And for the election of Town Meeting Members from the several voting Precincts of the Town as follows:
In Precinct 1. Fifteen Town Meeting Members (For three years).

The polls will be closed at eight o'clock in the evening.
And in the name of said Commonwealth you are further required to notify and warn the inhabitants of said Town qualified by law to vote in Town Affairs, to meet in the Town Hall, on Wednesday the fifteenth day of March, A.D. 1939, at eight o'clock in the evening, then and there to act upon the following articles, namely :
Article 1. To hear and act upon the reports of all Town Officers and Committees of said Town.
Article 2. To raise and appropriate such sum or sums of money as may be necessary to defray Town expenses for the financial year beginning January 1, 1939.
Article 3. To determine when all taxes for the year 1939 shall become due and payable, the time from which interest on unpaid taxes of said year shall be charged and the com- pensation of the Collector of Taxes for the year ensuing.
Article 4. To see if the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to

borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1940, and to issue a note or notes therefor, payable within one year, and to renew such note or notes as may be given for a period of less than one year, in accordance with Section 17, Chapter 44, of the General Laws.
Article 5. To see if the Town will vote to authorize the Selectmen to take charge of all legal proceedings for or against the Town.
Article 6. To see if the Town will vote to appropriate the dog tax Thirteen hundred seventy-two dollars and twenty cents ($1372.20) for Town Library.
Article 7. To see if the Town will vote to choose a Direc- tor of County Aid to Agriculture in accordance with the Provisions of Chapter 128 of the General Laws, or pass any vote or votes in relation thereto.
Article 8. To see if the Town will authorize the Selectmen to sell any or all real estate owned by the Town by reason of the foreclosure of tax titles thereon, and to execute, acknowledge and deliver a proper deed or deeds therefor, authority therefor to terminate March 1, 1940, or take any action in relation thereto.
Article 9. To see if the Town will vote to raise and ap- propriate the sum of Thirty thousand ($30,000.00) dollars for the purchase of tools and materials and for trucking and team hire, and for investigation, and maintenance ex- penses that may be incurred in connection with W. P. A. or other Governmental projects, or projects that the Town may undertake to do with Welfare Labor, or take any action in relation thereto.
Article 10. To see if the Town will vote to raise and appropriate the sum of Nine thousand ($9,000.00) dollars for the improvement of Purchase Street, Chapter 90 Con- struction, said money to be used in conjunction with any money which may be allotted by the State or County or both for said purpose, the same to be expended under the supervision of the Selectmen and the Highway Surveyor,

said money to be available even if the State should cut its allotment, or take any action in relation thereto.
Article 11. To see if the Town will vote to raise and appropriate the sum of Eight hundred ($800.00) dollars for Chapter 90 Maintenance, said money to be used in conjunc- tion with any money which may be allotted by the State or County or both for said purpose, said money to be available even if the State should cut its allotment, or take any action in relation thereto.
Article 12. To see if the Town will raise and appropriate the sum of Five hundred dollars ($500.00) to continue the program of installing street signs throughout the Town of similar design as those placed in 1937 and 1938, or take any action in relation thereto.
Article 13. To see if the Town will appropriate from avail- able funds under the Excess and Deficiency Account a sum of money for use by the Board of Assessors in fixing the tax rate for 1939, or take any action in relation thereto.
Article 14. To see if the Town will vote to raise and appropriate the sum of Four Hundred dollars ($400.00) to install and maintain electric lights along Main Street, during the Christmas Holiday Season under the Direction of the Inspector of Wires or take any action in relation thereto.
Article 15. To see if the Town will vote to raise and appropriate a sum of money for the extension of a sewer on Mt. Pleasant Street from its present terminus to a point opposite the premises of Anthony Ramelli, or take any action in relation thereto.
Article 16. To see if the Town will appoint a committee of nine (9) to look into the advisability of developing the so-called Louisa Lake Property now owned by the Town of Milford for recreational purpose. The committee to con- sist of a Civil Engineer, Park Commissioners, and a Member from each Precinct, or take any action in relation thereto.
Article 17. To see if the Town will appropriate from Sewerage Extension Cedar Street Account of 1938, to the account of W. P. A. Tools and Materials the sum of Eight

hundred ten dollars ($810.00) for the purpose of furnishing materials for the construction of a sewer on Cedar Street under the W. P. A. program, or take any action in relation thereto.
Article 18. To see if the Town will vote to raise and appropriate the sum of One hundred fifty-three dollars ($153.00) to pay an unpaid bill of 1938 for the Town Hall Department, or take any action in relation thereto.
Article 19. To see if the Town will vote to raise and appropriate the sum of Two hundred fifty dollars ($250.00) for the purpose of extending the Fire Alarm System on Purchase Street, and installing a fire alarm box in the vicinity of Branch Street, or take any action in relation thereto.
Article 20. To see if the Town will vote to appropriate a sum of money from the Highway Fund, provided by Chap- ter 2 of the Acts of 1939 for any of the purposes authorized by said chapter.
Article 21. To see if the Town will vote to raise and appropriate the sum of two thousand six hundred ninety- four dollars and forty-two cents ($2694.42) to pay an unpaid bill for Snow Removal for 1938, or take any action in relation thereto.
Article 22. To see if the Town will vote to raise and appropriate the sum of Eight thousand three hundred dol- lars ($8300.00) for the purpose of supplying materials and the necessary equipment for the construction of Sewers on John, Freedom, Water, Central, East, High and Depot Streets, and Bancroft Park under the W. P. A. program, or take any action in relation thereto.
Article 23. To see if the Town will vote to raise and appropriate the sum of Five hundred dollars ($500.00) for the purpose of supplying materials for the construction of a drainage system in the High and Stacy School yards under the W. P. A. program, or take any action in rela- tion thereto.
Article 24. To see if the Town will vote to raise and

appropriate the sum of Twelve hundred dollars ($1200.00) for the purpose of supplying materials for the construc- tion of a reinforced concrete bridge on Howard Street, under the W. P. A. program, or take any action in relation thereto.
Article 25. To see if the Town will vote to raise and appropriate the sum of Forty-four hundred dollars ($4400.00) for the purpose of supplying tools, materials and the necessary equipment for the repairing of the Town Hall, under the W. P. A. program, or take any action in relation thereto.
Article 26. To see if the Town will appropriate from the W. P. A. account for Tools and Materials the sum of Two hundred thirty-three and seventy-five hundredths dollars ($233.75) to the Sewer Construction P. W. A. No. 1023 Account being reimbursement to said account or take any action in relation thereto.
Article 27. To see if the Town will vote to transfer from the overlay reserve account the following items: One hun- dred eighty-four dollars and ninety-seven cents ($184.97) to overlay account of 1931; Four hundred seventy dollars and twenty-eight cents ($470.28) to overlay account of 1932; Fourteen hundred dollars and seventy-four cents ($1400.74) to overlay account of 1934, or take any action in relation thereto.
Article 28. To see if the Town will vote to rescind the Rule adopted at the Adjourned Special Town Meeting, October 21, 1936, under Article 1, to wit :
"The monitors of each precinct shall receive from the Town Clerk a list of representative meeting members in their precinct and shall by roll-call then check the names of the members present or absent on said list. These lists shall then be filed with the Town Clerk and shall be published in the Annual Town Report in the minutes of each Town Meeting with details relating to those members present or absent at said meeting," and substitute therefor the fol- lowing new rule :

Article 29. To see if the Town will vote to accept the Provisions of the General Laws (T. C. Ed) Chapter 40, Section 12, relative to the erection and maintenance and care of buildings for public baths, wash houses and bathing places and the establishment of rates for the use of the same and of By-Laws and Regulations for the management of the same, or take any action in relation thereto.
Article 30. To see if the Town will vote to raise and appropriate the sum of six hundred and fifty-six dollars and twenty-five cents ($656.25) for an unpaid bill of 1937 for the Board of Health, or take any action in relation thereto.
Article 31. To see if the Town will vote to raise and appropriate the sum of twelve dollars and fifty cents ($12.50) for an unpaid bill of 1933 for the Board of Health or take any action in relation thereto.
Article 32. To see if the Town will authorize the Select- men to accept such offer as the United States of America may make to aid the Town in financing an amendatory application to P. W. A. Project No. Mass. 1446-F providing for improvements in the channel of the Charles River and in the vicinity of Central Street, and to authorize the Select- men to make application therefor, to carry out said project and to contract with respect thereto, or take any action in relation to the same.
Article 33. To see if the Town will vote to raise and appropriate the sum of seventeen thousand dollars ($17,000.00) to meet the cost of improving the channel of the Charles River, and certain improvements in the vicinity of Central Street in accordance with an amendatory appli-

cation to P. W. A. Project No. Mass. 1446-F; and to authorize the Town Treasurer with the approval of the Selectmen to borrow a sum not in excess of fifty-five per cent thereof, the same to be spent in conjunction with forty-five per cent received from the Federal Government on account of this amended project, or take any action in relation to the same.
Article 34. To see if the Town will vote to raise and appropriate the sum of seventeen thousand dollars ($17,000.00) to meet the cost of improving the channel of the Charles River, and certain improvements in the vicinity of Central Street in accordance with an amendatory appli- cation to P. W. A. Project No. Mass. 1446-F; and to authorize the Town Treasurer with the approval of the Selectmen to borrow the sum not in excess of seventeen thousand dollars ($17,000.00) for said purpose, said bor- rowing to be made only in case said amendatory application is not approved by the Federal Public Works Administra- tion, or take any action in relation thereto.
Article 35. To see if the Town will vote to raise and appropriate the sum of two thousand ($2,000.00) dollars for use by the finance committee in employing assistance in a study of various departments of the town.
Article 36. To see if the Town will vote to authorize and direct the Selectmen to petition the General Court for legislation authorizing the Town to establish a department of Public Works to exercise the duties of the highway department, including the superintendent of streets, the park commissioners, the sewer commissioners, cemetery commissioners, and tree warden as now constituted, or take any action in relation thereto.
Article 37. To see if the Town will vote to authorize the Selectmen to take by eminent domain under the provisions of G. L. (Ter. Ed.) Ch. 40 sec. 14 as amended by Statute 1933 Ch. 283, sec. 1, an easement for street drainage pur- poses over land of Joseph and Helen Aleknas on the easterly side of Emmons street, described as follows; Com- mencing on the easterly side of Emmons Street at land of one Donnelly; thence in an easterly direction along the

northerly boundary of the said premises, one hundred sixty-five (165) feet more or less to land of Gardella; thence southerly along Gardella land six (6) feet; thence westerly on a line six (6) feet south of the northerly line of the said premises, one hundred sixty-five (165) feet more or less to the westerly side of Emmons Street; thence six (6) feet northerly to the place of beginning.
The location of said strip of land being shown on a plan filed in Worcester Registry of Deeds, "Project Drainage, Milford, R. D. Stone C. E. dated December 13, 1938" Book 2736 Page 135, or take any action in relation to the same.
Article 38. To see if the Town will vote to strike out Article 4 of the By-laws of Vernon Grove Cemetery, adopted at a Town meeting held November 5, 1861, whereby the price of lots was fixed at a minimum of three ($3.00) dollars and a maximum of fifteen ($15.00) dollars; and substitute therefor the following Article :
"Article 4. The said Board of Trustees shall appraise the lots laid out in said cemetery, according to their relative value, at a price to be determined and fixed by the Trustees in the exercise of their sound dis- cretion, and the price so determined shall be affixed to the number of each lot on the plan of said cemetery." also by inserting the following new Article :
"Article 9. The Trustees are authorized to assess each lot owner a reasonable sum necessary for the care and improvement of said lot at an annual rate or by the acceptance of a sum of money to be held in trust, the proceeds of which are to be used for per- petual care of the same under G. L. (Ter. Ed.) Chapter 114, Section 19."
Article 39. To see if the Town will vote to accept and allow the report of the Selectmen on the laying out part of Charles and River Streets.
Article 40. To see if the Town will raise and appropriate the sum of three hundred dollars ($300.00) for the use and hire of playfields in different sections of the town or take any action thereto.

Article 41. To see whether the Town By-laws should be amended with relation to the end that all future construc- tion of buildings on Main Street in the Town of Milford shall be of two stories in height and that they shall meet with the regulations of safety under the direction of the Fire Department and other Town agencies, or take any action in relation thereto.
Article 42. To see if the Town will vote to pay an un- paid bill of the Department of Public Welfare amounting to Sixty-five dollars ($65.00) being expenses incurred for medical attention in 1936 to one Hill and one Drugan, or take any action in relation thereto.
The polls will be open from eight o'clock A.M. until eight o'clock P.M.
And you are hereby directed to serve this warrant by publishing at least seven days before said meeting an attested copy of this Warrant in the Milford Daily News, a newspaper published and having a general circulation in the Town of Milford, and by posting at least seven days before said meeting, attested copies of this Warrant in five or more public places located in said Milford.
Hereof Fail Not and make due return of this Warrant with your doings thereon to the Clerk of said Town at the time of said meeting.
