required; it would serve only to protect the property of an individual. The voice of the voters at town meeting is very powerful; but if an appropriation is made for a private purpose the selectmen should not enter into a contract which would result in the expenditure of public funds for such purpose.
The town dump is finally under control. Due to more extensive use, the cost of the care may have to be in- creased if the dump is to be kept open seven days a week.
More work will be necessary at Mattakeesett Court landing, as repairs made this year were temporary, due to shortages of labor and materials.
The Highway Department is in need of new equipment. We have hired graders and other equipment from several adjoining towns during the past few years. We suggest the purchase of a pickup truck for the use of the foreman. We also recommend the future purchase of a dump truck, fully equipped, so that the Highway Department in Dux- bury may function more efficiently.
We appreciate the efforts of the Civilian Defense Com- mittee. Their constant vigilance gave a sense of security to the citizens of Duxbury. We all felt that we would be amply protected through their efforts in any emergency. We believe that the training they received will be invalu- able in any disaster that may occur in the future.
The Office of Price Administration, through our local rationing board, deserves a vote of thanks for their un- tiring efforts. The committee devoted many hours to this work, without compensation of any sort.
Airport development should be encouraged in Duxbury or in some nearby town easily accessible to Duxbury. A committee should be formed to study this problem.

We have taken advantage of the Chapter 90 program to the extent of the appropriation of last March. We ex- pect to receive a larger amount in 1946. We were unable to make the improvements on Valley and Franklin Streets as voted under Article 30, because new construction was not permitted during 1945. However, we were urged to improve some existing street eligible for Chapter 90 maintenance. A new surface was applied to about 3600 feet of Franklin Street, beginning at the Marshfield line.
We will recommend that the town appropriate a sum of money for the improvement of the basin at Mattakee- sett Court. The State and Federal Government will con- tribute the major portion of the cost of this project.
We believe a Committee should be appointed to prepare plans for a permanent and useful World War II me- morial.
Speaking as a Finance Committee, may we remind you that this last year there was an increase in the tax rate, and we would like to take this opportunity to warn the inhabitants that if the various departments receive the amounts which they have requested the tax rate will be very near $27.00 per $1,000.00, an increase of $2.00 over the 1945 rate.
