Annual Report of the Board of Selectmen
On March 8, 1955, the day following the re-election of Marco A. Balzarini, Atty. William V. Bellantonio, and Atty. Michael P. Visconti to the Board of Selectmen, your Board met and organized by choosing Mr. Visconti as its Chairman.
Your Board is happy to report that the industrial sit- uation in Milford is very healthy with the prospect of a much brighter future. Through the untiring efforts of Charles H. Miller, Joseph Rosenfeld, and Orie Van Rye, representatives of the Industrial Commission of the local Chamber of Commerce, together with the wholehearted support of your Board, there is now in progress the con- struction of two factories with the prospect of more being built in the near future.
Besides the construction of these factories, the Porter Shoe Company has expanded its present facilities by tak- ing over the former Kartiganer Hat Shop on No. Bow Street, and the Fitzgibbons Co. has moved to larger quar- ters because of increased production. All in all, the future of Milford from an industrial point of view is very good indeed. It is hoped that the continued efforts being made by the Industrial Commission appointed by the Board the past year will bring more industry to Milford. With the co-operation of all citizens and Commissions, your Board feels confident that more factories will locate in Milford in the near future.
Your Board is pleased to report that increased light- ing facilities have been installed during the past year with only a little extra cost to the taxpayer. Our Main Street lighting system, together with new lighting on side streets in need of improved lighting, has increased the efficiency at least four times over the old system. From the various

reports received, it is quite apparent that the vast major- ity of our citizens are well pleased with the change.
Once again your Board would like to call your atten- tion to the "smoke and soot" nuisance that has plagued certain areas in our town for a long time. It is happy to report that the Board of Health, with the aid of the Town Counsel, has taken definite steps toward the promulgation of Rules & Regulations governing the emission of smoke. The citizens in the affected areas are asked to be patient a while longer as relief from the nuisance is likely to re- sult upon the promulgation of the Rules & Regulations above-referred to.
The tree problem which exists in Milford does not seem to improve appreciably. Your Board feels that more attention should be given to our trees as all will agree they are valued possessions in any community. It is felt that the Tree Warden should be given more encourage- ment in his endeavors to eliminate the varied diseases that afflict some of our finest trees. The appropriation of more funds for the purpose of protecting our trees will aid greatly.
Your Board is interested in developing the property in the Pospect Heights district which was turned over to the town by the Draper Corporation. It is believed a sizable park can be developed for the benefit of all citizens, especially for the children who reside in the area, with very little expense to the town. However, the wholehearted co-operation of the citizens residing in the area must be had if such a park is ever to come into existence.
On the dark side of the picture, your Board is sad to report that, once again, the uncontrollable elements wreaked havoc with our town as was the case in many other cities and towns throughout the state. However, your Board is happy to report that immediate steps were taken to aid the stricken areas and to prevent much great- er damage. Too much praise cannot be given to our High- way Surveyor, Mr. Carroll, for the splendid way in which

he responded to our call. Our Police Chief, Mr. Fitz- patrick, and our Fire Chief, Mr. Adams, are deserving of much credit for the manner in which they co-operated. Our Civilian Defense workers and our Auxiliary Police are deserving of high commendation for their untiring ef- forts during the flood period. As a matter of fact, all our citizens are to be congratulated for the way in which they co-operated with your Board.
While on the matter of floods, your Board wishes to report that many meetings have been held with various State and Federal representatives with a view of taking steps to prevent any recurrence of the disaster. As a re- sult, much State and Federal aid has been received. What is more promising is that tentative plalns are already in existence which, if carried to a successful conclusion, will eliminate, in all probability, the occurrence of future floods along the Charles River and the various brooks through- out the town, especially Godfrey Brook. Shortly, there will be a hearing on a bill filed by our local representatives which affects our town greatly in relation to flood control. Your Board will be there representing the interests of our town.
Weekly meetings and many special meetings have been held by the Board during the year. Many confer- ences were held with townspeople who sought aid in one form or another. Your Board has always endeavored to be fair and impartial in their decisions.
In closing, your Board wishes to extend its heartiest thanks to all departments and department heads, and all the citizens who co-operated so well with it. May we all continue to work together for the betterment of Milford.

To the Honorable Board of Selectmen:
Herewith I submit my annual report of the financial transactions of the Town of Milford for the year ending December 31, 1955.
Included is a detailed report of the Receipts from all sources of income, a detailed report of the Expenditures of each Department and Account, a Recapitulation and Estimate table showing the Appropriation, Receipts, and Transfers, Expenditures and Balance-December 31, 1955, and the estimated cost to run various departments as sub- mitted by them for the coming year.
