I submit herewith my report of an audit of the books and accounts of the town of Duxbury for the year ending December 30, 1940, made in accordance with the pro- visions of Chapter 44, General Laws. This is in the form of a report made to me by Mr. Herman B. Dine, Assistant Director of Accounts.

Sir :
In accordance with your instructions, I have made an audit of the books and accounts of the town of Duxbury for the year ending December 31, 1940, the following report being submitted thereon :
The records of the financial transactions of the several departments receiving or disbursing money for the town, or committing bills for collection, were examined and checked in detail.
The ledger accounts kept by the town accountant were analyzed, the appropriations and transfers being checked with the town clerk's records of town meetings and with the records of the finance committee. A balance sheet, showing the financial condition of the town on December 31, 1940, was prepared and is appended to this report.
The assessors' computation of the tax rate for 1940 was examined and checked, and it was noted that three appropriations from available funds voted by the town were not considered by the assessors in the determination of the tax rate. In this connection attention is called to Section 23, Chapter 59, General Laws, which requires that the assessors raise all sums appropriated since the last preceding annual tax assessment, and which also pro- vides that deductions on account of appropriations voted from available funds in the treasury may be made by the assessors only upon the written approval of the Com-

missioner of Corporations and Taxation. All appropria- tions voted by the town, whether they are to be raised by taxation or transferred from available funds in the treas- ury, should therefore be certified by the town clerk to the assessors, as required by Section 15A, Chapter 41, General Laws.
The books and accounts of the town treasurer were ex- amined and checked in detail. The recorded receipts were analyzed and compared with the records in the several departments collecting money for the town and with other sources from which money was paid into the town treas- ury, while the disbursements were checked with the selectmen's warrants authorizing the treasurer to dis- burse town funds.
The treasurer's cash balance on January 25, 1941, was proved by reconciliation of the bank balances with state- ments furnished by the banks in which town funds are deposited and by actual count of the cash in the office.
The recorded payments on account of maturing debt and interest were checked with the amounts falling due and with the cancelled securities and coupons on file.
The securities and savings bank books representing the investment of the trust funds in the custody of the town treasurer and the Plymouth Five Cents Savings Bank were examined and listed, the income being proved and the transfers to the town being verified.
The tax title deeds on hand were listed and the amounts transferred to the tax title account were verified. The reported redemptions were checked with the receipts as recorded on the treasurer's cash book, the foreclosures and disclaimers were verified, and the tax titles on hand were listed and proved.

The books and accounts of the tax collector were ex- amined and checked. The tax accounts outstanding ac- cording to the previous examination were audited, and all subsequent commitments were proved. The recorded collections were compared with the payments to the treas- urer as shown by the treasurer's and accountant's books, the abatements as recorded were checked with the records of the assessors, and the outstanding accounts were listed and proved.
The records of departmental accounts receivable were examined and checked. The commitments were proved, the payments to the treasurer were compared with the treasurer's and accountant's books, the abatements were checked with the records in the department authorized to grant abatements, and the outstanding accounts were listed and proved.
Verification of the correctness of the outstanding tax and departmental accounts was obtained by mailing no- tices to a number of persons whose names appeared on the books as owing money to the town, the replies received thereto indicating that the accounts, as listed, are correct.
The records of licenses and permits issued by the select- men, town clerk, and the police and health departments were examined and checked, and the payments to the town treasurer were verified.
The surety bonds of the officials required by law to furnish them for the faithful performance of their duties were examined and found to be in proper form.
The records of all other departments collecting money for the town or rendering bills for collection were ex- amined and checked in detail.

There are appended to this report, in addition to the balance sheet referred to, a table showing a reconciliation of the treasurer's cash, summaries of the tax, tax title, and departmental accounts, together with tables showing the condition and transactions of the trust funds.
During the progress of the audit cooperation was re- ceived from all town officials, for which, on behalf of my assistants and for myself, I wish to express appreciation.
