At the last annual town meeting it was voted to build a reservoir in the rear of Asa Lord's store. About the time we usually do that kind of work. in July and August, we had heavy rains. The ground was full of water, and continued so, till late in the season, when it was thought better for that, and for other reasons to defer it till another season, much to the regret of the committee of the town, a; a reservoir is needed in that section of the town. 'T'he Se- lectmen and Engineers of the coming year would feel authorized to carry out the vote of the town as soon as a suitable time arrives.


A lot of land has been purchased for a cemetery in Linebrook and very near'y prepared for occupancy. The location and plan as laid ont meets with the approval and satisfaction of the inhabitants in that part of the town. An article in the warrant will call the attention of the town to the subject.


The bills for the building of the Barnicoat engine house (amount- ing to $1286 00) have come into the account of the present year all of which have been paid. The completion of the building of highways, and various needed improvement :. made in that d par'- ment the past year, have cost more than was anticipated, but noth- ing has been done but what has been urgently called for, and much needed. and will we think prove of lasting benefit and utility.


The bain at the Farm has been repaired. and the interior of the arrangement so altered that it has been made more convenient and added much to its value and capacity of storage. After deducting a part of the expense of altering, which was incurred for permanent improvement. and also about $180 0O paid the Supt. for the early of the year, which belongs to the expense of the coming year, from the net expense of supporting the inmates. it makes said expense $2.33 each per week.


The whole number of inmates at the farm the year past was 16. The average number 9 2-3. The present number is 9. The per- manent debt of the town has been reduced the past year to the amount of $2100.00.


The Sele tmen submit the following estimate of money needed to meet the ordinary expenses of the town for the ensuing year. For schools $7500 : for highways $5000 : for current expenses $9500:

ESSEX. SS. TO EITHER OF THE CONSTABLES OF THE TOWN OF IPS- WICH IN SAID COUNTY. GREETING :


In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the legal voters of said town 10 meet at the town hoase. in said town. on Monday the fifth day of March. next. at nine o'clock a. m., then and there to act on the fol- lowing articles, viz :


Art. 1. To choose a Moderator.


Art. 2. To choose all necessary town officers and grant them such pay for their services as the town may think proper.


Art. 3. To vote by ballot, Yes or No. upon the following ques- tion, to wit : "Shall license be granted for the sale of intoxicating liquors in this town ?"


Art. 4. To raise money for the High and Common Schools.


Art. 5. To raise money for the repair of the Highways and de- termine the manner of apportioning the same.


Art. 6. To raise such sums of money as may be necessary to defray all town charges for the ensuing year.


Art. 7. To see what compensation shall be allowed the Engine- men for the ensuing year.


Art. 8. To see if the town will authorize the treasurer to hire money in anticipation of the taxes.

Art. 9. To see it the town will authorize the collector to collect interest on all taxes remaining unpaid after they are due.


Art. 10. To see what discount, if any, shall be allowed to those persons who pay their taxes before the prescribed time of payment


Art. 11. To see what action the town will take in regard to ap- propriating money for decorating soldiers' graves on Memorial day


Art. 12. To hear and act upon the reports of trustees and com- mittees.


Art. 13. To see if the town will accept the list of jurors as pre- pared by the Selectmen.


Art. 14. To see if the town will vote to enlarge the Board of School Committee so that it shall comist of six members.


Att. 15. Torce if the town will build a Primary schoolhouse in the vicinity of Estes Street and appropriate money for the same.


Ar'. 16. To see if the town will take any action for the sale and deeding of lots in the Linebrook cemetery.


Art. 17. To see if the town will take any action to provide a more efficient care of the tramps.


Art. 18. To see if the town will authorize the Sclectmer to col- 1 ct the early records of Births. Marriages and Deaths of the town and have them recorded and indexed.


Art. 19. To see if the town will accept the report of the Select- men widening the road at the corner of Prospect and Boaalman Streets. Foss' corner so called.


Art. 20. To see what action the town will take in gard to buiding the road leading from the termination of East Street near the Hurd farm to Eagle Hill. so called, and to appropriate money to pay the expense thereof.


And you are hereby directed to serve this warrant by posting up attested copies of the same at each of the meeting-houses- ir said town, town house and at the scho ih " e in the Village di tiict five days at least before the time of said meeting.


Hereof fail not, and make due return of this warrant with your doings thereon to the town clerk at the time and place of said meeting.
