Report of Selectmen

To the Citizens of Duxbury :
Your Board of Selectmen are pleased to submit the Ninety Second Annual Town Report.
Nineteen hundred and forty-four has been an excep- tional year. Weather records have been broken, and the weather has been directly responsible for considerable expense to the town.
With the exception of the emergencies caused by drought and hurricane, the various departments have proceeded on a curtailed basis.
We have succeeded in making a start on the beach at Cove Street. In spite of the difficulties encountered, we have a small beach that was used a great deal last sum- mer.
The prolonged "dry spell" kept the Forest Warden's department on the "alert" for the entire summer. Despite the vigilance exercised by this department, a serious fire occurred at West Street, burning over several acres.
In September we were visited by a tropical hurricane. This storm caused untold damage to the beauty of the roadsides by destroying many old trees. The damage at Mattakeeset Court was also quite extensive, and the Town Landing Appropriation should be substantially increased to take care of the damage to the landing and pier.

Mr. Eben H. Ellison's gift, (for the purpose of improv- ing and protecting the beach at Somerville Avenue, which he had previously given to the town), was a most welcome one, as the storms have caused much of the upland to be washed away. We were able to retain the equipment used in removing the stumps along the roadsides, for carting and placing the stone for a retaining wall to prevent any further erosion at this point.
Enforcement of the provisions of the Protective By- law has presented several problems, but it is clearly bene- ficial to the town. The Appeal Board has been active most of the time since its inception. We appreciate the spirit of cooperation shown in most cases where difficult situa- tions have been presented to us. The Police Department has been most helpful in checking new construction.
There have been requests for additional street lighting in the outlying districts. We believe these requests should be granted.
We have given some study to the method of compensa- tion for the various town officials. We believe the salaries should more adequately compensate for the actual time involved. The pay roll of the Selectmen and Assessors should be revised in favor of the Assessors. We have made adjustments in the Police and Highway Departments, which brought about increases in other departments.
The petition brought by Mr. H. E. Merry against the Town for a pension, was dismissed by Judge Warner of the Superior Court on the ground that the service ren- dered by Mr. Merry did not constitute "service" within the meaning of the word as used in G. L., Ch. 32, Sec. 58.
Because of the increased area of land acquired by the Town in recent years, we suggest that a Park Commis-

sion, consisting of three persons, be named to direct the development of public property. The grounds at the Town Hall, the old Almshouse, the Abbott property, the town forest, and other public grounds, should be kept in a pre- sentable condition.
We recommend that the budget of the Tree Warden's department be increased to enable the Tree Warden to render a more adequate service to the Town.
As we do every year, may we again remind you that the budget submitted by the Selectmen, acting as Finance Committee, contains the lowest possible amounts with which the various departments can carry out their obliga- tions to serve the public in a satisfactory manner. Any substantial increase will directly affect the tax rate.
