Article 3. Voted: That the Collector of Taxes shall be paid the sum of $3,500. per annum for the collection of all taxes and assessments.
The Town of Milford shall pay all expenses incurred by the Collector in law and equity in collection of said taxes and assessments.
The Town of Milford shall pay all expenses of the Collector's office, excepting clerk hire, which shall be paid by the Collector out of his own salary.

Article 7. Voted : That Mrs. Lillian M. Luby, 92 West Street, be chosen as Director of County Aid to Agricul- ture.
Voted : To pass over remainder of the article.
Article 8. Voted: That the Selectmen be authorized to sell any or all real estate owned by the Town by reason of the foreclosure of tax titles thereon, and to execute, acknowledge and deliver a proper deed or deeds therefor, authority therefor to terminate March 1, 1940.

Article 9. Voted: That the Town raise and appropriate the sum of Thirty thousand ($30,000.00) dollars for the purchase of tools and materials and for trucking and team hire, and for investigation, and maintenance expenses that may be incurred in connection with W.P.A. or other Govern- mental projects, or projects that the Town may undertake to do with Welfare Labor.

provement of Purchase Street, Chapter 90 Construction, said money to be used in conjunction with any money which may be alloted by the State or County or both for said purpose, the same to be expended under the super- vision of the Selectmen and the Highway Surveyor, said money to be available even if the State should cut its allot- ment.

Article 14. A motion was made that the Town raise and appropriate the sum of Four hundred ($400.00) dollars to be expended under the direction of the Inspector of Wires, to defray the cost of installing electric lights for lighting Main Street during the Christmas and New Year Holiday Season.

Article 17. Voted: That the Town appropriate from Sewerage Extension Cedar Street Account of 1938, to the account of W.P.A. Tools and Materials the sum of Eight hundred ten ($810.00) dollars for the purpose of furnish- ing materials for the construction of a sewer on Cedar Street under the W.P.A. program.

Article 18. Voted : That the Town raise and appropriate the sum of One hundred fifty-three ($153.00) dollars to pay an unpaid bill of 1938 for the Town Hall Department.

At this time the following Rule was submitted by Judge Williams.
Moved that clause three (3) of the rules adopted at the Town Meeting of March 11, 1935, as amended by the Town Meeting March 11, 1936, be further amended so as to read as follows :
Upon request of seven (7) Town Meeting Members, the

vote shall be taken by ballot and the use of the check list in the following manner: The monitor of each precinct and of the Delegates at Large shall furnish the members of his division with ballots; he shall appoint a member of his division to receive the ballots; as each ballot is de- posited, the voter's name shall be checked by the monitor ; when all have voted who wish to do so, the monitors shall deliver the ballots to a committee appointed by the Mod- erator; said ballots shall be deposited in one receptacle, and thereupon said committee shall proceed to sort and count the ballots and report the accumulated result to the Town Clerk.
This rule shall not be altered, suspended or repealed except by the vote of two-thirds of the members present and voting thereon.
A standing vote was taken and as there were 65 in favor and 70 opposed the motion was lost.
Article 19. Voted : That the Town raise and appropriate the sum of Two hundred fifty ($250.00) dollars for the purpose of extending the fire alarm system on Purchase Street and installing a fire alarm box in the vicinity of Branch Street.
Voted : To pass over remainder of the article.
Article 20. Voted : That there be appropriated from the Highway Fund, as provided by Chapter 2 of the Acts of 1939, the sum of Five thousand five hundred and eight dollars and forty-two cents ($5,508.42) for use by the Board of Assessors in fixing the tax rate for 1939.

Article 21. Voted: That the Town vote to raise and ap- propriate the sum of Two thousand six hundred ninety- four dollars and forty-two cents ($2,694.42) to pay an unpaid bill for Snow Removal for 1938.

Voted: That the Town transfer from the overlay reserve account the following items: One hundred eighty-four dollars and ninety-seven cents ($184.97) to over- lay account of 1931; Four hundred seventy dollars and twenty-eight cents ($470.28) to overlay account of 1932; Fourteen hundred dollars and seventy-four cents ($1400.74) to overlay account of 1934.
Article 28. Voted: That the Rule adopted at the Ad- journed Special Town Meeting, October 21, 1936, under Article 1, be rescinded, to wit:
"The monitors of each precinct shall receive from the Town Clerk a list of representative meeting members in their precinct and shall by roll-call then check the names of the members present or absent on said list. These lists shall then be filed with the Town Clerk and shall be pub- lished in the Annual Town Report in the minutes of each Town Meeting with details relating to those members

present or absent at said meeting," and substitute therefor the following new rule :

Project No. Mass. 1446-F pro- viding for improvements in the channel of the Charles River and in the vicinity of Central Street, and to authorize the Selectmen to make application therefor, to carry out said project and to contract with respect thereto.

Article 37. Voted: That the Selectmen be authorized to take by eminent domain under the provisions of G. L. (Ter. Ed.) Chapter 40, Section 14, as amended by Statute 1933 Chapter 283, Section 1, an easement for street drain- age purposes over land of Joseph and Helen Aleknas on the easterly side of Emmons Street, described as follows: Commencing on the easterly side of Emmons Street at land of one Donnelly; thence in an easterly direction along the northerly boundary of the said premises, one hundred sixty-five (165) feet more or less to land of Gardella; thence southerly along Gardella land six (6) feet; thence westerly on a line six (6) feet south of the northerly line of the said premises, one hundred sixty-five (165) feet more or less to the easterly side of Emmons Street; thence six (6) feet northerly to the place of beginning. The location of said strip of land being shown on a plan filed in Wor- cester Registry of Deeds, "Project Drainage, Milford, R. D. Stone, Civil Engineer, dated December 13, 1938," Book 2736, Page 135.
Article 38. Voted : That the Town vote to strike out Article 4 of the By-laws of Vernon Grove Cemetery, adopted at a

Town meeting held November 5, 1861, whereby the price of lots was fixed at a minimum of three ($3.00) dollars and a maximum of fifteen ($15.00) dollars; and substitute there- for the following Article :
"Article 4. The said Board of Trustees shall appraise the lots laid out in said cemetery, according to their relative value, at a price to be determined and fixed by the Trustees in the exercise of their sound discretion, and the price so determined shall be affixed to the number of each lot on the plan of said cemetery",
also by inserting the following new Article :
"Article 9. The Trustees are authorized to assess each lot owner a reasonable sum necessary for the care and im- provement of said lot at an annual rate or by the accep- tance of a sum of money to be held in trust, the proceeds of which are to be used for perpetual care of the same under General Laws (Ter. Ed.) Chapter 114, Section 19".
Article 39. The following report on River Street was read by the Clerk : .
Report of the Selectmen on the laying out of River Street.
For the purpose of relaying a public way known as River Street, extending easterly from Depot Street, the Selectmen of Milford, Mass. after giving due notice in writing to all parties interested they having signed releases therein, proceeded on the 14th day of March 1939, to lay out said street as follows :
Beginning at a point on the easterly side of Depot Street northerly of the railroad crossing and (13.5) thirteen and five tenths feet, northerly of a stone wall on land of John Sebastiano numbered 44 Depot Street and (32) thirty- two feet southerly of land of Giuseppina Peroni numbered 40 Depot Street. Hence south 61 degrees 10 minutes east (103.5) one hundred three and five tenths feet by land of said Sebastiano to the northeasterly corner of his property, this line forming an angle with Depot Street of 85 degrees 22 minutes. Hence on the same course crossing Charles Street, so called, (58.7) fifty-eight and seven tenths feet to

a point at land of Francesco Lombardi 6 feet westerly of a building used as a clubhouse.
This street is to be known as River Street, to (32) thirty- two feet wide and to lie northerly of this line.
Said layout is shown on plan marked River Street filed herewith, dated March 14, 1939, made by R. D. Stone, Civil Engineer.
There were no damages claimed and none awarded.

Report of the Selectmen on the laying out of Charles Street.
For the purpose of relaying a public way known as Charles Street, extending southerly from River Street, the Selectmen of Milford, Mass. after giving due notice in writ- ing to all parties interested they having signed releases therein, proceeded on the 14th day of March 1939, to lay out said street as follows :
Beginning at a point on the southerly side of River Street (103.5) one hundred three and five tenths feet from the easterly line of Depot Street and on the southerly side of River Street so called, thence at an angle of 94 degrees 4 minutes with said River Street, south 32 degrees 54 minutes

west (202.9) two hundred and two and nine tenths feet to a point on a right of way at the southeast corner of land of Nicola Grillo.
This street to be known as Charles Street, to be (20) twenty feet wide and to lie easterly of this line.
Said layout is shown on plan marked Charles Street filed herewith, dated March 14, 1939, made by R. D. Stone, Civil Engineer.
There were no damages claimed and none awarded.

RESOLUTIONS ON THE DEATH OF ATTORNEY JOSEPH H. DOYLE
RESOLVED: That the Voters of Milford Annual Town Meeting Assembled, have learned with deep regret and profound sorrow of the death of Attorney Joseph H. Doyle, who was a Town Meeting Member from Precinct Four, on March 16, 1939.
Attorney Doyle was engaged in the practice of law in our Town since 1907, and met with great success in his chosen field. He was always interested in the commercial and industrial life of the community and played an active part in matters pertaining to the Welfare of our Town.
