NO SCHOOL SIGNAL.
2-2-2-2 on the fire alarm.
7.45 A. M. means that the High School session for that day will begin at 9 o'clock.
8.15 A. M., means no morning session in any school whether the previous signal was given or not.
II.30 A. M., or at 12.45 P. M., no afternoon sessions.
Report of School Committee.
Owing to the resignation of the only member of the preceding Committee, we were left an entirely new Committee and much time has necessarily been spent in acquainting ourselves with the financial and other conditions of our schools. We have endeavored, however, to do our best under the circumstances, and we feel encouraged with the results obtained.
The Committee has met regularly and with one exception every member has been present at every meeting.
Owing, apparently, to an under-estimate in the figures furnished the preceding Committee, the amount asked for the support of the schools at the March Town Meeting was inadequate to cover the necessary expenses of teaching and maintenance; and the present Committee asked for $3,000 to complete the work of the year. Of this amount we have returned to the Town Treasury, $373.54.
On account of the large increase in our population it was necessary to open a new room at the Ballard School and engage an additional teacher for the High School. This of course has meant increased expense, not only for salaries but for supplies and furniture.
The appropriation of $300 for a Domestic Science course has been used for equipping that department and while we have been obliged to begin modestly nearly eighty interested girls are receiving practical instruction in the art of cooking, and prepar- ing to meet intelligently some of the problems that will undoubt- edly confront them later in life.
Products of the class have been used in the High School luncheon, but, owing to the fact that the classes are in session only three days of the week, it has not been found expedient for the luncheon to be in charge of the girls. We, hope, however, the time will come, when it will be possible for the entire luncheon to be prepared by this department.
Both the Superintendent of Schools and the Principal of the High School in their reports call attention to the crowded con-

dition of the schools. As this is a condition not likely to be relieved by a new building, the coming year, at least, we recom- mend refitting the old schoolhouse next to the Roby School to accommodate the extra pupils returning to school through the operation of the new child labor law as explained by the Super- intendent in his report.
In February, we shall be obliged to make use of the Assembly Hall in the High School to accommodate those children who have received mid-year promotions to the ninth grade.
Some of our citizens are disposed to complain of the increas- ing burden of the education of our children. But this is one of the accompaniments of growth. A dead town does not need to enlarge its expenditures. A live town is continually increasing its outlays. If we, as a community, do our duty by the children now growing up a very few years should convert this liability into an asset.
We are to be congratulated on our earnest body of teachers, some of whom have preferred to remain with us at a lower salary than they have been offered elsewhere. We take this opportunity of expressing our appreciation for their devotion to a task that must of necessity be difficult.
But while the school is working for the best interest of the child let us not forget that only a small portion of the child's life is spent under its influence, and that the home is largely respon- sible for the moral life of our children. One can expect little good to result from even high moral standards maintained at school if the children are left to their own devices and the influences of the street during the hours of the day and evening when school is not in session.
The schools cannot work single handed nor can they in one- sixth of the waking hours of a boy or girl accomplish much if the influence of the remaining five-sixths of the time goes to nullify the work of the school.
Unless both schools and parents cooperate much of the work of both will be in vain.
It has been suggested by Miss Holden, Principal of the Ninth Grade, in her report, that a beginning be made by establishing a Parent-Teacher Association such as has been organized with profit in other and larger towns. Such an organization, she points out, might gradually be made to include all of the four higher classes. We believe this suggestion to be worthy the attention of parents.

grounds and that suitable approaches should be made to all buildings.
Miss Smith, principal of the Felton School, has encouraged the children in planting and caring for a fine growth of shrubbery. We should be glad to assist them in making their grounds more attractive by having them graded and put in proper condition.
Through the courtesy of the Selectmen and the kindness of the Street Commissioner a beginning has been made at no expense to the Town by using street scrapings for filling in a portion of the yard at the Armitage School.
It is hoped the good work will be continued.
We submit herewith the reports of the Superintendent of Schools and the Principal of the High School. In order to cooperate with the Auditor in his efforts to produce a smaller Town report, all reports have been slightly condensed and those of the special teachers have been omitted.
Evening School.
There is at present but one Evening School in Saugus, that of the streets. Although no record is kept of the attendance it is large and increasing.

Report of Superintendent of Schools.
To the School Committee of the Town of Saugus :
In accordance with custom the annual report of the Superin- tendent of Schools is now respectfully submitted for publication. This is the twenty-first annual report from this office.
The work of the schools as a whole has been satisfactory in many ways. The additional time given to manual training and domestic science is responsible for more satisfactory conditions in these departments.
Double Promotions.
The greatest innovation that marks the work of the past year has been the introduction of a carefully planned system of double promotions, whereby those pupils who are worthy are able to shorten? their elementary course one or more years. By this plan 140 pupils during the past school year completed with marked credit two years of regular school work. Notwith- standing this extra amount of work performed by these pupils they still rank among the best in scholastic attainments. I mention this in refutation of the statement that these pupils are merely "skimming " the work. In no instance has one of these pupils come to grief on account of "skimming." Would that we could find some device that would impart to all our pupils the same zeal and enthusiasm that " double promotions " has given to these advanced divisions.
More Time for the Regular Division.
Some one has asked me if the teachers in the sixth, seventh and eighth grades are not giving an undue amount of attention to these "advanced divisions." If so, that is the fault of the teacher and not the system. The " advanced divisions " are capable of working much alone and do not need the assistance of the teacher nearly so much as the regular divisions. In fact one of the prime qualifications for entrance into the "advanced

division " is the ability to work independently. The teacher, then, who gives this division more of her time than is due it, makes a double fault. First, the unpardonable sin of not allow- ing pupils that are capable to work out for themselves their own problems. Second, neglecting to give aid where it is needed, namely to the regular division.
