As to the Program of Studies in the elementary grades, the most challenging activity underway is the effort to reach more closely each child as an individual and to meet the needs of the individual child to the greatest extent possible. In this direction, a new "special class" was opened last September to more adequately deal with the problem of retarded children. We now have two special classes in our system, with a total enrollment of 32 children.
In addition to the expansion of our facility for retarded chil- dren, we have focused our attention on another segment of our

pupil population which has been neglected in the past; namely, the so-called gifted or talented child.
After considerable study, investigation and deliberation by a group of excellent teachers, supervisors and principals, a program of enrichment has been put into operation and is now underway in grades 3 through 6. Before the school year is completed, this enrichment program will extend into grades 7 and 8.
In brief, this program is beamed at the top segment of pupils in each class in the system. The children involved have been selected on a basis of intelligence test scores, achievement, teacher evaluation and capacity to accomplish superior results.
The objective of the program is to challenge and stimulate children to greater if not maximum academic and intellectual growth and development.
The program is being undertaken with optimism, and if it meets with success, I am certain that the caliber of our students will be greatly enhanced as they enter and proceed through high school.
Again, as a concluding statement in the matter of Program, it should be observed that our offering is constantly being evaluated in the department with an eye toward constant improvement con- sistent with available plant facilities.
Plant
It is gratifying to report that the Memorial Elementary School building, after the test of a year of operation, has proven to be an outstanding addition to our department's physical assets. It lends itself to an ease of operation as it serves the 720 pupils currently enrolled therein.
Improvements to other buildings in our system which were effected last year are as follows:
Milford High School
Installation of new flooring in Rooms C8, C14, B2 (library), A1, A2, Guidance Office, Teachers' Room and Superintendent's Office. New furniture for pupils' use was also placed in each of the above classrooms.
Installation of new bookcases in the library.

Installation of counter with built-in filing cabinets, as well as completely new furnishings, in the office of the Superintendent of Schools.
Installation of a new electrical auxiliary lighting system in the John C. Lynch Auditorium, on stairways and in corridors and approaches to the auditorium. This new system replaces the old gas-burning arrangement which had become inoperative and ineffective.
Plains School
Complete renovation of exterior surfaces of building, to include new window sashes, windows, doors, eaves, gutters, drainpipes, water table, clapboards, rebuilding of steps at main entrance and covering of cellar entrance roof.
Plains Trade School Building
This building was razed, the foundation filled in and the sur- rounding area graded.
Oliver Street School
Replacement of steps at rear of building, to include ramps.
Repair of masonry work at front entrances.
Installation of new flooring in all classrooms and corridors of the building.
Installation of new safety-type stair treads and new risers on all stairways of the building.
Installation of new furniture for pupils (desks and chairs) in each classroom.
Installation of new furniture for teachers (desks and chairs ).
Memorial School Yard
Hot top surfaces were extended to improve play area and to improve drainage system.
The area between the high school building and the Memorial School was cleared and dead trees were removed, extending the grassed portion of the yard for greater use by pupils for play purposes. .

Additional shrubbery was planted in front of the building and flower gardens were developed on the Walnut Street and School Street sides of the building.
Park School
Because of space limitations at the Stacy School and increased enrollment, it was necessary to reopen the Park School building and relocate three sixth grade classrooms in the Park School.
The interior of this building was redecorated and new pupil furniture was installed.
Gifts
Sincere appreciation is extended to the Stop and Shop for a set of natural science books presented to the Stacy Jr. High School, to the local B'Nai Brith organization for the memo books presented to the teachers, to Mrs. Evelina Knott for the mimeograph machine presented to the Memorial School, and to the Class of 1950 for the library card file presented to the Milford High School.
Recommendations
In view of the limitations of space, which exert a restrictive influence on the extent and nature of the program offering at both the Stacy Jr. High School and the Milford High School, I strongly recommend that the community give serious thought to the acquisi- tion of adequate building facilities to properly serve our pupils in grades 7 through 12 in the very near future.
Our system is deficient at present in spaces required for home economics, industrial arts, physical education, gymnasium, assembly, cafeteria, library and musical programs, as well as other desirable offerings being presented to pupils in junior and senior high schools everywhere around us as common practice.
In addition to the fact that we are lacking in these spaces as indicated above and are consequently limiting our offering to our pupils, we are rapidly running out of classroom space in which to house pupils in the Stacy Junior High School and the Milford High School. The addition of fifty pupils at the grade 7 and 8 level will pose a serious housing problem which may force us to adopt the undesirable and unsatisfactory expedient of double platoon sessions.

The construction of a new highway (Route 495) will be com- pleted within the next five years, if not sooner. This highway will pass through the easterly and northeasterly sections of Milford.
The pattern or history of other similar highways previously built is to attract rapid development and growth in communities through which they run.
The prospect of such growth in Milford, when coupled with the factors of existing school building space limitations previously mentioned, constitutes a grave problem which merits the most serious and immediate attention of the people of our town.
Therefore, in consideration of the foregoing, my specific recom- mendations are:
1. Acquire land for a new three-year senior high school building (grades 10-11-12. )
2. Draw plans and specifications and build a new three-year senior high school.
3. When the new high school building is constructed, estab- lish the present Milford High School building as a three-year junior high school (grades 7-8-9. )
4. Use the present Stacy Jr. High School building as an upper grade elementary school (grades 5 and 6) for the entire town.
Personnel
Again, the School Department was able to fill the needs of the teaching force by engaging well qualified teachers who give promise of meeting with success in their duties.
The School Committee is to be congratulated for their profound interest in bringing to our teaching force personnel of high caliber.
