As directed by you, I have made an audit of the books and accounts of the town of Braintree for the fiscal year ending December 31, 1942, the following report being submitted thereon:
The financial transactions, as recorded on the books of the several departments receiving or disbursing money for the town or committing bills for collection, were examined, checked, and verified by comparison with the books of the town accountant and the treasurer.
The books and accounts in the office of the town accountant were ex- amined and checked. The receipts, as recorded on the ledger, were checked with the rcords of the several departments making payments to the treas- urer and with the treasurer's books, while the recorded payments were checked with the treasury warrants issued by the selectmen and with the teasurer's cash book. The appropriations and transfers from the reserve fund, as recorded on the ledger, were checked with the town clerk's records of town meetings and with the authorizations of the finance committee.
The town accountant's ledger was analyzed, and balance sheets, which are appended to this report, were prepared showing the financial condition of the town on December 31, 1942, and September 4, 1943.
The balance sheets indicate that the town is in excellent financial con- dition.
The books and accounts of the town treasurer were examined and checked in detail. The recorded receipts were analyzed and compared with the records in the departments collecting money for the town and with the other sources from which money was paid into the town treasury, while the payments were checked with the selectmn's warrants authorizing the disbursement of town funds. The cash balance on September 4, 1943, was proved by reconcilation of the bank balances with statements furnished by the banks in which town funds are deposited, by verification of the cash in the office, by inspection of the savings bank books, and by examination of the securities.
As was mentioned in the previous audit report, part of the general cash is invested in United States war bonds which are carried at the cost value of $49,950. Since the last audit, part of the electric light deprecia- tion fund has been invested in United States defense bonds and treasury notes in the amount of $74,800. In this connection, attention is called to the fact that the only statutory authority for the investment of town funds, other than trust funds, in war bonds is found in Chapter 4, Acts of 1942, and Chapter 5, Acts of 1943, which require a specific vote of the town meeting.
