To the Honorable Board of Selectmen and Citizens :
It is my privilege to present the annual report of the W.P.A. program and its accomplishments in Milford for the fiscal year 1939.
The Federal Government gave a total of $237,646.01 in wages alone in 1939 to needy Milfordians, and furnished ce- ment and other materials to the value of $7,778.48, making a total contribution during the year of $245,424.49.
The average weekly payroll was $4,570.11.
The total paid by the Federal Government for wages only since the inception of relief work on Nov. 21, 1933, is $1,206,038.18, divided as follows :

In addition to work and wages the Federal Government also distributes food and clothing from a district commis- sary on Central Street, where a force of 20 is employed to care for the wants of the needy. In the report of the Wel- fare Department will be found a detailed statement on the commissary.
In 1939 a total of 495 men and women were on the W.P.A. The largest weekly enrollment was in August, when 350 were employed. On Dec. 31, 321 were employed. The average weekly number employed was 330.
Work done last year included : Concrete sidewalks, with curbing, catch basins, gutter repairs, etc., on Spring, East Main, Pine, No. Bow, Fruit Ext., West Walnut, Lee, Quin- lan, Congress, Granite, Pleasant, Hollis, Cherry, West, For- est, Purchase, Water, Union, Elm, Glines, Spruce, Court, Jefferson, South High and South Bow Streets, Court Square,

Goodrich Court, and new walks, regrading and seeding Draper Park; completed sewer extensions on Cedar and Cen- tral Streets; built a modern reinforced concrete bridge on Howard Street, and straightened and widened the river bed on either side of same; continued the cutting of street curb- ing at town quarry; operated sewing project for women; continued construction of fireproof building for highway department; continued engineering survey of town; con- tinued assessors' block plan survey; codification of town by-laws ; completed surface water drainage systems on Leon- ard, Lawrence, Lee and Fayette Streets ; completed concrete culvert on Beach Street; completed repairs of hurricane damage at South Grammar, Oliver and Chapin Street Schools, Memorial Hall, the fire alarm system and South Main Street Fire Station ; cleared public streets and Vernon Grove and North Purchase Cemeteries of damaged trees; fenced southerly side of Hayward Street Extension play- ground; furnished gravel, sand and tar emulsion for resur- facing of portions of Charles and Howard Streets ; conducted Nursery School; started sewer extension on Water Street; completed an inventory of town property ; sent crews of men on emergency work to Upton and Southboro at no expense to Milford; gave an average of 20 young people part-time employment on N.Y.A., assisting in various town offices ; made additional improvements at State Armory at no ex- pense to town; and completed the cutting, setting and dedication of granite memorial to World War veterans on Draper Park.

The Federal relief program is starting on its seventh year of assistance to the needy. In six years its payroll in Milford totalled $1,206,038.18 in addition to several thousand dollars for materials, with an average of 400 weekly employes. It has given Milford 20 miles of excellent concrete sidewalks; improved fire stations and school buildings; a lasting War Memorial, (one of the finest in New England) ; a modern highway department building; new sewers; drainage on several streets; an improved Town Park; brooks rewalled; new concrete bridges over every brook in town; one of the finest rifle ranges in the state; a modernized state armory, at no cost to the town; rewired fire alarm system ; and many other projects of lasting benefit to our community.
To the Selectmen and to other town officials, to W.P.A. supervisors and workers, to the officials of the various public utilities and many citizens who have aided me in supervising this work I wish to extend my heartfelt thanks.
