Report of World War II Memorial Committee
This Committee comprised of thirty town meeting members appointed by the Town Moderator and repre- senting the five precincts and members at large, was es- tablished by the authority of the vote of the Town Meeting Members on Article 56 of the Town Warrant, at the last annual Town Meeting, held in March 1949.
The mission of this committee, under the article, was to prepare plans for the erection of a suitable Com- munity Field Building which would embody a combination Auditorium and Gymnasium as a World War II Memorial Building.
Under the article the sum of $2,500.00 was appropri- ated for the purpose of acquiring these plans.
At the first meeting of this committee, Mr. Elmer C. Nelson was unanimously elected chairman and Mr. Don- ald F. Phillips was elected secretary.
The committee, after organization, made studies of various types of buildings which might be suitable to ful- fill the requirements of their mission and all such types were thoroughly investigated before a final conclusion was reached.
Much study was given to a prefabricated steel hangar type building which has been adapted by many leading colleges and universities for field houses and gymnasiums. The principal advantage of such a building is the tre- mendous amount of floor area offered at a cost that is very low when compared to a conventional type of con- struction for the same given area. However, the commit- tee, after a study of this type of building, based on the experience of some in use, concluded that the initial low cost would be offset by the comparatively high mainten- ance expense and shorter life span of such construction.
. 96
It was felt also that this type building did not present a suitable appearance for a fitting War Memorial, the pur- pose of this community building.
Turning to a conventional type of construction it was determined by the committee that it was quite possible to obtain what was required, within a figure arbitrarily set by the committee as what should be a maximum out- lay by the Town of Milford. While the Auditorium-Gym- nasium area of the conventional building is not as great as in the hangar type building, it appears to be quite adequate in the eyes of this committee.
A general plan was prepared by the committee whereby a building of steel and masonry construction, approximately 150 feet in length by 75 feet in width, containing an auditorium gymnasium, memorial foyer, meeting rooms, stage, kitchen, showers and locker rooms, could be constructed for $250,000.00.
The seating capacity of the auditorium would be ap- proximately 1,400 people. The seating capacity at a bas- ketball game using the main basketball court would be - 800 people. The building would be of simple design and economical construction and would present a very pleas- ing appearance. It would be a fitting and lasting tribute to the courage and sacrifice of the men and women of Milford who served their country so gloriously during World War II.
The land which the town voted to purchase last year situated on lower Main Street affords a most suitable loca- tion for this memorial. With Main Street frontage and in the immediate vicinity of Sacred Heart Church where your committee understands future plans call for a con- tinuing program of beautification, it would appear that this makes a fine setting for our Memorial Building ad- joining as it does the Municipal Fino Field property the facilities would be available for the use of the athletes
97
participating in outdoor sports there-then too the park- ing area of Fino Field would be readily available for events held in the new building.
In preparing the general plan described in the afore- mentioned, the sum of $2,500.00 which was appropriated for the use of this committee was not used. It was felt by the members that the information gathered by their study was sufficient to present in the committee's report for action by the Town Meeting Body. It was felt that no money should be expended until detailed plans for actual construction be authorized and thereby utilize fully every dollar that was made available.
