In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of the Town of Braintree, qualified to vote in Town affairs, to meet at the Town Hall, in said Braintree,

ARTICLE 1.
To see if the Town will vote to appropriate additional amounts of money for Public Welfare, Relief, Old Age Assistance, Soldiers' Relief, Aid to Dependent Children, Town Infirmary, Highway Department, School Department, Tree Warden's Department, Town Hall Mainte- nance, Town Clerk's Department, Plain Street Cemetery, Fire Alarm Department, Insurance, W.P.A. Department, Police Department, Elec- tion Expense, Health and Sanitation, Board of Registrars, and authorize the Treasurer, with the approval of the Selectmen, to borrow in accord- ance with the provisions of Chapter 49 of the Acts of 1933, as most re- cently amended by Chapter 57 of the Acts of 1938, for the purposes of providing funds to meet such appropriations; such borrowing in no event to exceed the amount of the tax titles held in excess of the amount owing to the Commonwealth for similar loans Previously Made; or take any action relative thereto.
ARTICLE 2.
To see what sums of money the Town will vote to raise and appropri- ate or transfer from available funds for the use of the following depart- ments: Public Welfare Relief, Old Age Assistance, Soldiers' Relief, Aid to Dependent Children, Town Infirmary, Highway Department, School Department, Tree Warden's Department, Town Hall Maintenance, Town Clerk's Department, Plain Street Cemetery, Fire Alarm Department, Insurance, W.P.A. Department, Police Department, Election Expenses, Health and Sanitation, Board of Registrars, or take any action relative thereto.
ARTICLE 3.
To see if the Town will vote to raise, or borrow, and appropriate two thousand ($2000.00) dollars, for the purpose of paying by the School Department, tuition charges for the trade training of residents of Brain- tree in trade schools, or take any action relative thereto.
ARTICLE 4.
To see if the Town will vote to raise, or borrow, and appropriate ($600.00) dollars, for the continuance of the Dental Clinic by the Board of Health, or take any action relative thereto.
ARTICLE 5.
To see what sum of money the Town will vote to raise or borrow and appropriate for the purpose of making necessary repairs occasioned because of the storm, to its School property, or take any action relative thereto.
ARTICLE 6.
ON PETITION. To see if the Town will vote to install a new heat- ing system in the Legion Building, and raise and appropriate a sum of money for the same; or take any action relative thereto.
ARTICLE 7.
ON PETITION. To see if the Town will vote to repair the roof on the Legion Building which was damaged by the recent storm and raise and appropriate a sum of money for the same, or take any action relative thereto.
ARTICLE 8.
To hear and act upon the report of the Special Committee appointed at the Annual Town Meeting in March 1938 to investigate overdrafts and other expenses of the Town.

ARTICLE 9.
ON PETITION. To see if the Town will vote to accept as and for a Town Way, WYNOT ROAD, so-called, as laid out by the Selectmen, for a distance of approximately 643 feet easterly from Washington Street, and appropriate a sum of money for the material cost, etc., under the provisions of a W.P.A. Project; or take any action relative thereto.
ARTICLE 9.
ON PETITION. To see if the Town will vote to accept as and for a Town Way, BRADLEY ROAD, so-called, from Cleveland Avenue to Cross Street, a distance of 425 feet, as laid out by the Selectmen, and raise and appropriate a sum of money for the improvement of the said way, or take any action relative thereto.
ARTICLE 11.
ON PETITION. To see if the Town will vote to accept as and for a Town Way, CARTER ROAD, so-called from Pond Street 426.5 feet southerly, as laid out by the Selectmen, and raise and appropriate a sum of money for the improvement of the said way, or take any action relative thereto.
ARTICLE 12.
ON PETITION. To see if the Town will vote to accept as and for a Town Way, ELLSWORTH STREET, so-called, from West Street to Mt. Vernon Street, a distance of 520 feet, as laid out by the Selectmen, and raise and appropriate a sum of money for the improvement of the said way, or take any action relative thereto.
ARTICLE 13.

A Special Town Meeting was called to order at 7:45 P.M. by Town Clerk, Ernest C. Woodsum. Voters checked on entering the building- 338 present.
Moderator William F. Rogers being absent on account of illness, the Town Clerk declared that nominations were in order for the election of a Moderator pro tem. Mr. Edward Palmer nominated Mr. George L. Anderson. Mr. James Jenkins, Jr., moved that the nominations be closed .- So voted.
As this vote was required to be by ballot, Mr. Jenkins cast one ballot for Mr. George L. Anderson for the office of Moderator pro tem. The Town Clerk, Ernest C. Woodsum, then administered the oath of office to George L. Anderson.
Mr. A. C. Bartlett, chairman of the Finance Committee, spoke of the good work being accomplished by the various departments and especially of the excellent job done during the hurricane emergency.

ARTICLE 8.
Mr. Anderson, Moderator pro tem, resigned the chair to the Town Clerk in order to make a report of the Special Committee appointed at the Annual Town Meeting in March, 1938, to investigate overdrafts and other expenses of the Town.
Mr. Anderson reported on the progress made by the Committee and read excerpts from the Report of an Audit of the Accounts of the Town of Braintree as made by the State. This gave a general idea of the conditions found on the Town books. He stated that the Committee was not prepared to furnish a complete report of their activities at this time but it is their intention to have a complete report of 1937 expendi- tures as compared to 1938 expenditures and comment on the operation * of the various departments during the past two years. It was recom- mended that the Town Clerk publish the written portion of the Report of an Audit of the Accounts of the Town of Braintree as made by the State.

Voted: That this Committee be continued until the next Annual Town Meeting.
At this time it was brought to the attention of the Town that since our last Annual Town Meeting we have lost one of our most valued citizens, Mr. William H. J. Fitzgerald, who has spent a great deal of his time serving the town faithfully in many capacities and always had the Town's interest at heart.
The citizens assembled, representing the Town, stood for one min- ute in silent prayer, as an acknowledgment of his services to us.

Voted: That the Town accept as and for a Town Way, BRADLEY ROAD, so-called, from Cleveland Avenue to Cross Street, a distance of 425 feet, as laid out by the Selectmen, same to be referred to the High- way Department for a W.P.A. Project.

Voted: That the Town accept as and for a Town Way, CARTER ROAD, so-called, from Pond Street 426.5 feet southerly, as laid out by the Selectmen, same to be referred to the Highway Department for a W.P.A. Project.
