It will be seen in the report that the balance against the farm is larger than usual. During the past year the Overseers have paid Faim bills contracted prior to the set- tlement of Feb. 1, 1881 to the amount of $1332. At the present settling of faim accounts, they have taken especial pains to collect and pay all the bills against the farm. The whole amount of bills against the farm, Feb. 1, 1852, was $500, mostly due the Supt. and for labor at the farm, making a difference of debts due between Feb. 1, 1881 and Feb. 1. 1882, cf #772.


There is also included in the payment of the bills the past year #634, expen'ed for a well, a permanent improvement, and one which promises to be of material value to the farm. This amount ought not to be included in the running expense of the farm for the year. Deduct- ing the above amcunts ($634 and $772) from the balance against the farm ($3657) leaves (#2251.) Other items of expense. which do not appear to the credit of the farm would still further reduce this amount.


The Overseers would report that the Farm, stock and buildings. are in good condition, and they would also rec- ommend that in the future every bill against the farm shall be collected and paid, or the amount unpaid reported at the close of the financial year.


The Overseers feel that the town has been fortunate in securing the services of the present Superintendent of the fan and express the hope that his services may be retained for another year.


The whole number of inmates at the farm the past year was 12; the average number, 10; the present num- ber is 9.

ESSEX. ss. TO EITHER OF THE CONSTABLES OF THE TOWN OF IPSWICH. IN SAID COUNTY : GREETING :


In the name of the Commonwealth of Massachusetts. you are hereby required to notify and warn the legal voters of said town to meet at the town house in said town. on Monday the sixth day of March next, at nine o'clock A. M. then and there to act on the following articles. viz :


ARTICLE 1. To choose a moderator.


ART. 2. To choose the necessary town officers. and grant them such pay for their services as the Town may think proper.


ART. 3. To raise money for the support of the High and Common schools


ART. 4. To raise money for the Highways, and determine the man- ner of apportioning the same.


ART. 5. To raise such sinus of money as may be necessary to defray all town charges for the ensuing year.


ART. 6. To see what compensation shall be allowed the Engine men the ensuing year.


ART. 7. To see if the Town will authorize the Treasurer to renew notes now dne.


ART. S. To see if the Town will authorize the Treasurer to hire money in anticipation of the taxes.


ART. 9. To see if the Town will direct the Treasurer to collect in- terest on all taxes remaining unpaid after they are due.


ART. 10. To see what discount if any. shall be allowed to those per- Sons who pay their taxes before the prescribed time of payment.


ART. 11. To see if the Town will accept the list of jurors as prepar- ed and posted by the Selectmen.


ART 12. To hear and act on the report of Committees.


ART. 13. To see what action the Town will take it regard to appro- printing money for decorating Soldiers' graves on Memorial day.


ART. 14. To see if the Town will remove the hay scales from the present location near the Eastern Rail Road depot.


ART. 15. To see what action the Town will take for the improvement of sidewalks and the laying of street crossings.


ART. 16. To see what action the town will take in regard to improv- ing the River and Harbor.


ART. 17. To see what action the Town will take in regard to intro- dneing additional manufacturing interests.


ART. 18. To see if the Town will increase the number of Street lights.


ART. 19. To vote by ballot upon the following questions. to wit : ·· Shall licenses be granted for the sale of intoxicating liquors in this town?"


ART. 20. To see what action the Town will take to provide a water- ing place at the foot of the hill near Caldwell's block.


ART. 21. To see if the town will accept the Town wav, laid out by the Selectmen. from High St. to Central St.


ART. 22. To see what action the Town will take on a notice from the County Commissioners for the widening of Union Street.


And you are hereby directed to serve this warrant by publishing the same once in the Ipswich Chronicle. and posting up attested copies of the same at each of the Meeting houses, Town house and at the School house in the North North District, four days at least before the time of said meeting.
