On Sunday, August 30, 1941 fireman Andrew Sonne died as a result of having received injuries while in the performance of his duties as a fireman. Fireman Sonne had acquired an outstanding record in the department to which he was first appointed in May, 1909. He was pos- sessed of an excellent disposition, extreme capabilities, and the rare qualities that not alone made him an ex- cellent fireman but a loving husband and a good father as well. Fireman Sonne fully realized his obligation to the Town and its inhabitants and was at all times most faithful to and highly efficient in his duties. The Fire Department and the Town as well as fireman Sonne's family have suffered and fully realized a great loss as a result of his untimely death.

Report of the Sewerage Commission


To the Citizens of Milford


The Board of Sewer Commissioners respectfully submit the following report of the work done during 1941 in connection with the construction and maintenance of the sewerage system.


Details of income and expense are included in re- ports of other departments and are not duplicated herein.


Construction activities under W. P. A. projects have been carried on in Freedom, Central and Alden Streets. Contract work has been done in Beach Street and Blan- chard Road, Cemetery Street and Church Hill Street.


On August 19, 1941 proposals were received for con- struction by contract of sewers in Beach Street, Blanchard Road, Cemetery Street and Church Hill Street. Two bids were received which totaled as follows:

The contract was awarded to the Costa Company on the basis of being the lower bid and for the following unit prices.

The work in Church Hill Street was not completed until December 16th and record drawings and assess- ment schedules had not been completed as of the date of this report.

During the year, operation and maintenance of the system has resulted in keeping the physical property of the sewer department in excellent condition; results of treatment at the disposal works, as evidenced by the latest published summary of analyses reported by the State Department of Health, indicate that on the basis of per cent removal of B. O. D. (bio chemical oxygen de- mand) the Milford plant has attained the highest of the seven Inhoff trickler installations in Massachusetts. The results at Milford, as measured by the above index, are about 9 per cent higher than the average of the remain- ing plants.


These results were obtained when handling sewage exceeded in strength by only two other municipalities, the raw sewage at Milford being approximately 8 per cent stronger than the sewage strength reported for all plants of this type.


The total number of particular sewers or connections to the mains is 1946, twenty-eight having been added during the year. The length of sewers in the system now. totals 26.53 miles. -

REPORT OF THE LIBRARY TRUSTEES


The Trustees of the Milford Town Library submit the following report for the year 1941 :-


There has been a decrease in the circulation of books for the year 1941.


The Trustees granted to Mr. Robert McGinnis, Libra- rian, a leave of absence. Mr. McGinnis enlisted in the United States Army and is now stationed at Fort Devens. His leave of absence began March 24, 1941 and no tem- porary librarian was appointed until September when Miss May A. Comba was named and began her duties September 15, 1941.


The Board wishes to extend to Mr. McGinnis their wishes for his success and safe return.


The Board wishes to gratefully acknowledge all donations made by individuals and organizations during the past year.


May the Board respectfully call attention to the Librarian's report which describes in detail the activity of the Library for the year 1941.

To the Trustees of the Milford Town Library :-


Gentlemen:


I herewith submit the following report for the year ending December 31, 1941.


CIRCULATION


The Library was open 303 days, during which time 59,084 books were loaned to the patrons of the Library. This figure shows a loss of 10,395 as compared with 69,479 the circulation figure for the year 1940.


The highest daily circulation was 422 and the lowest was 70. The average daily circulation was 194.9 and the circulation per capita was 4.5, while the per capita income was 31c.


There were 859 notices sent delinquents, this applies only to first notices.


The total registration as of December 31, 1941 is 3,650 borrowers. There were 14,330 persons served by the Periodical and Reference departments, showing a de- crease of 718 from the previous year, 1940.


Amount collected for fines and paid to the Town Treasurer, according to State law, $267.55.

The Library contains as per catalogue 27,560 books. The number of books added to the Library during the year is as follows :- 254 by purchase, 40 as gifts, and 1 by binding the Milford Daily News.


There were 936 books rebound by the W. P. A. Bind- ery Project.

NOTES


Mr. Robert McGinnis was temporarily relieved from his duties to join the United States Army. Mr. McGinnis served as Librarian very efficiently for 11/2 years. The members of the Staff join with the Board of Trustees in expressing their appreciation for his work, kindness and courtesy shown to them and sincere wishes for his safety and speedy return.


In September 1941 Children's Reading Hours were added to the work of the Library. These are held five afternoons a week. The children have found them very beneficial and enjoyable.


Many exhibits were held during the year, the pur- pose of which was to stimulate interest in books and art.


The Librarian and the Staff are grateful for all dona- tions of books; since these books have been of use and also denote the generosity and good will of the donors.

Report of the Inspector of Wires


To the Honorable Board of Selectmen:


The work of the Wire Inspection Department for 1941 has been along lines similar to former years, much of it advisory and the supervision of remodeling work. There has been a moderate amount of strictly new work.


The oil situation during Summer and Fall cut down the installation of oil burners but it has been to a large extent made up by the larger number of stokers in- stalled.


The State Fire Marshal's new regulations for oil burner controls have somewhat simplified them and made them safer in operation.


During the early part of the year the new National Electrical Code went in effect and caused some changes in construction practice and some further changes are still to go in effect.


During the Christmas season the Daily News, at my request, published some recommendations in regard to decorations which we hope may have had some beneficial results in the line of safety.


General improvement in the condition of wiring, especially in regard to grounding has been urged by the Electric Light Co. and myself, particularly in view of the possibility of air raids. On account of war con- ditions some classes of material are becoming more and more scarce and require some planning to keep the class of electrical work up to present standards.


The continued increase in the use of fluorescent lighting and the further extension of neon sign and dis- play work has made necessary more exacting regula- tions of ground requirements for the protection of the public.

Report of the Inspector of Animals


Milford, Mass., Jan. 1, 1942


The Honorable Board of Selectmen:


Due to an unprecedented delay in the arrival of the State Department printed material used in the general annual inspection of animals and premises it is not pos- sible to give a report on the condition of farm animals at this time. This inspection will be carried out when the Division of Livestock Disease Control sends the delayed forms.


During this year there has been no outbreak of any contagious disease among the domestic animals.


The usual check-up on transfers of cattle have been made and in this connection it would be well for the farmers to turn their attention to Bulletin No. 46 issued by the Dept. of Livestock Disease Control on the matter of interstate transfer rules. This order is on record at the Town Clerk's office or at the office of the Inspector of Animals.


There have been the usual number of dog bites to be investigated this year, but owing to the co-operation of the Board of Health in providing the Free Anti-Rabie Clinic to the townspeople, there have been no positive cases of rabies.


No cases of enciphalomyilitis (sleeping sickness) in horses have been reported.

Report of the Dog Officer


To the Honorable Board of Selectmen:


The following is my final report as Dog Officer of the Town of Milford for the fiscal year ending December 31, 1941. I have served as your Dog Officer continuously since July 5, 1927 and I take this opportunity to thank the peo- ple of Milford and the other Town Officers, particularly the various Boards of Selectmen under which I have served for their whole hearted co-operation given me dur- ing this extended period of time.


During the year of 1941, I received and adjusted numerous dog complaints from all sections of the Town. I picked up, boarded and destroyed 13 stray dogs during the year, and for this service the County reimbursed the Town in the amount of $52.00.


On July 1, 1941 there were turned over to me for in- vestigation and prosecution 145 unlicensed dogs. During the course of the year it was necessary for me to bring before the court 10 owners or keepers for disposition.


During 1941 there were 898 dog licenses and 2 kennel licenses issued.
