RATES OF POSTAGE.
Hereafter, there will be a single rate for letter postage to ALL parts of the United States. The rate will be three cents per half ounce, and an additional rate for every addi- tional half ounce or fraction of a half ounce.
Drop- Letters. - The rate on letters dropped at the Post Office for delivery within the city, is two cents for every half ounce or fraction of a half ounce. The carrier's fee is abolished in all cases, and letters are delivered free.
Transient Matter. - The rate on transient matter - which includes single newspapers and all miscellaneous mat-

ter, except books and unsealed cirenlars - is two cents for every four ounces or fraction of four ounces; and in all cases it must be without wrapper or open at side or ends. Such matter, if se ded, will always be rated at letter post- age; and the same rule applies whenever a paper or pam- phlet is written or marked upon, to convey information other than that printed.
Books - The rate on books is fixed at four cents for every four ounces or fraction of four ounces.
Unseuled circulars, not exceeding 3 to one address, two cents; over three and not exceeding 6, four cents; over 6 and not exceeding 9, six cents ; over 9 and not exceeding 12, eight cents.
Regular Publications -The quarterly rates on regular papers and periodicals, not exceeding four onnees weight, is, for monthlies, three cents; weeklies, five cents; semi- weeklies, ten cents; tri-weeklies, fifteen cents; and dailies thirty cents. For each additional four ounces, or fraction of four ounces, another rate is added. All such postages must be paid in advance, and for no period less than one quarter. When not paid at the commencement of a quar- ter, the fraction of a quarter, and the following quarter also, must be paid; and no publication will be delivered until so paid.
Registered Letters. - The registration fee will hereafter be twenty cents. and extra precautions will be taken for their safety. The department, however, will notbe liable for the loss of such letters.
Foreign Letters. - All letters to Canada, and other British American Provinces, not exceeding 3003 miles, 10 cents per half onnce; over 3000 miles, 15 cents.
Boxes. - Boxes will not be assigned to parties until the box rent is paid for at least one quarter. And no letter, publication, or package placed in bores can be delivered until the box rent is paid, and all postages that may be due thereon.
Unpaid Letters. - In all cases where, from accident, let- ters are deposited for mailing, unpaid, or not fully paid - except regularly certified soldiers' and sailors' letters- they will be charged double rates, the same to be collected on delivery. Where such letters appear intentionally so de- posited, they will be forwarded to the dead letter office.
California Mails close on the 2d, 12th, and 22d of each month, at 123, P. M.
English Mails close every Tuesday and Friday.

SOCIETIES AND COMPANIES.
Plummer Hall.
This building was erected in 1856, from funds left by the late Miss Caroline Plummer to the Proprietors of the Salem Atheneum.
The first story is appropriated to the collections of the Essex Institute, and has two ante-rooms, - one of which contains the herbarium, the other the historical collections. A large hall in the rear has been finished expressly for the arrangement of the specimens in geology, mineralogy, and zoology.
The second story has a similar arrangement of rooms,- The western ante-room is appropriated to the use of the li- brarian, and some of the principal works of reference, and the new books belonging to the Salem Athenaum; the eastern, to bound volumes of newspapers belonging to the Essex Institute, and the library of the Essex South District Medical Society. The large library room is in the rear .- The aleoves on the western side contain the library of the Salem Athenæmn; those on the eastern, that of the Essex Institute. The libraries of the two societies mimber about 33,000 volumes. The Library of the Essex Agrienltural Society, containing about 2000 volumes, is also deposited in this Hall.

Essex Southern District Medical Society
Consists of all those members of the Massachusetts Medical Society who reside in Lyun, Swampscott, Nahant, Saugus, Marblehead, Salem, Danvers, Middleton, Beverly, Wen- ham, Topsfield, Ipswich, Hamilton, Essex, Rockport, Glou- cester, and Manchester.
The Society was formed in 1805, in pursuance of a vote of the Massachusetts Medical Society, authorizing the estab- lishment of district or subordinate associations. The Li- brary is annually increased, and contains about 1000 vol- umes; it is deposited in Plummer Hall, where the regular quarterly meetings of the society are held.

Essex Institute,
Incorporated in 1848, was formed by the Union of the Es- sex Historical Society and the Essex County Natural llis- tory Society.
The Library contains about 20,000 volumes; the cabinets are well filled with specimens of Natural History. The In- stitute have also portraits of several of the former Presi- dents of the Historical Society, and some of the early set- tlers of New England.
Exhibitions of Fruits and Flowers are held occasionally at their rooms, in Plummer Hall.

SALEM DIRECTORY.
Salem Lyceum
Was formed the 18th of January, 1830, and organized as an Incorporated Association on the 2d of April, 1830. The Introductory lecture was delivered in the Sewall Street Meeting House, by Hon. D. A. White.
The purchase of an annual ticket makes a person a mem- ber of the corporation ; and the price of a ticket has never been more than ONE DOLLAR. Over six hundred lectures have been delivered in the annual courses.
The Legislature, on the 20th of April, 1852, passed an act, making Daniel A. White, Stephen C. Phillips, George Pea- body, their associate petitioners and successors, and the male citizens of the city of Salem, of twenty-one years of age, purchasers of tickets to the twenty third course of lec- tures, a corporation by the name of the Salem Lyceum. At a meeting of the corporation, held May, 1863, the following officers were elected : -

Young Men's Union. Organized, 1855.
For the benefit of the Young Men of all avocations in this community.
This association occupies convenient rooms (No. 224 Es- sex Street, Browne's block), and is in receipt of the leading daily and weekly journals, of all parts of the country; also the standard reviews and principal periodicals of the day .-- It has a library of reference, comprising the latest and most accurate maps.
No admission fee is required ; and the assessments, pay- able in advance, are fixed at the low price of $2 per annum.
All gentlemen wishing to sustain such an institution in our city, or avail themselves of its privileges, are cordially invited to join.
