It is noteworthy that a majority of this committee feels that a later addition of a second story for use as a court might easily be built. However, this committee was directed only to secure plans for Police purposes and that is exactly what we have accomplished. Your committee was appointed at the annual town meeting in 1957, four years ago. Every member of your committee gave freely of his time and effort and no one received payment in any form from the Town of Milford or any other source.
The members of this committee want to express their sym- pathies with the articles in the 1961 Town Warrant. As chairman of this committee, I feel that the careful investigations of this com- mittee were worthy of my personal endorsement along with a group of interested citizens in the preparation of articles for consideration at the 1961 Annual Town Meeting.
This report to you Mr. Moderator is made in the course of our continued civic interest as town meeting members. It is our desire that should the voters feel favorable to the results of our duties that we be discharged from further duties in this regard. On the other hand, should the town meeting members fail to give this matter favorable consideration, then I would suggest that ways and means be devised through you to save the work which has been accom- plished by your committee for future use and consideration.

ADJOURNED TOWN MEETING, MARCH 20th, 1961
Moderator Curran called the meeting to order at 8 P.M. A vacancy in Precinct 3 was filled with election of Theresa Bertone, 135 Central Street. The Monitors reported 182 persons present.
It was moved and seconded that Article 2 of the classification and compensation plan report be amended by deleting the note "The maximum rate shall be the 1961 rate for those employed prior to January 1st, 1961" and it was so voted.
It was moved and seconded to reconsider the part of Article 2 B102 and B104 as amended by inserting figures to $96.60 and $105.60 and $88.25 and $96.50.
The following persons stood and requested a secret ballot on the vote for "reconsideration." Anthony E. Allegrezza, Roger Letour- neau, Marco A. Balzarini, Albert R. Luby, Charles Abrahamson, Paul Lally and George Cahill.
The Moderator appointed the following persons as Assistants to the Monitors in taking the vote: At Large-Cyril F. Kellett; Pre- cinct 1-Frederick G. Birmingham, Precinct 2-Gaetano Ferrante, Precinct 3-Anthony J. Rossetti, Precinct 4-James F. Donlon, Pre- cinct 5-Walter B. Doane.
The Moderator appointed the following tellers to canvass the vote: John G. Gandolfi, George Cahill and John Glennon.
A motion was made and seconded to "shut off" debate. The secret ballot was taken and 120 persons voted in the affirmative and 67 persons voted in the negative; the motion for reconsideration of part of Article 2 B102 and B104 was carried.
The question now came on the amendment passed March 15th, 1961 changing part of Article 2-B102 and B104.
The following persons stood and requested a secret ballot: William F. McAvoy, Anthony E. Allegrezza, Marco A. Balzarini, Charles Abrahamson, Roger Letourneau, Albert Luby and George Cahill.
The result of the secret ballot was announced: 5 blanks, 114 voted in the negative and 68 voted in the affirmative and the amend- ment was lost.
It was moved and seconded that the following note be added to the motion: Under Article 2 Classification and Compensation Plan the maximum rate shall be the 1961 for those employed prior to January 1, 1961, and it was so voted.
It was moved and seconded that the following provisions be added to the classification and compensation plan:

Note: For all positions classified as full-time the minimum and maximum rates shall be increased in 1962 by 3.5% over the 1961 rates and in 1963 by 3.6% over the 1962 rates, the resulting rates to be rounded to the nearest cent in the case of a daily rate, nearest mul- tiple of 50 cents in the case of a weekly rate, and the nearest multiple of 25 dollars in the case of an annual rate. Each employee employed prior to January 1, 1961, shall receive the maximum rate while he is employed in the same position. Each employee employed after January 1, 1961, or changing to a new class shall commence at the minimum rate for the class. The amount of each annual step rate increase for the employee shall be the amount set forth in the Schedule, but the base from which the increase shall be determined shall be the minimum in effect for such year, and it was so voted. Voice vote.
The question now came upon the motion and it was
Voted: That the Town amend its By-Laws by establishing pursuant to Sec. 108A of Chapter 41 of the General Laws the Classification and Compensation Plan recommended by the Person- nel Board by voting to accept as amended the classification of posi- tions and wage and salary schedule recommended by said Board as amended, a copy of which is presented herewith.
That the following provisions be added to the Classification and Compensation Plan: Note: For all positions classified as full-time the minimum and maximum rates shall be increased in 1962 by 3.5% over the 1961 rates and in 1963 by 3.6% over the 1962 rates, the resulting rates to be rounded to the nearest cent in the case of an hourly rate, nearest multiple of 10 cents in the case of a daily rate, nearest multiple of 50 cents in the case of a weekly rate, and the nearest multiple of 25 dollars in the case of an annual rate. Each employee employed after January 1, 1961, or changing to a new class shall commence at the minimum rate for the class. The amount of each annual step rate increase for the employee shall be the amount set forth in the Schedule, but the base from which the increase shall be determined shall be the minimum in effect for such year. Voice vote unanimous.
Article 3. Voted: That the Town amend its by-laws by voting to accept the following: Except as may be otherwise provided by law or by-law those employed in positions classified as full time in Group C shall be granted compensatory time off without loss of pay for hours worked in excess of their normal weekly schedule: Depart- ment heads may substitute payment at the straight hourly rate or weekly rate divided by the normal number of hours per week for compensatory time off. For the purpose of this Plan normal weekly hours for full time positions shall be as follows: 40 hours Medical Home Employees, 44 hours for Sewer & Highway Department Employees. C301, C302, C303 not included.

Article 4. It was moved and seconded that the Town vote to change its By-Laws by authorizing the Highway Surveyor to pay compensation at the rate of time and one-half for Snow Removal purposes only to all permanent employees of the Highway Depart- ment after forty-four hours of the regular work week. An amend- ment was made and seconded to insert after Highway Department the words "subject to the approval of the Selectmen".
A standing vote was taken on the amendment. 92 persons voted in the negative and 80 in the affirmative. The amendment was declared lost.
It was Voted: That the Town vote to change its By-Laws by authorizing the Highway Surveyor to pay compensation at the rate of time and one-half for Snow Removal purposes only to all per- manent employees of the Highway Department after forty-four (44) hours of the regular work week.
Under Article 5 it was moved and seconded that the Town vote to receive the report of the Finance Committee and that the Mod- erator inquire if any voter wishes to consider any tiem separately. Any voter who so wishes shall ask the Moderator to remove this item from the report, and when this has been done that the Town vote to raise and appropriate and to transfer where indicated in the report the amounts recommended by the Finance Committee as amended. The meeting shall then consider the items to which objection has been made by taking up each item individually.

ADJOURNED TOWN MEETING, MARCH 22, 1961
Moderator Curran called the meeting to order at 8 P.M. The Monitors reported 152 persons present.
Article 6. Voted: That the Town vote to authorize the Treas- urer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1st, 1962, and to issue a note or notes therefore, payable within one year, and to renew such note or notes, as may be given for a period of less than one year, in accordance with Section 17, Chapter 44, of G.L.
Voice vote unanimous.
Article 7. Voted: That the Town vote to authorize the Select- men, to take charge of all legal proceedings for or against the Town.
Article 8. Voted: That the Town vote to choose Mrs. Lillian Luby as the Director of County Aid to Agriculture in accordance with the provisions of Chapter 128 of the G.L.
Article 9. Voted: That the Town vote to authorize the Select- men to sell any or all real estate owned by the Town by reason of the foreclosure of tax titles thereon and to execute, acknowledge and deliver a proper deed or deeds therefore, authority therefore to terminate March 1st, 1962.
