Article 39. To see if the town will vote to accept on the laying out of a public way the part of North Street that is not an accepted street to Ravenna Street which is a private way, or take any action in relation thereto.

Article 45. To see if the Town will accept the recom- mendations of the Zoning Board appointed by the Select- men under Article 14 of the Annual Town Meeting, 1937, in accordance with G.L.| (Ter. Ed.) Chapter 40, Sections 25-30-A (inserted by Statute 1933, Chapter 269) as amended for the purpose of originally establishing the boundaries of the districts and the regulations and restrictions to be enforced therein, and adopt such ordinances or by-laws with respect thereto as may be contained in said recommendations; or take any other action in relation thereto.
Article 46. To see if the Town will vote to raise and appropriate the sum of thirty-five dollars ($35.00) for the purpose of paying a 1936 unpaid bill for the Welfare Department, or take any action in relation thereto.
And you are hereby directed to serve this Warrant by publishing at least seven days before said meeting an attested copy of this warrant in the Milford Daily News, a newspaper published and having a general circulation in the Town of Milford, and by posting at least seven days before said meeting attested copies of this warrant in five or more public places located in said Milford.
Hereof Fail Not, and make due return of this Warrant with your doings thereon to the Clerk of said Town at the time of said meeting.

Milford, March 3, 1941.
Pursuant to the foregoing warrant issued by the Selectmen the qualified voters of the several precincts of the Town of Milford assembled at the time and places designated for the purposes therein expressed.
The precinct officers appointed by Selectmen were present and served.
The polls were declared open at seven o'clock A.M. and declared closed at eight o'clock P.M.
The ballots cast in the several precincts and the vot- ing lists were sealed and certified to by the Election Officers, and delivered to the Town Clerk, March 4, 1941.

In compliance with the requirements of Section 21, Chapter 39, General Laws, we, the Registrars of Voters of the Town of Milford, Mass., this day assembled in the Selectmen's Office in said Milford and canvassed the re- turns of voters cast for the several officers of the Town for the ensuing year and for Town Meeting Members, said returns having been made in accordance with the provisions of Section 105, Chapter 54, General Laws, T. C. Edition, said votes having been given in at the Annual Town Meeting held March 3, 1941. At a legal meeting of the inhabitants of the Town of Milford qualified by law to vote in Town Affairs held in Town Hall on the twelfth day of March, 1941, the said in- habitants proceeded as follows:
The meeting was called to order by John T. McLough- lin, Moderator, at 8:00 o'clock P. M.
The following Monitors to check the lists of Town Meeting Members and the Members-At-Large were ap- pointed by the Moderator:

It was voted to dispense with the reading of the war- rant.
The following Resolutions were read and adopted.
IN MEMORIAM
Resolved:
That the Voters of Milford in Annual Town Meeting assembled, have heard with deep regret and profound sor- row of the death of Edward C. Beaulac, July 26, 1940, Milford Highway Surveyor since 1925. An efficient and capable official, Mr. Beaulac was a natural leader and or- ganizer, and the construction and care of Milford streets was always first in his thoughts. Under his leadership Milford has long enjoyed an enviable reputation for the manner in which its streets have been cleared during the winter months. Possessed of a magnetic personality, de- voted to his home and friends, Mr. Beaulac enjoyed the respect and friendship of all who knew him.
Resolved:
That as a further mark of respect, business of the meeting be suspended and the voters stand with bowed heads as a silent tribute to his memory. Resolved:
That the Clerk be directed to send a copy of these reso- lutions to the relatives of the deceased.

IN MEMORIAM
Resolved:
That the Voters of Milford in Annual Town Meeting assembled have learned with deep regret and profound sorrow of the death of George Anderson, October 21, 1940, a Town Meeting Member from Precinct 5, and a janitor in the Milford School Department for 21 years.
A kindly and considerate man, he earned the respect and confidence of the teachers and children with whom he was associated.
As a Town Meeting Member he was keenly interested in all matters coming before that body, and was a regular attendant at all meetings.
Resolved:
That as a further mark of respect, business of the meet- ing be suspended and the voters stand with bowed heads as a silent tribute to his memory.

Article 2. Myron Morey, Secretary of the Finance Committee, presented the following report of the Finance Committee.
TO THE VOTERS OF MILFORD
Your Finance Commission has carefully studied the requests of the various departments and have listed here- with the amount of money which our study leads us to believe will be needed if present services are to be con- tinued efficiently.
Every year there are requests for increased appropri- ations in order that better service may be rendered, but with no increase in RECEIPTS and no major reductions visable to us, any increases would appear to have to be paid for by an increased TAX RATE, and such an increase is harmful to the present and future employers of the community as well as painful to the owners of real and personal property.
Unless tax receipts increase greatly during the first five months of 1941 over the same period of 1940 there will not be any CASH available for use against the appropria- tions total as a help in reducing the TAX LEVY.
There will be proposed to this meeting certain changes in procedure designed to speed up the business of the meeting without taking away any of the rights. If ac- cepted the BUDGET articles and the Finance Commis- sion's recommendations will be read, continuing through the list without stopping for separate votes. ANY VOTER DESIRING TO OBJECT TO ANY RECOMMENDED AMOUNT MAY DO SO BY SIMPLY RISING AND STATING THAT HE OBJECTS. That article will then be checked for further consideration.
After the Budget reading is completed all NO OBJEC- TION articles will be voted by one motion and the articles which have been objected to will be taken up and voted on separately.
WARRANT ARTICLES would be acted on separately, as at present.

No voter's rights would be reduced or embarrassed in any way, but much time should be saved.
We recommend that this procedure rule be adopted by the Town Meeting members.
We feel that the attention of the voters should be called to the magnitude of our various Relief Spending.
