Milford Public Medical Home and Infirmary


On December 12, 1955 we opened our Medical Home at the former Town Infirmary. The day previous, Decem- ber 11, 1955, we had open house and were very much pleased at the large number of people who came to in- spect our new Medical Home, 318 by actual count, and the remarks of the visitors were very pleasing to us. We feel that as time goes on the people of Milford will be very thankful for having such a Medical Home and Infirmary.


We would like to express our thanks to the Board of Public Welfare; Mr. Carroll, Highway Surveyor, for all the consideration shown us and also other town officials, doctors and nurses; and many others, too numerous to mention.

I respectfully submit the following report of my ac- tivities as Town Physician for the period extending from January through December, 1955.

As Town Physician I made ninety-four calls to the Town Infirmary to examine and treat patients, or to trans- fer inmates to other institutions. In addition to these calls I had one-hundred six visits in my office from pa- tients who are at the Infirmary or who receive welfare benefits. There are still more patients who receive wel- fare benefits who were visited at the various rest homes in the community and at private homes.


I wish to express my appreciation for the cordial rela- tions and the cooperation extended to me by Mr. Ahearn and other members of the staff of the department.


I also wish to commend Mr. and Mrs. Ebberling for the very excellent manner in which they have conducted the affairs of the Infirmary.

Report of the Park Commissioners for 1955


To the Honorable Board of Selectmen and Citizens of Milford:


We hereby submit our annual report for 1955 with financial report appended.


The Parks suffered this year from flood conditions especially Calzone and Town Parks. The Army Engin- eers are already working to repair Calzone Park.


The Playgrounds had another successful season under the supervision of Mr. Benjamin F. Consoletti. The polio epidemic naturally affected the Playgrounds attendance as it did to all activities. Next year another playground will be added at Prospect Heights and this will bring the playgrounds up to six areas.


One more tennis court was hot-topped and we hope to do one more this year and finish them. After the fences are straightened and painted, the tennis courts will be in the shape they should be in for the tennis enthusiasts.


We wish to thank all the various departments for their help and cooperation throughout the year.

REPORT OF THE SUPERINTENDENT OF SCHOOLS TO THE SCHOOL COMMITTEE AND THE CITIZENS OF THE TOWN OF MILFORD


Herewith I submit respectfully the seventy-seventh annual report of the School Department and my ninth as Superintendent of Schools.


PROGRAM


Previously adopted changes in our program continue in operation and are functioning well.


The absence or limitations of certain physical facili- ties of necessity have their impact on the curtailment of certain aspects of our program in the areas of physical education, home economics, industrial arts and the hot lunch program.


The utmost advantage is being made of the existing facilities; however, in the above mentioned areas our stu- dents are being denied offerings or receive a restricted pro- portion of what is commonly considered a modern edu- cational program.


During 1955, it was necessary to make available more space in the High School building for elementary grade pupils. At present there are two pre-primary classes, one fourth grade and three fifth grades being housed in the High School. Three sixth grades are being housed in the Stacy School; one of these rooms is located in the base- ment.


The evening classes organized last year proved very successful and popular.


In the Equivalency Certificate Program, the subjects of Biology and Typewriting were added, while in the Adult Vocational Program classes were added in Advanced Cloth- ing, Advanced Rug Making and Advanced Decorated Ware.

In the field of health, the usual clinics were continued and for the first time in history children of grades one and two received the Salk Polio Vaccine. During the coming year, it is expected that many more children will receive the benefit of this program.


The School Physicians, together with the School Nurse, the Board of Health Nurse, and the District Nurse worked cooperatively in the conducting of the clinics, which were available to children from both public and parochial schools of the town.


During the latter part of the year, a course entitled Milford Institute on Youth Problems was presented by Mr. Thomas J. Curtin, Director of Citizenship in the Mas- sachusetts Department of Education. Teachers from Mil- ford schools, as well as others from surrounding communi- ties, attended the course which dealt with the many facets of the problems of youth today in our community. The course was sponsored by the Milford Teachers' Associa- tion, and it brought to our town several outstanding lead- ers engaged in the study of Youth Problems.


PLANT


STACY SCHOOL:


The entire interior of the Stacy Jr. High School was redecorated last year. This was a sizable job, but it was badly needed. It is hoped that during the coming year a similar job may be done in the High School.


MILFORD HIGH SCHOOL:


A considerable amount of plastering was done in the High School. This work was necessary because of leaks which existed prior to the pointing of the building.

NEW EQUIPMENT:


New lockers were installed in the corridors of the High School. It is hoped that this program might con- tinue for another year or two.


New microscopes were purchased for the science classes in the High School.


In the Spruce Street School, the old desks and chairs used by the pupils were replaced with new furniture. It is hoped that this program may be carried on in some of the other schools where furniture is badly in need of replace- ment.


A new Bell and Howell film sound projector was pur- chased for use in the Audio-Visual Department.


A new sidewalk plow was purchased for use in the Milford High-Stacy School area.


A new chain link fence was erected on the south side of the High School. An extension of this fence was erected on the east side of the Stacy School.


PERSONNEL


In the important responsibility of providing the best personnel available in our teaching positions, I am pleased to report that the Committee was highly successful in their selection and appointment of the following:


Miss Barbara A. Burns as teacher of Grade V in the High School building.


Dr. John J. DeSalvia as teacher of mathematics and U. S. History, Milford High School.


Miss Eleanor A. Vesperi as teacher of Grade VI, Stacy Jr. High School.

Mr. Anthony J. Villani as teacher of Italian, English and Social Studies, Milford High School.


The following transfers were made:


Mrs. Blanche Edwards from Stacy, Grade V to Chapin, Grade I.


Mrs. Regina Stare from Stacy, Grade VI to Stacy Grade VIII.


New Assignments:


Miss Claire F. Hogan was appointed principal at the Chapin St. School, succeeding Miss Florence N. Aldrich.


Resignations were received from the following:


Miss Florence N. Aldrich, as principal of Chapin St. School.


Miss Hannah E. Callanan, as teacher of history at the Milford High School.


Sincere appreciation is extended to both Miss Aldrich and to Miss Callanan for their devotion to duty and for the splendid contribution to the children of our commu- nity for so many years.


I pray that their years of retirement shall be many, replete with good health and happiness.


SALARY SCHEDULES AND RATES IN EFFECT DURING 1955


The following rates are paid to the four administra- tive positions as follows:


Superintendent of Schools


$6950.


High School Principal


5850.

Assistant Principal of High School 5400. Junior High School Principal 4900.


The single salary schedule for teachers has a mini- mum of $2500 and a maximum of $4000 for non-degree teachers and teachers with a bachelor's degree. Teachers holding a master's degree receive a $200 increment above the bachelor's rate, and those holding a doctor's degree receive a $200 increment above the master's rate.


Teachers entering the system without experience start at the minimum salary and in a period of ten years they may reach their maximum through a combination of professional study of twelve semester hours, and by means of automatic annual increments.


Department heads are given an increment of $500 above the schedule.


Elementary school principals receive an increment of $50. plus $10. per classroom in the school of which they are the principal.


The salary of the School Nurse is $3450. per year.


The salary of the Attendance Officer is $3600. per year.


The salary of the School Physicians is $800 per year.


The salary of the clerks in the offices of the Super- intendent of Schools and High School Principal is $2710. per year.


The rates of full time permanent custodians are $62.04 per week minimum and $72.04 per week maximum. The difference between the minimum and maximum is reached by automatic increases of $100. per year for 5 years.

Part time custodians are paid at the rate of $15.97 per week.


The Cafeteria Director is paid at the rate of $45.00 per week (for 40 weeks), and the cooks are paid at the rate of $37.50 per week for each week they work.


MILFORD TEACHERS' ASSOCIATION


The officers of the Milford Teachers' Association are: Mr. Charles J. Brucato, President; Mr. J. Gerard Sweeney, Vice-President; Miss Regina V. Bianchi, Secretary and Miss Dorcas Magurn, Treasurer.


RECOMMENDATIONS


In view of the expanding enrollment, especially in the elementary grade areas, and in view of the fact that we are using every available classroom facility to accom- modate elementary school enrollment, and further, in view of the absence of modern facilities to present a proper ele- mentary school program to our children, I most sincerely recommend that steps be taken to implement the con- struction of a new elementary school building.
