Report of the Chief of Police
The Honorable Board of Selectmen Town Hall, Milford, Mass.
Gentlemen:
It is my pleasure to submit the following report of arrests and other duties, performed by your Police De- partment during the year of 1955.
The Town of Milford was honored by the American Automobile Association with a Citation for our program of Pedestrian Accident Control. The Town was also hon- ored by the National Safety Council in recognition of its accomplishments in completing the year of 1954 without a fatal motor vehicle traffic accident, within the municipal limits. Our Safety program is under the direction of Sgt. James J. Curley, Safety Officer. I feel I should also note that for the year 1955 there was not a fatal accident with- in the Town limits, for which we are all very grateful.
Sgt. John J. McGrath, Director of the Auxiliary Police Unit has continued the fine progress and program for the year 1955 and this was proved during the floods, that they certainly are essential in an emergency for with- out their assistance, we in the Police Department would have been sorely taxed.
Patrolmen W. F. Conley and H. B. O'Sullivan were graduated from the Police Officers Training School, spon- sored by the Mass. Police Chief's Association and con- ducted by the State Police Training School at Framing- ham, Mass. Since the School has been operating we have had eight patrolmen graduated, from our total of sixteen patrolmen. We commend the school and hope to con- tinue our policy of sending our men to the school.

Recommendation is respectfully made, that Police Call Boxes be installed on Main and Central Streets for the protection of the public and the patrolmen on those beats.
Recommendation is also made, that the cells in the lock-up be replaced, as they have outlived their usefulness and have been condemned by the State Department of Public Health, for years.
Further recommendation is made, that the Town pur- chase a Servi-car (three wheel motorcycle) which will en- able your Police Department to better enforce the Traffic Rules and Orders of the Town of Milford.

I further recommend that immediate action be taken to relieve the Traffic situation in our Town. To point up the most important facts to justify my recommendation I submit the following, from the records of the Board of Assessors; In 1952, cars registered totaled 5192, compared with 1955, the incomplete records show 5982 cars regist- ered. An increase of 790 cars. Also the Tax Collector will receive, for the year 1955 a total of $137,891.43 for Excise Taxes. Therefore I recommend that an authority for Off Street Parking be set up, similar to the Housing Authority and that they be authorized to borrow sufficient funds to set up the Off Street Parking Area's and that the income. be used to pay off the debt. This manner of Financing would not raise the Tax Rate appreciably.
It is my pleasure to report, that since May 31, 1952 we have not had a fatal Motor Vehicle accident in the Town of Milford and may I at this time, thank the motor- ing public and all concerned, including the School Depart- ment, St. Mary's and Sacred Heart School authorities, Patrol Boys, Highway Department, Milford Daily News, Worcester Telegram and Evening Gazette and all others who have made this enviable record possible, and to ex- press the hope that we shall all cooperate to maintain this record for the year 1956.

To the Honorable Board of Selectmen:
Gentlemen:
Upon assuming the duties of Town Counsel for the year 1955, I found four actions at law pending against the Town; all four were for personal injuries received by the claimants. During the year just past one of these actions went to final judgment in the amount of $665.00 which sum was paid out of available funds in the Treasury.

Outstanding against the Town at this time are six claims for personal injuries received by the claimants due to alleged defects in the walks and streets of the Town. Appropriate action has been taken by me to properly de- fend these claims.
With respect to claims for personal injuries filed against the Town during the year 1955, I have settled all but two of them.
When I assumed office last March, there was in the Damage to Persons and Property Account the sum of $1500.00. There now remains a balance of $217.45.
I list herewith an account of the items of expenditures out of this fund.

Many conferences were held with various town offi- cials and many opinions, both written and oral, were given to the Selectmen and other officials of the Town. Many instruments affecting the Town were drawn and. recorded. By-laws dealing with one-way streets and park- ing of vehicles were drawn and filed with the Department of Public Works and approved by the Attorney General.

Petitions for variances of zoning restrictions, prepara- tion of articles for the warrant for the Special Town Meet- ing, laying out and acceptance of Sumner street extension as a public way, and other matters relating to the Milford Industrial Park, Inc. received by attention and considera- tion.
Many trips to Boston and Worcester in connection with the Town's business, and in some instances involving and affecting the property and property rights of worthy citizens, were made by me at my own expense.
Much time and energy were expended by me in an effort to bring aid, assistance and relief to the Town and those individuals and concerns who suffered loss and dam- age from the flood waters of last August.
I have made every effort to be courteous to both of- ficials and citizens who called on me for help, advice and assistance during the year. Many times, as in the past, I went beyond the requirements of my duties to assist and advise those of our citizens who sought my help.
In conclusion, I want to express my sincere thanks to all department heads, boards, committees and all town officers for their assistance, and for the many courtesies extended to me during the past year.
