REPORT TRUSTEES PUBLIC LIBRARY

Your Trustees are pleased to report that your Library building is finally completed and has been in use some time. The building is one we should be proud of, and reflects honor on the giver. Now that this fine building is ready for your use, are you going to justify its existence? We have housed in it a col- lection of books that you may be proud of. Show your appreciation of the giver's good will by making use of the gift.

We would ask for the usual appropriation for the coming year and the Trustees would be glad to receive any list of books you may wish.

JOSEPH HOWLAND,

For the Trustees.

SUPERINTENDENT'S REPORT

To the School Committee of Berkley :

Teachers

In school history, this year is prominent for at least one characteristic, the shortage of teachers. This cannot be attributed to continued war work nor to a shortage of workers in any special field. Doubtless the increased prices of nearly every commodity and the low salary of the teacher, compared with the wage of the so-called laboring man or woman, are the chief factors. There is a serious fault somewhere when one hundred forty-three thousand teachers leave the pro- fession in a single year, as they did during the past twelve months in the United States. As yet, the fact that a teacher must support herself fifty-two weeks each year, has not impressed the public deeply enough to secure a merited wage. Too often the salary is es- timated upon the number of weeks that the school is in session. Furthermore, it is not considered neces- sary to give any thought to the fact that when a teach- er is compelled to spend her vacation working in some factory, that teacher returns to her school work of the next year less efficient than she would have been, had she been given the weeks for study and some thought upon her approaching school problems. As never before the teacher must be better educated, have some degree of professional training, give more thought to her work, read more widely for assist-

ance and culture, attend more educational meetings, in short be a member of a profession that is the found- ation of all educational training.

That the teacher has the deciding vote whether she will accept or reject any offered position is not to be considered out of present day order. The expecta tion is not to be fostered that in a few years the schools, with all their environment, will return to pre- war conditions. Wisdom indicates that all school work- ers must be received on a par with the best that any community has to give; because the work that is done inside the school, and the influence exerted there by the teacher is equal to, or exceeds, any other influence that makes for stable democracy. Without reasonable contradiction it may be asserted that there is no other profession or association that has as high a percent- age of loyal men and women as the teachers' pro- fession. Real dependable loyalty to things that are right and pure, at this hour, is worthy of considera- tion.

Hundreds of schools throughout the country are closed for lack of teachers. This applies to all grades. The normal schools have less pupils, by comparison, than many other educational institutions. Further- more the increased number of graduates from col- leges and technical schools would not fill the depleted ranks of the teaching profession even if they entered the work in large numbers. This, in conjunction with the wage problem, becomes the determining factor as to who must teach school. Had not married and sin- gle women, who years ago voluntarily left the profes- sion, thinking never again to take up the work, listened to the appeals of the superintendent and committee and realizing the unusual need for school workers, re- turned to their former work, very many more schools would have been closed permanently. The age when

ANNUAL REPORT

applicants are waiting in line to teach rural schools, perhaps under unpleasant conditions, is forever past. All angles having been considered, what must be done to keep the schools on a proper working basis? First, the teacher must be received as a member of society suitable to her profession and be given comfortable working conditions. Second, she must receive a salary that will afford her a good living for the whole year ; and again, this salary must be large enough to lay aside a fair amount for the years of less active life. No so-called pension can compensate for a wage that half starves a teacher. The teacher is surely coming into her inheritance, social, educational, financial. The financial side must be met in a spirit of fairness and justice to all concerned interests or the schools will be limited in their usefulness.

With pleasure we express our thanks to the teach- ers and all others who have aided in making the school work of the year successful.

Respectfully submitted,

MORTIMER H. BOWMAN,

Superintendent of Schools.

REPORT OF SCHOOL PHYSICIAN

Feb. 13, 1920.

To the Town of Berkley :-

In my annual inspection of the school children of your town I found the following cases : Enlarged tonsils, 10

Adenoids, 9

Head lice, 16

A school dentist would be of great benefit in a large number of cases as I found a great many in- stances of decayed teeth which needed attention and the children's health would be much benefited.

The schools, as a whole, are much cleaner and more free from diseases caused by unsanitary condi- tions than ever before.

Respectfully submitted,

L. E. BUTLER, M. D.

REPORT OF ATTENDANCE OFFICER

Berkley, Mass., Dec. 30, 1919.

Mr. M. H. Bowman, Supt. of Schools.

Dear Sir :-

Complaints of non-attendance were received from schools Nos. 1, 4 and 6.

In most cases the children were kept from school to work, the parents not seeming to understand that a child must attend school at least one hundred and thirty days his last school year before receiving a work certificate.

After calling the attention of the parents to that fact they agreed to send the children regularly.

Respectfully submitted, NOAH H. STRANGE,

Attendance Officer.
