Report of the Milford Planning Board
To the Honorable Board of Selectmen and Citizens of the Town of Milford:
The Planning Board respectfully submits the following report for the year ending December 31, 1960:
As has been customary for the past few years, the Board held regular bi-monthly meetings during the year, at its offices at 126 Main Street, with the exception of June, July, and August when only one meeting was held each month.
Many plans, not requiring approval, were submitted and signed by your Board. Also many subdivisions were sumitted for approval.

The Amendments to the Milford Zoning By-Laws which require 100 ft. frontage, was passed and adopted at our annual town meet- ing. Your Board feels that existing Zoning By-Laws require some changes and studies are being made to that effect.
A Master Plan was discussed with a private concern and the State Department of Commerce, for the Town of Milford. Basically, a Master Plan is an outline of town resources, roads, areas that are eligible for housing, building, etc., also information that would be of great importance to the town of Milford.
Particularly in this era of large developments, increased build- ing and large interstate highways, your Board feels, and emphasis that a study of the proposed Master Plan should be carried out with department heads to enable us to obtain the necessary funds at our next town meeting. It will be further noted that money is available from the State Department of Commerce in reference to this Master Plan.
We wish to thank our town officials for their co-operation throughout the year.

APPELLATE TAX BOARD
During the year three Appellate Tax Board cases were dis- missed against the Town. Four cases are still pending and all involve petitions for real estate tax abatements on Main Street properties.
TORT CLAIMS FOR PERSONAL INJURIES AND PROPERTY DAMAGE
Six persons have made claims for either personal injuries or property damage allegedly incurred by sidewalk or highway defects. One of these cases is entered in the local District Court. Seven similar cases were settled out of the appropriation for 1960 in the Damage to Persons and Property Account.
SUPERIOR COURT MATTERS
The suit brought by the town for $10,373.00, money paid by the Welfare Department is still pending in the Superior Court at Wor- cester. The suit in contract against the town brought by a Newton firm is still pending in the Superior Court in Cambridge. The Zoning Appeal Board case which was referred to a Master by Judge Pecce of the Superior Court has been heard. A decision is expected shortly.

January 9, 1961
Gentlemen:
It is my pleasure to submit the following report of arrests and other duties performed by your Police Department during 1960.
Sgt. John J. McGrath, Director of the Auxiliary Police, has con- tinued the fine progress with this Unit for the year 1960. They are a most essential unit in an emergency, for without their assistance to the Police Department we would be sorely taxed.
Bruno Zacchilli was graduated from the Police Officers Training School sponsored by the Massachusetts Chief's Association and connected with the State Police Training School at Framingham, Mass. Since the school has been operating we have sent two Sergeants and fifteen patrolmen who have graduated. We com-

mend the school and hope to continue our policy of sending our men there.

Personnel Board Report
To the Honorable Board of Selectmen and the People of Milford:
A year ago the Personnel Board in a report to you of its progress stated that it believed that those concerned should be kept informed of the activities and progress of the board. It also stated in its report that it was aware of inequities, existing in the pres- ent wage and salary structure of the town employees and that studies were at that time in progress which would make possible a new evaluation of the various positions and the wages and salaries being paid. During the past year the board has held a total of 24

meetings, eleven of which were attended by Department Heads of the Town and two by employee groups. The Board also met at intervals with the Board of Selectmen, the Town Counsel, and members of the Finance Committee and it attended the annual meeting of the Mass. Municipal Personnel Boards Association at Framingham. At the present time the board is preparing a classi- fication and compensation section of the plan which will be sub- mitted to the 1961 Annual Town Meeting for its approval. This section will include the Board's recommendations for wage salary and benefit adjustments for the year 1961. The administrative section of the plan was submitted and approved by the Special Town Meeting held November 22, 1960.
Both the administrative section and the classification and com- pensation section will represent the experiences of many personnel boards, as well as the studies of this board. From our studies of the completed plans of several cities and towns we have been able to select much that was suitable for use also in the Town of Milford. We were also fortunate in being able to obtain advice and additional information from the personnel boards of these towns, from pro- fessional organizations engaged in this type of work and from others who were qualified to furnish the advice and information needed.
In addition to the above our studies have included among other things the 1959 and 1960 surveys conducted by the Mass. Municipal Personnel Boards Association and the increases in the cost of living and in the wages and salaries paid by private industry. Information for this study was obtained from the Mass. Dept. of Labor and Industry. Both of these studies were helpful in many ways. The surveys provided the wages or salaries and the hours of employment for 14 key positions in more than 200 cities and towns in the state. We also found from this survey that the increase of 4% recommended by the board for 1960 which was based on the cost of living increase was identical to that of many other towns.
From these studies we learned that many of the cities and towns comparable to Milford in size and other circumstances lagged private industry in the adjustment of wages and salaries and because of this satisfactory comparisons could not be made of the wages paid in those towns and those paid in Milford. We also learned that Milford is located close to the perimeter of a group of cities and : town's which, including the Town of Milford, have kept pace with private industry in the adjustment of wages and salaries and al-
