HIGHWAY SURVEYOR'S REPORT
To the Selectmen of the Town of Andover-
GENTLEMEN : I herewith present my report on Highways and Bridges.
The first highway work was begun February 8, that of hauling stone from the farm of A. C. Mears. We kept at this when the weather would allow until we had drawn into Red Springs gravel pit 249 loads weighing nearly 600 tons.
During the months of March and April we were employed repairing the washouts on Central, Main, Harding streets and on Walnut avenue. As soon as the weather was settled so we could run the road machine we started in Scotland District and repaired nearly every road east of the turnpike going to the Middleton, the North Reading and the North Andover lines. Also some seven or eight miles were re- paired in West Parish, using the machine. We stoned 750 feet of road in Frye Village, beginning at the Miller place and going toward Lowell.
About the usual number of culverts have been cleaned out and laid over. The usual spring cleaning of gutters was done and a number of the streets were cleaned again in the fall.
The east side of Maple Avenue has had a concrete side- walk and concrete gutter with two catch basins, the side- walk under the betterment act and to the grade given by the town engineer. A portion of the gutter in Marland Village and on Phillips street has been concreted. A new gravel sidewalk has been laid a part of the way from Pun- chard Avenue to Elm street. This was also built to the en- gineer's grade.

The next sidewalk, 4100 feet in length, was built on Porter street beginning at Main street, and running south- west to the house of H. K. Flint. At the east end near Main street, the road was too narrow to allow a sidewalk. So I went to see Mr. Abbott, the owner of adjoining land and I found I could purchase a strip of land 250 feet in length 7 1-2 feet wide for $25. I reported the same to the Board of Selectmen and they advised me to buy it immedi- ately. I had the town counsel make out the necessary papers, and Mr. Marland and I went to Boston, saw Mr. Abbott and paid him the money. I then moved the wall and laid the sidewalk, making a decided improvement in the looks of the street.
Other sidewalks have been repaired where needed. The sidewalk in Abbott Village "that never received a drop of water except what fell from the heavens" has been re- paired.
After waiting seven weeks for pipe we broke ground on Main street, July 5th. This required 3300 feet of 10, 12 and 15 inch Akron pipe. This was laid, followed by the macadam road and a paved gutter to plans drawn by the State Highway Commission. This new road from Rogers. Brook to the top of the hill to Chapel Avenue was finished August 30. Six catch basins were included in this side of the street. The estimate of the State Highway Commission for paving, laying the pipe, macadamizing the road and putting in the catch basins called for a little over ten thou- sand dollars. I am very happy to say that I did this work for a little less than $6000. I went to see the commission about the depth to lay the pipe. They told me that three feet under the surface would be perfectly safe. At this depth we came into contact with the pipes of the Gas Com- pany so was obliged to put ours 20 inches lower than called for. In addition I laid 300 feet of 10 inch pipe not called for in the plans. I want to say right here that this side of Main street was built entirely new, not one shovelful of the>

old macadam being used. The old macadam was used on Chestnut street between Central and Main, and on Punchard avenue from Bartlet round to Chestnut street. The re- mainder was put in the hollow on Main street, near Porter street. The expense of using this is included in the $6000. I next built 2500 feet of State Road beginning at Abbott's corner and coming towards town to the Captain Ives place.
There was $2000 appropriated for macadam on the River road, beginning at the Lawrence line. Had the weather re- mained favorable a few days longer, this amount would have been expended. With the money used, 2275 feet were built. The machinery is all in place with the exception of the engine. If the town sees fit to use the balance $228, the length of macadam road will be brought up to 3000 feet. The new street called the Tyrian Way has been put in good shape, and a sidewalk built along the North side.
The big culvert at the overflow of Hannegan's pond in Frye Village has been relaid with cement. The bridge over the Shawsheen River in Frye Village has been re-surfaced with two inch plank.
Ballardvale roads are all right, and will be kept so in my opinion, as long as the same party holds the ribbons at the engine house, namely John Haggerty.
Twenty-six hundred feet of macadam road have been put in on Elm street, running east. This had a paved gutter and two catch basins. I claim that this side of the street will, with five years' wear, be in better condition than the south side was when completed. The catch basin on the south side of Elm street necessitated the laying of 600 feet of 10 inch pipe through Florence street to connect with the pipe under Park street, running into Rogers' Brook.
The boulder on the new street leading to Carmel Woods has been removed at an expense of $80.
The town has been canvassed as to guide boards and 17 new posts and 50 new boards have been put up.
