WHEREAS, the community has lost a trusted, faith- ful and honorable citizen and servant who had served our Town so efficiently and conscientiously for many years with honor and distinction, with nothing other than the satisfaction derived from serving for his remuneration, an attribute possessed by not too many of his peers but evidenced on so many occasions by him.
THEREFORE BE IT RESOLVED, that we the Town Meeting Members of Milford offer to his beloved wife our sincere expression of sympathy and request that the business of this meeting be suspended and that the members thereof stand in silent tribute to his memory, and
BE IT FURTHER RESOLVED, that his wife be pre- sented a copy of these resolutions and that a copy be in- serted in the records of the next annual Town Report.

WHEREAS:
Almighty God, in His infinite wisdom, has deigned to summon Raphael Marino, His humble servant, to his eternal reward and repose, and
WHEREAS:
Raphael Marino, as Supervisor of Attendance in our School Department for thirty years, was ever capable, efficient, honest and courteous in the discharge and per- formance of his appointed duties and responsibilities, and
WHEREAS:
For many years he served as a Town Meeting mem- ber, being devoted, interested, fairminded and conscien- tious at all times, and
WHEREAS:
He was among the first of those who left his native land of Italy to settle in our community long before the turn of the century, and
WHEREAS:
He gave so generously and so frequently his many talents, his wise counsel, his sympathetic understanding to the multitudes of people with whom he was in daily contact and association, and
WHEREAS:
In his passing, our Town has lost one of its finest gentlemen, sincerely devoted to his church, his commu- nity, his work and to his family; therefore,
BE IT RESOLVED:
That, as a symbol of our genuine respect for this grand person and for his contribution over many years to the improvement and growth of our town, the business of

this meeting be suspended while the members stand in solemn silent prayer and pay public tribute to the memory of Raphael Marino, and
BE IT RESOLVED FURTHER:

Dear Mr. Curran:
The members of the Rules Committee authorized by the Town Meeting and appointed by you herein submits a report of the actions of the committee.
The group held an organization meeting and elected Mr. Joseph DeLuca to serve as chairman of the com- mittee.
Successive meetings were held and discussions on procedure for conduct of the town meetings were held at all meetings.
The Moderator attended two of the meetings and explained rules and procedures in answer to inquiries from the committee members.

The committee recommended to the Board of Se- lectmen that three microphones be installed in the town hall for use of the town meeting members and the mod- erator. One to be placed on the stage at the Moderator's desk for his use, and two to be placed on the floor of the hall accessible to town meeting members for use in ad- dressing the body.
The Committee voted: That the members of the Rules Committee request that six ballot boxes be placed, one at each precinct, under the supervision of the moni- tors of the respective precincts, for reception of cast bal- lot votes, The monitor, in accord with provisions of the rule adopted by the annual town meeting of March 10, 1954, will then place the ballots in one receptacle to be sorted and counted for by the committee appointed by the moderator for said purpose.
Six members of the committee voted in favor of the ballot boxes.
One voted in opposition.
The Committee voted to request the town meeting to continue the Rules Committee during the coming year with said committee to report again to the annual town meeting of 1956.

Under Article 2. Mr. John L. Manuel, Chairman of the Finance Committee presented the Moderator with a Finance Committee's Report.
Article 2. Voted: That the town vote to receive the report of the Finance Committee and that the Mod- erator inquire if any voter wishes to consider any item separately. Any voter who so wishes shall ask the Mod- erator to remove this item from the report and when this has been done that the town vote to raise and ap- propriate the amounts recommended by the Finance Com- mittee. The meeting shall then consider the items to which objection has been made by taking up each item individually.

Article 12. Voted: That the Town vote to au- thorize the Highway Surveyor to sell any obsolete mate- rials and equipment owned by the Town and presently controlled by the Highway Department.

(1) That the establishment of a municipally owned and operated off-street parking area at a total cost not to exceed $118,388 is hereby authorized, said off-street park- ing area to have parking meters installed thereon and to be constructed on land to be acquired by the town and hereinafter described;
(2) That the Board of Selectmen is hereby au- thorized to acquire on behalf of the town for off-street parking purposes, by purchase, by eminent domain under

Chapter 79 of G. L. (Ter. Ed.), or otherwise, the fee in the land hereinafter described including any buildings thereon, namely,
"A certain tract or parcel of land with the buildings thereon situated westerly of Main Street, easterly of Clark Street and between Exchange Street and Fayette Street in Milford, Worcester County, Massachusetts, and being more particularly bounded and described as follows, to wit :-
Beginning at a stone bound at the southeasterly corner of the premises at Exchange Street and at land of one Casey, thence N. 60 degrees W. 20.5 feet to a pin; thence continuing the same course 52.48 feet to a drill hole; thence continuing the same course 41 feet to a pin; the last three courses bounding by the northerly line of said Exchange Street; thence N. 32 degrees 07' E. 160 feet; thence N. 61 degrees 35' W. 59.1 feet; thence S. 32 degrees W. 21.4 feet; thence N. 88 degrees W. 19 feet; thence S. 32 degrees W. 13.7 feet; thence N. 60 degrees 27' W. 61 feet to a point in the easterly line of Clark Street, the last six courses bounding on land of the Methodist Episcopal Church; thence N. 32 degrees E. by the easterly line of said Clark Street 115.95 feet to the southerly line of Fayette Street; thence S. 60 degrees 05' E. 92.25 feet to an iron pipe; thence continuing the same course 129.5 feet to a drill hole; thence continuing the same course 20 feet to a point, the last three courses bounding by the southerly line of said Fayette Street; thence S. 28 degrees 53' W. by remaining land of the Wor- cester County Electric Company and by remaining land of one Ring 164.40 feet to a stone bound; thence con- tinuing the same course 22.5 feet to a point; thence N. 61 degrees 07' W. 2.5 feet to a point; thence S. 28 degrees 53' W. 5.33 feet to a point; thence S. 61 degrees 07' E. 2.5 feet to a point; thence S. 28 degrees 53' W. 37 feet, more or less to the stone bound at the point of beginning, the last five courses bounding by remaining land of one Casey.";

(3) That the sum of $104,000 is hereby appro- priated to pay for acquiring said land and said sum shall be raised by appropriating $4000 of the sum of $12,288 received as a gift under the preceding Article and by bor- rowing the balance of $100,000;
(4) That the sum of $8288, being the balance of the sum of $12,288 received as a gift under the preceding Article, and the sum of $6100 to be transferred from the Parking Meter collection account are hereby appropriated to meet the balance of the cost of constructing the off- street parking area hereinbefore authorized and installing parking meters thereon;
(5) That the Treasurer is hereby authorized under and pursuant to G. L. (Ter. Ed.) Chapter 44, Section 7, Clause (3) to borrow the sum of $100,000 for the purpose of acquiring said land and to issue and sell serial coupon bonds or notes of the town, each issue of said bonds or notes to bear such date, such rate of interest, to mature at such time, not exceeding twenty years from the date thereof, and to be in such form and to be sold in such manner as shall be determined by the Treasurer with the approval of the Selectmen.
A standing vote was taken and 95 persons having voted in favor and 55 persons having voted in opposition, the motion was lost as it required a two-thirds vote.
