TO THE BOARD OF SELECTMEN :


Gentlemen-In compliance with the regulations of the Fire Department, I submit the following report :


The force consists of three engineers, eighteen members of Steamer Co. No. 1 and Hook and Ladder Truck, and ten members of the J. P. Bradlee Co. No. 2.


The apparatus consists of two third-class steam fire en- gines, two two-horse hose wagons, one one-horse hose wagon, two hook and ladder trucks. There are about five thousand feet of hose in good condition.

CEMETERY COMMITTEE


The Committee on Spring Grove Cemetery herewith sub- mit their report for the year ending January, 1903.


Your committee consider the amount annually appro- priated by the town too small for the work that must annually be performed and will be obliged to ask for a larger amount in the years to come. As the newly plotted grounds are prepared for burial purposes, more expense is entailed, and while economy is the rule to be observed, money must be expended to keep the sacred resting places of the dead in proper condition.


This year has been a starting year for permanent changes and your committee earnestly request the public to visit the grounds and examine the character of the proposed improve- ments in the cemetery, making it an ornament to the town. Your committee desire to call your attention to the expense account for the past year as compared with that of previous years. Much needed work has been performed that was not required in preceding years, while the addition to the new grounds connected with the older portion of the cemetery, an extension of about four (4) acres, has been prepared for burial purposes, and this with the work and expense of grading, making and care of walks, paths and avenues, the usual appropriation has not been sufficient to accomplish the needs of the cemetery committee, consequently the deposit arising from the sale of standing wood, has been drawn from and used for cemetery purposes.

PARK COMMISSIONERS' REPORT


With this, is presented an account of the receipts and ex- penditures for the year, showing an overdraw of eighty-five cents over the seven hundred dollars appropriated for the use of the Commission. Owing to the unexpected quantity of filling brought from the streets to the Common, the larger part of the money was expended in taking care of the same. The cost of a sixteen inch drain pipe, laid from Whittier street, near the corner of Bartlet to the brook, was one hundred and sixty dollars and seventy cents. It is believed that this will take care of the water which has heretofore been left to run over the surface of the land from this point.


Fifty-eight dollars and fifty cents have been expended in Carmel Woods in clearing up brush and leaves and repairing roadway. Nothing has been paid for surveys, etc., as the money was expended in doing the necessary work specified.

TREE WARDEN'S REPORT


During the past year trees have been trimmed and dead trees removed from the following streets : Elm street, High street, Summer street, Washington avenue, Maple avenue, Harding street, School street, Abbot street, Whittier street, Central street, Andover street, Clark Road, and Dale street. A spraying outfit has been purchased for use on the Elm trees as a protection against the Elm beetle which has already made its appearance on the Elm trees in various parts of the town. On September 25, a hearing was held relative to the removal of trees on Elm street and also on Main street, which was well attended. Meeting called to or- der at 3 o'clock, thirty voters being present. After being generally discussed by nearly all present it was deemed advisable to remove the trees on the east side of Elm street, between the Musgrove building and Mr. Joseph Cole's residence and to allow all the trees on the East side of Main street between Chapel avenue and Salem street to remain. Meeting adjourned at 4.25. A second hearing was held relative to the removal of tree on the west side of Elm street which was disposed of satisfactory to all.


In closing my report I would ask that the sum of five hundred ($500) dollars be appropriated that the work may be carried on this year, as several of the roads in the out- skirts of the town are almost overgrown by the bushes and undergrowth.

By a decision of the courts, Phillips Academy is entitled to a rebate on a portion of their taxes paid for several years under protest. There is more than sufficient to cover this year's taxes which amount to $2510.64, and these taxes will be paid from this money when an appropriation is made for that purpose. As no arrangement has been made, they appear on the report as unpaid when in reality they are paid. This would make the amount collected $92,468.62 and the uncollected $36,045.45.
