Section 14. And the said Contractor hereby further agrees that the payment of the final amount due under this contract, and the adjustment and payment of the bill rendered for work done in accordance with any alterations of the same, shall release the town from any and all claims or liability on account of work performed under this con- tract or any alteration thereof.

We would recommend an appropriation of $1,500.00 this year providing the state will give an equal amount to continue this work. Good roads are a great advantage and credit to a town, and with the exception of our schools are in fact about all the taxpayer gets for his money. It

seems like good judgment to go as far as we can in this direction, especially if the state will pay one half the cost, we can make this appropriation and meet our current ex- penses with a considerably lower tax rate than last year.


It will be necessary for the town to make an appro- priation this year to care for the graves of all soldiers and sailors of the Civil and Spanish wars that are not un- der perpetual care; this is compulsory. See Acts 1914, Chap. 122.


There has been one case of ophthalmia neonatorum and several cases of scarlet fever reported to the Board of Health during the year.


As Overseers of Poor we have furnished aid to the amount of $672.33.

As Auditor of the Town of Berkley I have examined the Treasurer's accounts and find on file all necessary orders of the Selectmen and receipts for money paid.

At one time the town did its banking with the Taunton Safe Deposit & Trust Co. After this company closed its doors for business it paid several dividends, but the town has had a claim of $171.26 remaining for about ten years. This claim was of doubtful value and has not been re- ported by your Auditor for several years. This year we have received a final dividend of $68.50.

REPORT OF SCHOOL COMMITTEE.


The school comimttee adopted the report of the super- intendent of schools as the report of the committee.


It also recommends that the town appropriate the same amount of money for schools as last year, viz. : $2,100 for schools and supplies, $300 for superintendent, $200 for repairs and $600 for car fare.

The new law requires that the Town shall keep all the graves of the Civil War and Spanish War Veterans in good repair, and while the grounds have been somewhat improved, yet we shall at least need an appropriation of $200.00 to fix and take care of the soldiers' yards and further improvement, such as graveling the road and filling up the low places where the water stands, especi- ally when the ground is frozen.


The better we keep the grounds the greater the interest we think the individuals will have in theirs, and it will help to stimulate those people who have not endowed their yards to follow the example of those who have. . There. has been two new endowments as you will notice in the report.

REPORT OF TRUSTEES OF PUBLIC LIBRARY.


Your Trustees beg to submit the following report. The new year opens with your Library still in the old, over- crowded quarters. We have for a small town a good sized, well chosen and very well patronized Library. The circulation per capita being about five, which is nearly twice as large as that of some of our neighboring cities. Last spring the town authorized the application for a "Carnegie Library;" such an application was made, but so far nothing has come of it.


The Trustees have made arrangements for placing books in what might be called a branch Library at Berkley Bridge, and will gladly do th's in any neighbor- hood that will furnish transportation for the books and care for them.


Mr. A. E. Dean has again given us a year's Harpers's for the binding. We have also received a gift of ten dollars from Mrs. Nancy Freeman for books. We have expended nearly all the appropriation for new books and repair on old ones.


We would again call your attention to the need of new quarters and to the fact that such a building might be built locally with but a litle aid from the town and with- out shouldering an increase in our tax rate of more than one dollar per thousand for all time at our present valu- ation. As to our financial standing. will refer you to the Treasurer's report, and ask for the same appropriation as last year.
