Article 9. To raise and appropriate $60,000 for Tools and Materials account. Finance Commission recommends that $50,000 be raised and appropriated.


Due to reduction in W. P. A. forces and increasing employment it appears to us that this sum is sufficient.


Article 10. To appropriate funds from E & D Account for use as Available Cash in reducing Tax Levy. Finance Commission recommends that a sum not to exceed $30,000 be appropriated, if available at that time.

Article 16. To extend compensation insurance pro- tection to Highway Department foremen. Finance Com- mission recommends that this be done.


Article 17. To authorize the Registrars to appoint one of their members to a part time job, when needed. Fi- nance Commission recommends that this be done.


Article 18. To appropriate money for the purpose of printing and binding in one book all the rulings and by- laws which have been accepted by the town. These pamph- lets to be sold. Finance Commission recommends that $150 be appropriated provided the article is in proper form.


Article 19. To vote $200 for more street signs. Finance Commission recommends that $200 be raised and appro- priated for this purpose.


This should nearly complete the marking of the streets of the town.


Article 20. To vote money for Christmas lighting of the main section of the town. Finance Commission recom- mends that $300 be raised and appropriated for this pur- pose.


Total cost of this lighting is nearly $500 so the business concerns along Main Street will still have to contribute about $200 as they have in the past few years.


Article 21. To purchase a new ladder truck for the Fire Department at a cost of $14,500. Finance Commission recommends that this article be passed over.


We feel that there are very few buildings where larg- er ladders are needed and, while not modern, the present truck will continue to furnish the needed protection until a year when taxes are lower than we can foresee for 1941.


Article 22. This article asks $1,000 to care for Cedar Swamp property. Finance commission recommends that $150 be raised and appropriated for this purpose.


Article 23. To authorize the Selectmen to sell the Fountain Street school. Finance Commission took no ac- tion.

Article 24. This article asks the town to assume un- named liability for unnamed improvements by Massachu- setts Department of Public Works. Finance Commission recommends that this article be passed over.


Article 25. To raise and appropriate $341.15 to cover cost of boiler insurance on all boilers owned by the town. Finance Commission recommends that this amount be voted.


Article 26. To vote money for the hiring of playfields in various parts of town. Finance Commission recommends that $200 be raised and appropriated for this purpose.

Article 37. To authorize an annual audit instead of one each three years. Finance Commission recommends that this be done.


Article 38. To require a written explanation by any department when a contract is awarded to other than the low bidder. Finance Commission recommends that this be done.


Article 39. To vote the acceptance of part of North Street as a public street. Finance Commission recommends that this article be passed over.


Article 40. To raise and appropriate $1,500 for W. P. A. materials to be used in the painting and repairs of schools. Finance Commission recommends that this money be appropriated from the money voted under Article 9.


Article 41. To raise and appropriate $388.43 for the purpose of paying an unpaid bill of the School Department. Finance Commission took no action as unpaid bills are il- legal.


Article 42. To raise and appropriate $1,400 for the purpose of a spraying machine for the Tree Warden. Fi- nance Commission recommends that this article be passed over.


Articles 42, 43 and 44 are all inserted by the Tree War- den. We have commented on the request in the budget and we are satisfied that regardless of the amount of money used it would be spent on an impossible task.

Article 43. To raise and appropriate $900 for a truck to use with the sprayer requested in the previous article. Finance Commission recommends that this article be passed over.


Article 44. To raise and appropriate $600 for spraying materials. Finance Commission recommends that this ar- ticle be passed over.


Article 45. To accept the Zoning Laws with the amendment of the 1940 meeting. Finance Commission took no action.


Article 46. To raise and appropriate $35 for an un- paid bill of the Welfare Board in 1936. Finance Commission takes no action on unpaid bills as no department has any right to exceed the appropriation given it by the voters.


We hope that you have agreed with us in these arti- cles. If such is the case you have voted to raise and appro- priate $753,696.77, add a possible $582.68 of unpaid bills, plus $31,000 for Overlay, $39,000 for State tax, $1,000 for miscellaneous taxes, $24,000 for County tax, and the total to run the town for 1941 amounts to $849,279.45.


Deducting $219,000 town income and $10,700 from Poll Taxes, leaves a net amount to be raised by taxation of Real Estate and Personal Property of $619,579. With a valuation of $14,520,000 this will give us a 1941 rate of $42.70 per thou- sand. If any free cash is available at the time of setting the rate, this figure may be reduced slightly, but indica- tions at present do not lead us to believe that there will be any free cash.

Voted: That the Town Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1st, 1942, and to issue a note or notes therefor payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Chapter 44, Section 17, of the General Laws. A Resolution was presented by Representative Henry D. Barbadoro:


WHEREAS, there are grave doubts existing relative to the retention and operation of the present form of limited town government as established by Chapter 271 of the Acts of 1933:


THEREFORE, BE IT RESOLVED: That this assem- bly go on record in favor of petitioning the Legislature of 1943 that it grant to the Town of Milford the right to re- submit to the voters of the Town by ballot at the annual town election the question as to whether or not the Town should continue with its present form of limited town government or return to the old town meeting form.


The resolution was laid on the table.


Article 16. Voted: That the Town vote to accept the provisions of Chapter 152, Sec. 69 G. L. (Ter. Ed) as last amended by Statute 1939, Chapter 435, extending the provisions of said Chapter 152, to foreman, and sub- foreman in the Highway Department.

Article 17. Voted: That the Town authorize the Board of Registrars to appoint any member thereof as an Assistant Registrar or other Clerical work, the compensa- tion of such employee to be fixed upon the basis of $15.00 per week for actual services rendered, said com- pensation to be appropriated from the appropriation of Elections, Registrations and Town Meetings, under provi- sions of Chap. 41, G. L. (Ter. Ed) Sec. 4-A.

Voted: That the Town raise and ap- propriate the sum of One hundred fifty dollars ($150.00) for the purpose of printing the Compilation and Codifica- tion of all legislative acts accepted by the Town, By- Laws adopted by the Town, Rules & Regulations, gov- erning Town Meetings and certain Town Boards & Traffic Rules and Regulations, as prepared under W. P. A. Project No. 65-1-14-2689, the same to be distributed to the public at a price to be fixed by the Selectmen not to exceed 25c per copy.

Voted: That there be appropriated the sum of Fourteen thousand dollars ($14,000.00) for the purpose of purchasing a Junior Aerial Ladder Truck, and to meet said appropriation, that the amount of Four thousand dollars ($4,000.00) be raised in the Tax levy of the current year, and that the Treasurer be and here- by is authorized to borrow a sum not to exceed Ten thousand dollars ($10,000.00) and to issue bonds or notes of the Town therefor, said bonds or notes to be payable in accordance with the provisions of Chapter 44, General Laws, Tercentenary edition. The whole loan shall be paid in not more than three years, or at such period as may be determined by the Treasurer with the approval of the Selectmen.

Milford, March 14, 1941.


The meeting was called to order by the Moderator and 128 present, sufficient to make a quorum the meet- ing was opened by the Clerk reading the following Resolutions on the late James J. Fullum.


IN MEMORIAM


Resolved: That the voters of Milford in Annual Town Meeting assembled, have heard with deep regret and pro- found sorrow of the death of James J. Fullum, January 23, 1941, a Police Officer since 1914.


Mr. Fullum had been a Town Meeting Member since the present form of Government was adopted, and has always taken a great interest in Municipal Affairs.


As a valued member of the Police Department for years, he was conscientious and efficient in the per- formance of his duties.


He was loved and respected by those who knew him and especially by the school children.


Resolved: That as a further mark of respect business of the meeting be suspended and the voters stand with bowed heads as a silent tribute to his memory.

Resolved: That the Clerk be directed to send a copy of these resolutions to the relatives of the deceased.
