Report of Selectmen


To the Citizens of Duxbury :


The Selectmen present herewith a resumé of their activ -- ities for the year ending December 31, 1943, together with the annual reports of the several Town Officers.


The death of Mr. John Morrison, after several months illness, caused a vacancy in the Tree Warden and Gypsy Moth Departments. Mr. Morrison had served the Town in this capacity for 27 years. During this time he carried on the duties of his office in a most commendable manner. In September, Mr. Roy E. Parks was appointed to fill the unexpired term of Tree Warden and Moth Superinten- dent. This action was approved by the Department of Conservation as to the Office of Moth Superintendent. .


Mr. Eben Ellison has deeded a parcel of land adjoining Duxbury Bay at the foot of Shipyard Lane. There has been some opposition to this. The voters will have an op- portunity to accept or reject this gift at the Annual Meet- ing in March 1944.


On October 15, 1943, Mrs. Mary E. Greene resigned as Town Accountant and Clerk for the Selectmen and Asses- sors after serving in this capacity for 29 years. Those of you who have had business at the Town Office, know that Mrs. Greene has been a most exacting and faithful ser- vant of the Town. Her absence is most noticeable to those of us at the Office, although she is a frequent visitor and is always ready to assist us in any way possible. We have selected Miss Alice M. Soule as Town Accountant and

Clerk to the Selectmen and Assessors to fill the vacancy caused by the resignation of Mrs. Greene.


At the request of the Fire Chief, we consulted the Manager of the Telephone Company in regard to the difficult situation at West Duxbury. Much delay has been experienced in calling the Fire Department from High and Summer Streets and vicinity, due to the Dial System which works through the Plymouth Exchange in the case of out of Town calls. There seems to be no hope of im- provement until after the war, although the Telephone Company made a few suggestions which, if carried out properly, will eliminate some delay in the calls reaching the Duxbury Fire Department Headquarters.


We have investigated the possibility of locating a sand pit on Town property which would be more accessible to the center of the Town, thus eliminating some of the ex- pense of carting and also to obtain a better grade of sand. Sand is a most essential item in the upkeep of hard sur- faced roads. It is also a safety factor when applied to icy streets.


We take this opportunity to extend our thanks in ap- preciation of the most faithful service of the various com- mittees in connection with Civilian Defense, Rationing, War Finance, Salvage and all others who have given so generously of their time and energies to the extent that Duxbury has maintained such a fine record in these war- time activities.


We have made a start on a project to plot all important items on a map of the Town, so that in the future the location of all catch basins, drains, Town Landings, etc., will be known and will be accessible to all Departments in case of any emergency, or otherwise.


The appropriation of the Legal Department was the only one overdrawn for 1943. The amount of $101.15 was

transferred from the Reserve Fund for this purpose. The deficiency was due to the fact that we could not possibly anticipate the needs of this department in advance as there were several factors that entered into this classifica- tion that were beyond our control. Legal advice was sought by and rendered to the School, Welfare, Assessors', Selectmen's and Fire Departments. The most important of these was a case before the Appellate Tax Board in- volving the Board of Assessors. The decision was ren- dered in favor of the Board of Assessors.
