To either constable of the Town of Milford, in said County :
Greeting :
In the name of the Commonwealth aforesaid, you are hereby required to notify and warn the inhabitants of the Town of Milford qualified by law to vote in Town Affairs, to meet in the Town Hall in said Town on Wednesday, the 6th day of September, A.D. 1939, at eight o'clock in the evening, then and there to act upon the following articles, namely :-
Article 1. To see if the Town will vote to fund the Town's share of the deficit in the State Tax Assessment in 1938, and authorize the Treasurer to borrow in accordance with the

provisions of Chapter 464 of the Acts of 1939; or take any action in relation thereto.
Article 2. To see if the Town will vote to raise and ap- propriate the sum of Seventeen Hundred Sixty-one and 36-100ths ($1761.36) Dollars for the purpose of meeting a deficit incurred in the improvement of Purchase Street, Chapter 90 Construction 1938; or take any action in rela- tion thereto.
Article 3. To see if the Town will vote to authorize the Selectmen to take by eminent domain the fee in a certain parcel of land situated in said Milford, the supposed owners of which are the Heirs and Devisees of Sullivan Jones and Luther P. Jones, deceased, located on the easterly side of the Charles River, for the purpose of improving, reclaiming and draining of the Cedar Swamp Pond area, owned by the Town, as part of the P. W. A. project No. Mass. 1446-F, being described as follows: All that land now or formerly owned by the Heirs and Devisees of Sulli- van Jones and Luther P. Jones, deceased, lying on the easterly side of the Charles River over which the Town of Milford now has a right of flowage, and being all of that land lying northerly of land of Henry Davoren et al, and southerly of land now or formerly of Pasqualina Covino, said premises being shown on a plan of land filed with the petition of The Inhabitants of the Town of Milford in the Massachusetts Land Court, Case No. 16762; or take any action in relation thereto.
And you are hereby directed to serve this Warrant by publishing at least seven days before said meeting an attested copy of this Warrant in the Milford Daily News, a newspaper published and having a general circulation in the Town of Milford, and by posting at least seven days before said meeting attested copies of this warrant in five or more public places located in said Milford,

At a legal meeting of the inhabitants of the Town of Mil- ford qualified by law to vote in Town Affairs held in the Town Hall on September 6, 1939 the following business was transacted :
The meeting was called to order by Moderator John T. McLoughlin at 8 P.M.
The Monitors checked the lists and there were 131 mem- bers present, constituting a quorum.
The Town Clerk read the Warrant and the Officer's return thereon
A motion was made for the purpose of funding the town's share of the deficit in the State Tax Assessment in 1938, the treasurer, with the approval of the Selectmen and the Emergency Finance Board established under Ch. 49, Acts of 1933 as amended, be and hereby is authorized to borrow the sum of Twenty-two Thousand Fifty and no/100ths ($22,050.00) Dollars and to issue bonds or notes of the town therefor, said bonds or notes to bear on their face the words, Town of Milford State Tax Funding Loan, Act of 1939, and to be payable in accordance with Section 19, Chapter 44, General Laws, and Chapter 464, Acts of 1939, so that the Whole loan shall be paid in not more than five years from the date of issue of the first bond, or note, or at such earlier times as may be determined by the Emer- gency Finance Board.
A standing vote being necessary the Monitors took the count and there One hundred twenty-nine (129) in favor and none opposed so that it was

Article 1. To see if the Town will appropriate from the Fire Loss Account (Town Infirmary-Board of Public Wel-

fare) the sum of Five hundred ($500.00) dollars for use by the Board of Public Welfare for General Aid; or take any action in relation to the same.
Article 2. To see if the Town will vote to appropriate from the appropriation of 1939 for Old Age Assistance, for use by the Board of Public Welfare for General Aid, the sum of Five thousand dollars ($5000.00) or take any action in relation to the same.

Article 9. To see if the town will vote to transfer the sum of Twelve hundred dollars ($1200.00) from Wages and Salaries to General, in the School Department Budget for 1939, or take any action in relation thereto.

COPY OF BY-LAWS UNDER ARTICLE 8 TOWN OF MILFORD, MASSACHUSETTS
CEDAR SWAMP POND DEVELOPMENT COMMISSION SUPERVISION, RULES AND REGULATIONS
SUPERVISION
There shall be established a Board to be known as Cedar Swamp Pond Development Commission. Said Board shall be composed of five citizens of the Town to be appointed by the Board of Selectmen for a term of five years. In making the first appointment, one member shall be appointed for one year, one for two years, one for three years, one for four years and one for five years, and thereafter the term of each succeeding member shall be five years.
Said Board may make regulations for the management of Cedar Swamp Pond, beaches, and land adjacent thereto owned by the Town, and shall have all the powers con- ferred by General Laws, (Ter. Ed.) Chapter 40, section 12

(accepted by the Town, Annual Town Meeting 1939) and shall serve without compensation.
GENERAL RULES
RULE 1. No person shall enter or leave Cedar Swamp Pond or the premises adjacent thereto owned by the Town except at beaches, at or over the paths, walks or other routes as may be provided, or at such other places as the Commission may specially designate.
RULE 2. No person shall in or on Cedar Swamp Pond, or upon any of said land, solicit the acquaintance of, or annoy another person; or utter any profane, threatening, abusive or indecent language; or solicit any subscription or contribution; or have possession of or drink any intoxi- cating liquor; or have possession of any instrument of gambling, or do any obscene or indecent act; or preach aloud, or make an oration or harangue, or any political or other canvass except by written authority from said Com- mission.
RULE 3. No person shall dig up, cut, break, remove, deface, defile or ill-use any building, structure, fence, sign, bush, plant, turf, rock, or any other thing belonging to the Town of Milford, or have possession of any part thereof.
RULE 4. No person shall throw any stone or any other missile, or have possession of or discharge any destructive weapon, firearm, firecracker, torpedo or firework, or make a fire or throw or place upon the ground a lighted match, cigar, cigarette, or other burning substance; or post, paint, or affix any sign, notice, placard or advertising device; or, except with written authority from said Commission engage in business, sell or expose for sale, or give away any goods, wares, or circulars ; or set a trap or snare or injure or have possession of any wild animal or bird; or injure or destroy any bird's nest or eggs; or drop or place and suffer to remain any piece of paper or other refuse, except in the receptacles designated therefor.
RULE 5. No person shall throw, drop or place in the water channel, in the Pond or on the beaches any waste

paper, rubbish, refuse, debris, or other thing.
RULE 6. No person shall ride or drive any animal or vehicle on said premises owned by the Town, or bring dogs to the Pond or said premises except on leash.
RULE 7. No person shall refuse or neglect to obey any reasonable direction of a police officer.
RULE 8. No person shall bathe in this Pond or Beaches except in proper costume and at a place designated therefor, and no persons may loiter on or near the bathing beaches. Exception is made as to loitering when parents or guardi- ans accompany their children or other older persons come in charge of children.
RULE 9. No person shall have charge of, row a boat, paddle a canoe, run or drive a boat or canoe, propelled by steam, naphtha, gasoline, electric or other motor or engine, except toys, unless he shall have first obtained a written permit therefor from the Commission; or drive the same at a speed exceeding eight miles an hour; or in such a manner as to endanger or annoy others.
RULE 10. Any person violating any of the above rules, shall for each offense, be punished by a fine of not more than twenty dollars.
And you are hereby directed to serve this Warrant by publishing at least seven days before said meeting an at- tested copy of this warrant in the Milford Daily News, a newspaper published and having a general circulation in the Town of Milford, and by posting at least seven days before said meeting attested copies of this warrant in five or more public places located in said Milford.

Milford, November 15, 1939.
In pursuance to the foregoing warrant, the inhabitants of the Town of Milford qualified to vote in Town Affairs met in Town Hall on Wednesday, November 15th 1939 and the meeting was called to order by Moderator John T. Mclough- lin.

The Monitors checked their lists and a quorum being present the business of the meeting was transacted, the Clerk having read the Warrant and the Officer's return.
FINANCE COMMITTEE'S REPORT
Mr. Moderator :
The following are the recommendations of the Finance Committee for the Special Town Meeting for November 15, 1939.
ARTICLE 1. The Finance Committee recommend that the sum of Five Hundred Dollars ($500.00) be appropriated from the Fire Loss Account of the Town Infirmary for use of the Board of Public Welfare for General Aid.
ARTICLE 2. The Finance Committee recommend that the sum of Five Thousand Dollars ($5000.00) be appropri- ated from the appropriation of 1939 for Old Age Assistance for use by the Board of Public Welfare for General Aid.
ARTICLE 3. The Finance Committee recommend that the sum of One Thousand Dollars ($1000.00) be appropriated from the appropriation of 1939 for Old Age Administration for use by the Board of Public Welfare for General Aid.
