mustered into the armed forces from Milford during the Korean conflict and report back at the next annual town meeting.


Article 75. Voted: That the Town vote to accept an act passed by the General Court in the current year entitled "An Act placing the Office of Veterans' Agent and Director of Veterans' Services in the Town of Milford un- der the Civil Service Laws."


Article 76. Voted: That the Town vote to raise and appropriate the sum of One hundred twenty-five ($125.00) dollars for the construction of a section of Main Street near the Hopedale town line, said money to be used with money to be allotted by the State and County for said purpose, the same to be expended under the supervision of the Board of Selectmen.


Article 77. Voted: That the Town will vote to ap- propriate from the unexpended balance of the Sewer Con- struction Account for 1952 the sum of Six Thousand Nine Hundred and Forty-One dollars and Eighty ($6,941.80) Cents, and from the unexpended balance of the Sewer Construction Account for Congress Street the sum of One Thousand Seven Hundred and Forty-Two dollars and Seventy-Four ($1,742.74) Cents, and from the unex- pended balance of the Fino Field Lighting Equipment Account the sum of Three Hundred and Fifteen dollars and Forty-Six ($315.46) Cents, making a total of Nine Thousand ($9,000.00) dollars for the construction of a sewer on Congress Terrace from Westbrook Street ap- proximately 800 feet.

Article 87: Voted: That the Town raise and ap- propriate the sum of Five Hundred ($500.00) dollars for the purpose of establishing and maintaining a business and industrial commission to promote business and in- dustry in Milford.

The meeting was called to order by Moderator Cur- ran at 8 o'clock and the following Monitors checked the precincts:

There were 151 members present more than enough for a quorum and the Clerk read the warrant and the officer's return thereon.


Article 1. The Clerk read the report of the Exten- sion of Sumner Street.


Beginning at a stake at the northwest corner of Sumner St. as accepted by the Town of Milford in 1926, at the northeast corner of land of Vincenzo Volpe et al. Said stake is located N. 1 degree W., 151.5 ft. from a con- crete bound at the southeast corner of Volpe land in the northerly line of Fells Ave.


Thence running N. 1º-00' W. 600.0 ft. to a stake.


· Thence, N. 89°-00' E. 48.0 ft.


Thence, S. 1°-00' E. 599.58 ft. to the northeast corner of Sumner St.


Thence, S. 89º-30' W. 48.00 ft. to the point of be- ginning.


The street is to be built through land of Bertha & Edith Clark and land of Milford Industrial Park Inc. as shown on "Plan of Proposed Extension of Sumner St., Milford, Mass., October 1955. Scale 1" equals 50', by Eastman & Corbett, Inc. Civil Engineers, Milford, Mass.


Voted: That the Town vote to accept and allow the report of the Selectmen on the laying out as a public way, a private way known as Sumner Street Extension.

Voted: That the Town vote to appro- priate by transfer the sum of Three thousand ($3,000.00) dollars from the Establishing of Town Dump account un- der Article 44 for 1953 and appropriate by transfer from Excess and Deficiency Account, the sum of Nine thousand fifty ($9,050.00) for the construction of Sumner Street Extension. Said money to be expended under the super- vision of the Highway Department.

I submit herewith my report of an audit of the books and accounts of the town of Milford for the period from May 1, 1954 to July 19, 1955, made in accordance with the provisions of Chapter 44, General Laws. This is in the form of a report made to me by Mr. William Schwartz, Assistant Director of Accounts.

In accordance with your instructions, I have made an audit of the books and accounts of the town of Milford for the period from May 1, 1954, the date of the previous

examination, to July 19, 1955, and submit the following report thereon:


The records of financial transactions of the several departments receiving or disbursing money for the town or committing bills for collection were examined, checked, and verified by comparison with the reports and records of the town accountant.


The accountant's ledgers were analyzed, the appro- priations voted by the town as shown by the records of the town clerk and the transfers from the reserve fund as authorized by the finance committee were checked with the appropriation accounts, and a balance sheet, showing the financial condition of the town on July 19, 1955, was prepared and is appended to this report.


i The books and accounts of the town treasurer were examined and checked in detail. The addition of the cash book was verified, the receipts, as recorded, were analyzed and checked with the records of the several de- partments collecting money for the town and with other sources from which money was paid into the town treas- ury, while the payments were checked with the warrants of the selectmen authorizing the treasurer to disburse town funds and with the accountant's records.


The cash balance on July 19, 1955 was proved by re- conciliation of the bank balances with statements fur- nished by the banks in which town funds are deposited and by actual count of the cash in the office.


The tax title deeds on hand were examined and listed. The amounts transferred from the various tax levies to the tax title account were proved, and the tax titles, as listed, were verified by comparison with the records at the Registry of Deeds.


The payments on account of maturing debt and in- terest were verified by comparison with the amounts fall- ing due and with the cancelled securities on file.

The savings bank books and securities representing the investment of the trust, investment, and retirement funds in the custody of the treasurer were examined and listed, the income was proved and all transactions were verified by comparison with the records of the town ac- countant and the town treasurer, and, in the case of the retirement fund, with the records of the retirement board.


The books and accounts of the tax collector were examined and checked in detail. The tax, excise, and sew- er assessment accounts outstanding at the time of the previous audit, as well as all subsequent commitment lists, were audited and reconciled with the warrants of the assessors and the sewer commissioners committing the accounts for collection.


The addition of the collector's cash books was veri- fied, the payments to the treasurer by the collector were checked with the books of the treasurer, the abatements were compared with the assessors' records of abatements granted, and the outstanding accounts were listed and reconciled with the ledger accounts of the accountant.


The outstanding accounts were verified by sending notices to a number of persons whose names appeared on the books as owing money to the town, and from the re- plies received it appears that the accounts, as listed, are correct.


The records of licenses and permits issued by the selectmen and the town clerk were examined and checked, the payments to the State and the town being verified.


The surety bonds of the officials required by law to furnish them were examined and found to be in proper form.


In addition to the departments mentioned, the books and accounts of the sealer of weights and measures and of the police, fire, health, highway, public welfare, veter-

ans' services, school, library, recreation, and cemetery de- partments were examined and checked, the payments to the treasurer being verified.


Appended to this report, in addition to the balance sheet, are tables showing reconciliations of the treasurer's and the tax collector's cash, summaries of the tax, excise, assessment, tax title, and departmental accounts, as well as schedules showing the condition and transactions of the trust, investment, and retirement funds.


While engaged in making the audit cooperation was extended by the several town officials, for which, on be- half of my assistants and for myself, I. wish to express ap- preciation.
