Prest to lay an extension pipe to Willow Park. REPORT -: OF :- Ways and Means Committee.
To the Legal Voters of Westborough, assembled in Town Meeting, March 2, 1891.
Agreeably to a resolution passed by the last , annual meeting, the several boards of town officers, having formed themselves into a "Committee of ways and Means" as directed by said resolu- tion, respectfully make the following recommendations, to wit: that the officers of the town be paid a fixed salary, and for such payment the sum of $2965 be appropriated; that the board of selectmen be paid $275; board of water commissioners $425; board of overseers of poor $200; board of audi- tors $30; librarians $500; superinten- dent of schools $500; treasurer of sinking funds $50; town clerk $50; town treasurer $150; collector of taxes $200 plus 5 per cent of amount collect- ed from payers of poll tax only.
The committee further recommend that appropriations be made as follows:
Memorial day services, $150; care of cemeteries, $500; concrete walks, $300; lighting streets and public buildings, $2,500; roads and bridges, $3,500; fire department, $2,275 for pay roll, $1,000 for incidentals, and $300 for new hose; police service, $1,000; pauper depart- ment, $3,800; soldiers relief, $150; water department, forj water from 77 hydrants,at $25 each,$1,925; contingent expenses, $1,000; interest. on money borrowed in anticipation of tax collec- tion, $600; interest on municipal debt, $1,892: engine house sinking fund, $1,040; school house sinking fund, $800 payment of dues on loan of 1885, $3,- 000; school department, $3,460 for incidentals and $12,300 for school room expenses, making a total of $15,760.
The total amount of appropriations herein recommended is $44.457.
The recommendation of so large a sum for the school department becomes necessary from the fact that the school account, as shown by the books of the town treasurer, is largely overdrawn, the actuul amount being $2,725. The expenses in this department this year, under the present policy of the school board, will not be less than $11,535 for schools and $1,500 for incidentals. These amounts, plus the the deficit, make a total of $15,760. It should be noticed, too, that the salary of the su- perintendent, as recommended, is in- cluded in another appropriation.
The committee further recommend that the sum of $4,000, which amount it is necessary to provide for as indebt- edness incurred in building the new bridge, be funded and made payable, $1,000 in 1897 and $3,000 in 1898.
Regarding a "special appropriation to raise Boardman and Phillips streets near Milk street," the committee make no recommendation.
The recommendation that the town pay the water department for hydrant service is made with the understanding that said department be required to meet the water sinking fund require- ments.
