing the application of interest received on taxes to the reimbursement of Town funds passed March 26, 1906, it is voted that in the case of the James Draper Fund, Grace Campbell Draper Fund, Ella E. Draper Fund, the Trustees of the Library shall continue to hold the notes of the Town in perpetuity, bearing interest at the rate of five per cent per annum, and that the amount of these funds be invested by the Sinking Fund Commissioners and held by them as a per- petual fund."
ART. 19. To see what action the Town will take regarding the building of a new schoolhouse at Cochituate Village.
ART. 20. To see if the Town will authorize the Selectmen to draw from the Revenue Account (Contingent Fund) such sums of money as may be necessary to carry on the work of exterminat- ing the Gypsy and Brown-tail Moths, for the months of December, 1910, and January and February of 1911, but not to exceed the Town's liability for 1911.
ART. 21. To see what action the Town will take in regard to making an annual report of all taxable property, both real and personal.
ART. 22. To see what action the Town will take regarding the revaluation of all property in said Town.
And you are required to serve this warrant by posting copies hereof, attested by you at the Town House, at each of the Post Offices in said Town, and at the Engine House, Cochituate, seven days at least before the time for holding said meeting.
Hereof fail not and make due return of this warrant to the Town Clerk on or before March 26 current.

To authorize the Treasurer, with the approval of the Selectmen, to borrow during the municipal year beginning March 1, 1909, in anticipation of the collection of taxes of said year, such sums of money as may be necessary for the current expenses of the town, not exceeding the total tax levy for said year, giving the notes of the town therefor, payable within one year from the dates thereof. All debts incurred under the authority of this vote shall be paid from the taxes of the present municipal year.
ART. 8. To see if the town will adopt as the official names of certain unnamed streets in the center and north parts of the town, a list suggested by the Wayland Village Improvement Society, and shown on a plan of the town prepared by this society, and ex- hibited in the annual report of this year, or any modification of it.
ART. 9. To see if the town will accept a bequest of four thou- sand dollars under the will of the late Cynthia C. Roby, the in- come of which to be used towards the running expenses of the Wayland Public Library.
ART. 10. To see if the town will direct the Assessors to cause to be printed in the annual report the names of all property owners, any part of whose taxes have been abated, or do or act.
ART. 11. To see if the town will direct the Collector of Taxes to print the names, in the annual report, of all the persons who owe two years' taxes or more, or do or act.
ART. 12. To authorize the Selectmen to permit the use of the Town Hall for church entertainments, free of charge.
ART. 13. To see if the town will appropriate a sum not ex- ceeding $850.00 for the purchase of a suitable fire engine or other apparatus of like nature for the use of the fire company located at Wayland Center, or do or act.
ART. 14. To see if the town will vote to pay the members of the E. W. Marston Hook Company No. 1, by the hour, for actual service at all fires, or do or act.
ART. 15. To see if the town will authorize the sale of the Town Home, so called, as recommended by the Board of Overseers of the Poor.

Willis, to be known as the "Calvin Rice Fund," the income from which to be used for the perpetual care of the Calvin Rice lots (Nos. 87 and 88) in North Cemetery.
Also $400.00 from Mrs. Cynthia C. Roby, to be known as the "Roby Fund," the income from which is to be used for the per- petual care of lots Nos. 40, 42, and 44, standing in the names of E. W. and W. G. Roby, in North Cemetery.
ART. 17. To see if the town will authorize the Selectmen to draw from the Contingent Fund such sums of money as may be necessary to carry on the work of exterminating the Gypsy and Brown-tailed Moths, for the months of December, 1909, and January and February of 1910, but not to exceed the amount of this town's liability for 1910.

ART. 19. To see if the town will appropriate a sum not ex- ceeding six hundred dollars for the purpose of paying the expense of making an investigation of the matter of a water supply for the center and north parts of the town, or do or act.
ART. 20. To see if the town will make February 15 the end of the municipal year.
ART. 21. To see if the town will vote to charge interest at the rate of 6 per cent per annum cn all 1909 taxes remaining unpaid after the first day of October, 1909.
ART. 22. To see if the town will cause its By-Laws to be re- vised and published.
ART. 23. To see if the town will appoint a committee to pro- cure plans and estimates for a new school building to be erected at Cochituate Village, and report at a special town meeting to be held not later than June 1, 1909, and appropriate a sum of money to be used by said committee for the purpose of procuring such plans and estimates, or do or act.
ART. 24. To see if the town will appropriate a sum of money to provide an adequate water supply for the schoolhouse at Wayland Center, or do or act.
ART. 25. To see if the town will appropriate a sum not ex- ceeding nine hundred dollars ($900.00) for fitting up as a recita- tion room the room now used for manual training in the school- house at Wayland Center, or do or act.

ART. 26. To see if the town will order additional fireproof receptacles for the protection of its records, or do or act.
ART. 27. To vote by ballot "Yes" or "No" in answer to the following question: "Shall an act passed by the general court in the year nineteen hundred and eight, entitled 'An Act to pro- vide for the protection of forest or sprout lands from fire,' be ac- cepted by this town."
ART. 28. To see if the town will direct the placing of five street lights on Gleason Street, from Concord Street to the Residence of Charles A. Hardy, or do or act.
And you are required to serve this warrant by posting copies hereof, attested by you at the Town House, at each of the Post Offices in said town, and at the Engine House, Cochituate, seven days at least before the time for holding said meeting.
