Braintree, Mass., March 4, 1940.
In accordance with the foregoing Warrant, the voters assembled in their respective Precincts to cast their ballots for the several Town Offi- cers, also to vote for eighty-four Town Meeting members.
The polls were opened in all precints at five forty-five o'clock in the forenoon and were closed at eight o'clock in the evening.

At the opening of the polls the ballot boxes were inspected and found to be empty and the registers set at zero (0). The keys were placed in charge of the Constables of their respctive precincts. The meetings were conducted in like manner and in accordance with the law.
At the close of the polls when all votes had been canvassed, counted, recorded and ballots scaled according to law, they were then forwarded to the Town Clerk's office where the figures were tabulated, proved and the result declared by the Board of Registrars.

Braintree, March 18, 1940
The Annual Town Meeting was called to order at 7:54 P.M. by Moderator William F. Rogers. The Town Meeting Members were checked on entering-211 present.
Town Meeting Members present were duly sworn into office by the Town Clerk, Ernest C. Woodsum.
ARTICLE 1.
Voted: To elect three measurers of Wood and Weighers of Hay: Willard P. Sheppard, R. Allen Gage and Walter J. O'Brien elected.
Voted: To elect three measurers of Lumber: Herbert W. Borden, Shelley A. Neal and Charles O. Miller elected.
Voted: To elect seven Trustees of the Braintree School Fund for 3 years: Morrill R. Allen, James E. Folsom, Arthur L. Hale, Roger Lakin, George E. Sampson, George A. Walker and Ralph B. Woodsum elected. ARTICLE 2.
Voted: That Article 2 be taken up in conjunction with all other articles in the warrant.

Voted: That the Town Treasurer, with the approval of the Select- men, be and hereby is authorized to borrow money from time to time in anticipation of the revenue of the Financial year beginning January 1, 1941 and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year, in accordance with Section 17, Chapter 44, General Laws.

Voted: That the Town will hold its Treasurer harmless on his bond for any loss which may arise from the failure of any National Bank or Trust Company in which the funds of the Town may be on deposit, said Bank or Trust Company being designated by the Selectmen.

Mr. Connell moved: To request the Finance Committee to recom- mend or not to recommend on Articles 12, 13, 14, 27, 38, 3'9, 54, 81, so that the Town Meeting Members will know hat the Committee's recommenda- tions are before voting time. Not carried-8:12.
Mr. McCorison, chairman of the Tercentenary Committee, presented a detailed report of the Committee for the Tercentenary Celebration to take place May 23, 24, 25 and 26.

Mr. Palmer moved: That there be raised and appropriated the sun of $8,025.00 to be expended under the direction and control of the Ter- centenary Committee appointed under Article 53. Annual Town Meeting of 1934, for a suitable celebration of the 300th anniversary of the incor- poration of the Town of Braintree, including the remibursement of said committee for expenses already incurred for that purpose; and further voted that the Assessors be authorized, with the approval of the Com- missioner of Taxation, to use as an item of estimated receipts, the amount of $3,000.00 to be received from the activities of said committee .- Unani- mous vote-8:38.
Moved: That we reconsider the action taken under Article 12. Not a vote.
ARTICLE 13.
Voted: That the balance of the Tercentenary fund, so-called, in- cluding all accruals of interest thereon, be appropriated in addition to, for the same purposes and to be expended in the same manner as the funds provided under Article 12. Carried-8:40.

Voted: That Article 14 be laid on the able.
Mr. Woodworth told of the celebration in Braintree fifty years ago on the occasion of our 250th Anniversary.

ARTICLE 18.
Voted: That there be appropriated the sum of $105,255.44 for the maintenance and operation of the water supply system, laying and re- laying of water mains, the same to be taken from the surplus of the water revenues as shown on the books December 31, 1939 and from the revenues of the Department for the year 1940. Carried 9:45.
Mr. Foley offered the following motion: To increase General Maintenance the sum of one hundred dollars ($100.00), to be carried on the Accountant's records as Special Maintenance, payments or charges to this account being restricted to labor, such labor having been performed by the taxpayers, certified to the Commissioners by the Collector of Taxes as eligible to special work assignment by reason of unpaid tax obligations. The duration or term of such work assignment shall be limited by the Commissioners to the nearest number of complete working days necessary to discharge such tax obligations, payment for labor being at the rate of fifty-cents (50c) per hour, and only the excess of earnings over tax obligations shall be payable to the assignee.

Eligibility for Certification by Collector
Re: Poll Taxes
Taxpayers must have been unemployed or without income from any source for a period of three months dating from the date of the notice of assessment of the current year.
Re: Real Estate Taxes
Taxpayer must give information as requested by the Collector, who shall submit the facts pertaining to the request to a Committee to be appointed by the Moderator, consisting of three Real Estate Taxpayers. This commitee shall approve or disapprove the Collector's right to certify the Taxpayer's name to the Commissioners.
Taxpayer must have legal domicile on property taxes.
Taxpayer must have 25% equity in property, using as a basis the as- sessed value per the current assessment.
Taxpayer must be able to finance the payment in money of one-half of such tax, and such payment must be in the hands of the Collector prior to certification.
Holdings of property other than those attached to a domicile by legal recordings are not to be considered.
Taxpayer must have been unemployed or without income from any source for such period of time as the Committee may deem reasonable.
Taxpayer's performance while previously employed must evidence a reasonable effort to discharge his obligation, as may be determined by the Committee.
This to apply to the Water Department, Highway Department and the Sewer Department .- Carried 9:49.
Mr. Morrison moved: That the standardized purchase order form as adopted by a vote of the Town in 1939, under Article 75, be used for the purchase of all materials and supplies which apply against this ap- propriation and that the Board of Selectmen refuse to approve any voucher which does not check with the standardized purchase order. Carried 9:50.
