Voted, That a Committee of Three be appointed by the Moderator to advise with the Overseers of the Poor in regard to a new barn for the Town Farm.

Voted, That the meeting be dissolved, and the meeting was dissolved at 6.35 P. M.

Special Town Meeting, April 28, 1902.


WARRANT


ESSEX, SS : To either of the Constables of the Town of Andover. GREETING :


In the name of the Commonwealth of Massachusetts you are hereby directed to notify and warn the inhabitants of the town of Andover qualified to vote in town affairs, to meet and assemble in the Town House, in said Andover, on Monday, April 28, 1902, at 7.45 o'clock P. M., to act on the following articles :


Article 1st .- To choose a Moderator to preside at said meeting.


Article 2nd .- To see if the town will accept the street as laid out by the Selectmen from a point on Elm Street near Wm. S. Lawson's to a point on Summer Street near Maurice Collins's, and appropriate a sum of money for constructing the same and for land and fence damages.


Article 3rd .- To see if the town will vote to dispose of the surface water on Main Street, from School Street to Elm Square, and macadamize the westerly side of the street in accordance with plans of the State Highway Commission, and appropriate a sum of money therefor.


Article 4th .- To see if the town will vote to appropriate an additional sum of two hundred dollars for the use of the Tree Warden.


Article 5th .- To see what action the town will take in re- gard to the extermination of the Brown Tail Moth and other insects injurious to vegetation, and appropriate a sum of money therefor, on petition of the Park Commissioners.

Article 6th .- To transact any other business that may legally come before this meeting.


Hereof fail not, and make due return of this Warrant with your doings thereon, to the Town Clerk at the time and place of meeting.

Pursuant to the foregoing Warrant, I, the Subscriber, one of the Constables of the Town of Andover, have notified the inhabitants of said town to meet at the time and place and for the purposes stated in said Warrant, by posting a true and attested copy of the same on the Town House, on each school house, and in not less than five other public places where bills and notices are usually posted, said Warrants have been posted two Sundays.

At a Special Meeting of the inhabitants of the Town of Andover, qualified to vote in town affairs, convened at the Town House in said Andover agreeably to the requirements of the foregoing Warrant, and after the reading of the Warrant and Officer's Return by the Town Clerk, Article 1st was acted upon, and George H. Poor was chosen Mode- rator by acclamation.

Voted, That the street as laid out by the Selectmen from Elm Street to Summer Street be accepted and two thousand five hundred dollars ($2500) be appropriated for the same.


Voted, To raise the money for the same by taxation the present year.

Voted, That Article 3d be laid on the table until an ad- journment of this meeting to one week from tonight, May 5.


Took up Article 4th.


Voted, That an additional sum of two hundred dollars ($200) be appropriated for the use of the Tree Warden, to be raised by taxation the present year.

Voted, To indefinitely postpone.

Voted, To adjourn to Monday evening, May 5th, at 8 o'clock P. M.

Adjourned Meeting, May 5th, 1902.


The meeting was called to order at 8 o'clock P. M., by the Moderator, George H. Poor.


Voted, To take Article 3d from the table.


Moved, That the matter be divided, and the matter of sur- face drainage be taken up first.


This motion was not carried.


Voted, That the recommendation of the State Highway Commission be adopted.


Moved, That $2000 be appropriated for drainage and $1000 to be added to the amount already appropriated for macad- amized roads, both amounts to be expended on Main Street.

Moved, An amendment to the above motion that $5000 be appropriated for the improvement of Main Street.


This amendment was not carried.


Voted, That $3000 be appropriated as specified in the original motion.


Voted, That the Town Treasurer be authorized to borrow $3000 for one year at 4 per cent., with the approval of the Selectmen, and the town's note be given for the same, pay- able from the taxes of 1903.


Voted, That the meeting be dissolved.


And the meeting was dissolved at 9.15 P. M.

Article 3rd - To see if the town will vote to appropriate an additional sum for repairs on highways.
