SUPERINTENDENT'S REPORT


Board of Public Welfare, Town Hall, Milford, Mass.


Gentlemen:


I respectfully submit the following report:


During the year 1961, the Milford Public Medical Home and Infirmary, which has operated at full capacity throughout the year, has accomplished many improvements. A fire escape was in- stalled to comply with today's safety standards. We have also improved the heating system of the entire building to bring comfort to all the patients. The exterior of the building has been repaired and painted.


I wish to thank all of the people who during the year and the Christmas Season brought joy and happiness to the patients. I also wish to thank the Junior Chamber of Commerce who donated a television set for the patients' enjoyment; also, Mr. James Kellett who donated a Communion set.


I would like to take this opportunity to thank my entire staff for their grand co-operation given me throughout the year, and to extend my sincere appreciation to Mr. James L. Ahearn and his entire staff and the members of the Board of Public Welfare for their co-operation.

Welfare Physician's Report


Board of Pubic Welfare, Town Hall, Milford, Mass.


Gentlemen:


I respectfully wish to submit the following report on my activities as Town Physician for the period from January through December, 1961.


During this past year, I have treated patients on General Welfare in the various rest homes in town; in their homes and in my office.


Throughout the past year, I made an average of six calls weekly to the Milford Medical Home which during 1961 was filled to capacity. The Medical Home continues to fulfill an urgent need for the elderly of our community who require nursing home care.


In this connection, I am very pleased to report that through the co-operation of the entire staff and of visiting physicians the Medical Home has been operated with a maximum of efficiency. The patients have received the best possible care. I am deeply grateful to the nursing staff and the other personnel who have done their work with enthusiasm and devotion.


I wish to commend the Board of Public Welfare for the com- pletion of many projects during 1961 at the Milford Medical Home and Infirmary so that it now ranks with the finest in the State; in fact, an institution of which the community can be proud.


I wish, also, to express my appreciation for the pleasant rela- tions and co-operation extended to me by Mr. James Ahearn, Mr. Emilio Pighetti, the members of the Welfare Board and to the entire personnel of the Board of Public Welfare.

Announcements will also be made over radio stations WTAG, WBZ, WKOX, WCOP, WAAB and WMRC between 6:55 A.M. and 7:45 A.M.

REPORT OF THE SUPERINTENDENT OF SCHOOLS TO THE SCHOOL COMMITTEE AND THE CITIZENS OF THE TOWN OF MILFORD


Herewith I submit respectfully the eighty-third annual report of the School Department and my fifteenth as Superintendent of Schools.


Program


In keeping with the policy of the Department, the matter of offerings to our pupils or the program of study has been under con- tinuing review and study by personnel of the department.


Ranging from the School Board level to administrators, princi- pals, supervisors and committees of teachers, the matter of program has received close scrutiny during the past year.


The most significant work being done at the moment is the self-evaluation aspect of the overall evaluation of Milford High School in conjunction with the New England Association of Col- leges and Secondary Schools.


Committees of teachers and department heads have been at work since last September and will continue through the current school year examining in detail the quality of our high school offering.


Upon completion of this activity and the correction of what- ever deficiencies or weaknesses might be indicated, the evaluation will be completed after inspection and observation and report by a visiting committee. The visiting committee has been scheduled to come to Milford in the fall of 1962, at which time they will actually spend three days in the classrooms with teachers and pupils, gathering data upon which to base their reports.


We welcome the opportunity to participate in this study of our high school, and I am personally grateful to Mr. Tosches, Mr. Brucato and the entire staff for their time and effort in a most important activity.


At the junior high school and elementary grade levels, the enrichment program has been continued and refined. Curriculum revision studies are still under way, and these will be completed and ready for publication before the end of the current school year.


The elementary grade program will be altered at the close of this year by the suspension of pre-primary classes. This action is to be regretted, but in view of the lack of classroom space it is inevitable and absolutely necessary.

Unfortunately, we are running out of space needed to house our elementary grade classes in the future. The administrators are faced with the choices of overloaded classes, or double sessions, or a curtailment of the pre-primary program. The decision has been made to suspend pre-primary classes in June of 1962 in order to adequately and properly house the ever-increasing numbers of pupils in grades one through six, and to offer to these pupils the type of elementary grade education to which they are entitled.


I call attention to the work of the Blackstone Valley Regional Vocational School Planning Committee. This group has held several meetings during the year and will probably have specific reccm- mendations to present to our townspeople in the fall of 1962.


Atty. Pacifico M. DeCapua, Mr. James Kellett and Mr. Ichn C. Lynch, Jr., having been appointed by Town Moderator John F. Curran, constitute the committee representing our town. The entire concept of this type of education is highly significant to Milford and is worthy of most serious and intense consideration as the plan- ning of the proposed school becomes crystallized and made public.


Plant


The following work at several school buildings was accom- plished during the past year:


Milford High School


Installation of new flooring in Rooms C-15, B-1, B-2, B-4, B-13, B-14, B-15, C corridor and A-7.


Replacement of fixed furniture with new movable desks and chairs in all of above rooms except A-7 and C corridor.


Installation of new interior lighting in classrooms and corridors.


Installation of exterior lighting at Milford High School and Stacy Jr. High School to illuminate parking areas in yard.


Oliver Street School


Renovation of exterior of building, to include exterior painting, new roof, new exterior doors and windows on front of building, new clapboarding where needed.


Memorial School Yard


Installation of hot top in play area on northeasterly side of building.


Plains School


Completion of renovation by painting of building exterior.

Park School


In view of the action of the State Department of Public Safety requiring extensive renovations to the Park School estimated to cost in excess of fifty thousand dollars, it was decided to close the school and discontinue its use. Prior to making this decision, architects were engaged to plan the required renovations and determine costs. It was decided, after carefully weighing all of the facts-especially the costs involved, that it was economically unsound to renovate the building. Consequently, the building was closed on December 22, 1961.
