The Primary was held at the Memorial School, Walnut Street, Warden John G. Gandolfi opened the polls at 10 A.M. and read the warrant and the officer's return thereon.


Warden John G. Gandolfi and Clerk Joseph L. DeLuca were sworn in prior to the opening of the polls by Town Clerk Catherine L. Coyne.


All precinct workers were administered the oath of office.


The polls were declared closed by the Warden at 8 P.M. The ballot box registered 1141, however, there were 1140 ballots cast the box having clogged. There were 947 Democratic ballots counted and the result made known at 10:10 P.M .; there were 194 Republi- can ballots counted and the result made known at 10:20 P.M.

SPECIAL TOWN MEETING, NOVEMBER 14th, 1960


The meeting was called to order by Moderator John F. Curran at 8 P.M. The Monitors checked the precincts and there were 95 persons present, not a sufficient number to constitute a quorum. A twenty minute recess was declared.


The Monitors checked the precincts for a second count and 102 persons were present, not a sufficient number to constitute a quorum. A ten minute recess was declared.


The Monitors checked the precincts for a third count and 106 persons were present, not a sufficient number to constitute a quorum. A motion was made and seconded to adjourn the meeting until November 22nd, 1960 at 8 P.M.

ADJOURNED TOWN MEETING, NOVEMBER 22nd, 1960


The meeting was called to order by Moderator Curran at 8 P.M. The Monitors checked the precincts and there were 120 persons present, a sufficient number to constitute a quorum.


The Town Clerk read the warrant and the officer's return thereon.


Moderator Curran read the following Resolution on Joseph Santosuosso, a former member from Precinct 2.


Resolution


WHEREAS: This meeting has learned with great regret of the passing of Joseph A. Santosuosso, A Town Meeting Member of many years standing, a member of the Municipal Athletic Field Com- mittee, a former member of the Finance Committee, and a former member of many special committees of the Town, and


WHEREAS, his passing is mourned by all of us because the community has lost a loyal and honorable citizen, one whose voice was often heard in behalf of the less fortunate, and one who faith- fully discharged all of his obligations.


THEREFORE BE IT RESOLVED: That this meeting express its sincere sympathy to his family and that his family be presented a copy of these resolutions and that these resolutions be published in the next annual Town Report, and


BE IT FURTHER RESOLVED, That this meeting stand assembled in silent tribute to his memory.

Article 1. It was moved that the Town vote to accept the By-Law entitled "Personnel, Wage and Salary Administration Plan" which is presented to the Town by the Personnel Board pursuant to the provisions of the General Laws, Chapter 41, Section 108A as amended:


Personnel Wage and Salary Administration Plan


GENERAL


1.01 This By-Law shall be known as "The Personnel Wage and

Salary Administration Plan" and is hereby adopted pursuant to the foregoing authority.


1.02 Nothing in this By-Law or in the Personnel Wage and Salary Administration Plan, to which it refers to hereinafter, shall be construed to conflict with Chapter 31 (Civil Service Law) or any other section or chapter of the General Laws, in which case any such provision of this By-Law shall be considered merely as information for the guidance of the voters of Milford.


1.03 All Town Departments and all positions in the Town Service other than the School Committee and the positions under its jurisdiction shall be subject to the provisions of this By-Law and to those of the Classification and Compensation Plan, pro- vided, however, that the salary of elected officials of the Town shall be established by vote of the Annual Town Meeting in conformity with the requirements of Section 108 and 108A of Chapter 41 of the General Laws.


1.04 This By-Law may be amended in accordance with existing Laws, Town regulations and the provisions set forth in the By-Law.


1.05 No amendment shall be made to this By-Law or to the Classi- fication and Compensation Plan until it has been presented by signed petition to the Personnel Board and has been acted upon by this Board. Upon receipt of such a petition, the Board, after giving petitioners, the heads of departments, and em- ployees affected at least three days written notice, shall hold a hearing of the parties interested to consider the proposed amendment. Such a petition shall be presented to the Per- sonnel Board not later than sixty (60) days before a Special Town Meeting and lot later than December 15th for amend- ments to be acted upon at the Annual Town Meeting. If the Board fails to hold a hearing within fifteen (15) days after receiving the petition or fails to act upon a petition within ten (10) days after a hearing, the Board will be deemed to have disapproved the amendment. The petitioners may then propose the amendment to the Town Meeting if they so desire. The Board may of its own motion, after similar hearings of the parties interested, propose such amendments as it deems desirable for efficient administration.

DEFINITIONS


1.06 As used in this By-Law, the following words and phrases shall have the following meanings unless a different construction is clearly required by the context or by the laws of the Common- wealth.


"Department Heads", the officer, board or other body having. immediate supervision and control of a department; in the instance of a department serving under the supervision and control of the Selectmen, the officer, board or other body immediately responsible to the Board of Selectmen for the administration of the department.


"Continuous Employment", employment uninterrupted except for required military leave, vacation leave, sick leave, bereave- ment leave, court leave or other authorized leave of absence. "Permanent Employee", an employee retained in any position in the Town service which as required or which is likely to require the service of the incumbent without interruption for a period of more than six calendar months, either on a full-time or part-time basis.


"Temporary Employee", an employee retained in any position in the Town service which requires or is likely to require the services of the incumbent for a period not exceeding six (6) months.


"Full-time Employee", an employee retained in any position in the Town service for not less than seven hours per day for five days per week for 52 weeks per year minus legal holidays, required military leave, vacation leave, sick leave, bereave- ment leave, court leave or other authorized leave of absence. "Part-time Employee", an employee, other than a temporary employee, retained in any position in the Town service for less than full-time employment as defined above.


Other definitions of words or phrases may be established under "Administrative Policies and Procedures" when deemed neces- sary by the Personnel Board.


PERSONNEL BOARD


2.01 The Personnel Board shall meet within fifteen (15) days after the date on which the yearly appointment to the Board is.

effective for the purpose of organizing and electing a Chairman and Executive Secretary for the ensuing year.


2.02 It shall hold regularly scheduled monthly meetings and such special meetings as may be required to properly conduct the business of the Board. Special meetings shall be called by the Chairman of the Board or by a majority of the members of the Board.


2.03 The Board shall keep records of its meetings and other pro- ceedings sufficient for providing a record of continuity of the Board operations from year to year. The records shall be kept by the Secretary of the Board and shall be kept in the Per- sonnel Board's file.


2.04 The Board shall review annually the wage and salary schedule. It shall keep informed as to the pay rates and policies outside the service of the Town and shall recommend to the Town any action which it deems necessary to maintain fair and equitable wage and salary rates.


2.05 The Board shall from time to time review all positions that are subject to the provisions of the plan. Such reviews shall be scheduled as to cover all positions at intervals of not more than three (3) years.


2.06 Appointments to fill expired terms of Personnel Board Mem- bers shall be made as of May 31st of the year in which the appointment terminates. In the event that an appointment is not made on or before May 31st the incumbent shall continue to serve in the position occupied by him until such an appoint- ment is made.


ADMINISTRATION AND RECORDS


3.01 The Personnel Board shall administer the Classification and Compensation Plan in accordance with the rules and regula- tions set forth herewith and shall establish such policies and procedures as it deems necessary for proper administration.


3.02 The Board shall set up and maintain such records as are prescribed in this By-Law and as it deems necessary or desir- able for proper functioning of the plan.


3.03 Department Heads shall, in compliance with Appendix A to this plan, entitled "Administrative Policies and Procedures",

furnish such information as may be required for the mainten- ance of records.


3.04 Policies and procedures prescribed in Appendix A may be amended or rescinded as deemed necessary by the Personnel Board. The Board shall, upon request by one or more Depart- ment Heads, hold a hearing of the parties interested for the purpose of reviewing any policy or procedure.


3.05 Service Records shall be established and maintained for all permanent employees who are subject in any way to the pro- visions of this plan. The record shall show the Name, Address, Date of Birth, Date of Employment, Veteran's Status if any, and a chronological record of Wage or Salary Progression, Civil Service and other ratings if any, and such other informa- tion as may be deemed necessary or desirable for proper administration of the plan.
